GOA PUBLIC SERVICE COMMISSION ANNUAL REPORT 2019-2020 (THIRTY SECOND REPORT) Jose Manuel Noronha CHAIRMAN In terms of Article 323 (2) of the Constitution of India, the Commission is pleased to present its Annual Report for the year of 2019-20. During the year under review, the Commission has received a number of requisitions for Direct Recruitment, in addition, the Commission continued with its policy of expediting promotions of Government Officials in various Departments and details of these activities are listed in this report. The Commission wishes to place on record its sincere appreciation and gratitude to former Governor of Goa, Hon’ble Smt. Mridula Sinha, Shri. Satya Pal Malik, Hon’ble Governor of Goa, Dr. Pramod Sawant, Hon’ble Chief Minister of Goa, Chief Secretary and Secretaries to the Government of Goa, Heads of Department and Officers of various Departments for extending their valuable support and co-operation to the Commission while discharging its Constitutional duties and functions. The Commission also wishes to place on record its gratitude to paper-setters, examiners, evaluators, experts and advisors for assisting the Commission in its selection processes and our Legal Advisor for defending the interests of the Commission before the Courts of Law. The Commission also places on record its appreciation to the Principals of various Colleges, including Engineering Colleges for having extended their support by permitting the Commission to conduct its Computer Based Recruitment Test (CBRT) at their premises. The Chairman also expresses his appreciation to the Officers and Staff of the Commission for the efforts put in by them in achieving all the objectives of the Commission. Shri. BACKGROUND After attaining the Statehood on 30th May, 1987, the State Government set up its independent Goa Public Service Commission on 30.05.1988, to discharge the functions and responsibilities incorporated in Article 320 of the Constitution of India. The Commission has so far brought out Thirty First Annual Reports since its inception. 2. COMPOSITION OF THE COMMISSION The Commission comprises Chairman and two Members. SECRETARIAT Shri Chokha Ram Garg, IAS was holding the post of Secretary as an additional charge from 30.01.2019 to 08-07-2019 (B.N.) and Shri. Yetindra M. Maralkar was appointed as Secretary on deputation w.e.f. 08-07-2019 (B.N.) till date, Smt. Seema Malkarnekar is the Deputy Secretary, Smt. Paula Rodrigues, Smt. Vrinda Valvaikar and Smt. Cilia Oliveira Fernandes are the Under Secretaries of Administration Section, Direct Recruitment and Promotion, respectively. 4. STAFF STRENGTH The total sanctioned staff strength of Group ‘B’ ‘C’ and ‘D’ is 40 against which 35 staff were in position during the year. 5. FUNCTIONS OF THE COMMISSION In pursuance to the Article 320 of the Constitution of India the Commission is consulted in the matters of Direct Recruitments, Promotions, Framing of Recruitment Rules and Amendments thereto, satisfactory completion of probation period, confirmations, continuation of ad-hoc promotions/ appointments beyond one year, Disciplinary Proceedings, in respect of Group ‘A’ and ‘B’ posts. Certain categories of the posts have been exempted from the purview of the Commission by virtue of the Goa Public Service Commission (Exemption from Consultation) Regulation, 1988. The Commission presents to the Governor of Goa its Annual Report for the period from 1st April 2019 to 31st March 2020 in accordance with the requirement set out under Article 323 (2) of the Constitution of India. 6. WARRANT OF PRECEDENCE There has been no change in the Warrant of Precedence. The Chairman of the Commission is shown in Article 23 along with the Chief Secretary and Director General of Police and the Member of the Commission is shown in Article 25. 7. FINANCIAL MATTERS The Commission is provided with funds under Budget Head 2051-Public Service Commission, 102-State Public Service Commission, 01-State Public Service Commission (Charged) and ₹ 4059-Capital Outlay on Public Works, 01-Office Building, 051- Construction, 01-Construction to GPSC - Building & Infrastructure. During the financial year i.e. 2019-2020, an amount of ₹ 686.00 Lakhs (Rupees Six crores eighty six lakhs only) has been provided in the budget estimates. Though the Commission is not a revenue earning department, the Commission collected ₹ 86.83 Lakhs (Rupees Eighty six lakhs eighty three thousand only) by way of application fees, examination fees and R.T.I. fees, etc. during the period under report. The total expenditure incurred for the year under report is ₹ 497.77 lakhs (Rupees Four crores ninety seven lakhs seventy seven thousand only). 8. VISITS OF CHAIRMAN, MEMBER AND SECRETARY TO OTHER STATES 1. Shri Jose Manuel Noronha, Chairman, Goa Public Service Commission attended the National Conference of Chairpersons of State Public Service Commissions held on 13th and14th March 2020 at Chandigarh, Haryana. 2. Shri Jose Manuel Noronha, Chairman, Goa Public Service Commission attended the meeting of the Standing Committee of National Conference of Chairpersons of State Public Service Commissions on 20th and 21st January 2020 at Bodhgaya, Bihar. 3. Shri Jose Manuel Noronha, Chairman, Goa Public Service Commission attended the meeting of the Standing Committee of National Conference of Chairpersons of State Public Service Commissions on 31st August 2019 at the Tripura Public Service Commission, Agartala. 9. VISITS OF CHAIRMEN, MEMBERS AND SECRETARIES OF OTHER STATE PUBLIC SERVICE COMMISSIONS TO GOA PUBLIC SERVICE COMMISSION 1) Mr. H. Debbarma, Member, Tripura Public Service Commission visited this Commission on 06-10-2019 for official work. 2) Maj. Gen. DVS Rana, AVSM, SM, VSM (Retd.) Chairman, Himachal Pradesh Public Service Commission visited to this Commission
