Como resultado de resto se genera una serie de estrategias tendientes a mitigar las diferentes problemáticas ambientales siendo una de las principales el tema del recurso hídrico. Un plan de manejo de una cuenca es de vital importancia, ya que es un instrumento para la planificación y uso coordinado del suelo, la flora, la fauna, el agua y en fin toda la cuenca, en un POMCA (Planes de Ordenamiento y Manejo de Cuencas Hidrográficas) se articula la ejecución de acciones, mejores prácticas, obras y tratamientos, entre otros con el fin de mantener el equilibrio entre el aprovechamiento social y económico de los recursos de la mano cor la con servicio de la estructura físico — biótica de la cuenca y en particular la conservación del recurso hídrico. La adecuada implementación del POMCA ayuda a la prevención de catástrofes y calamidades como la ocurrida en el río Páez el 6 de Junio de 1994 en la cual se perdieron más de 1000 vidas humanas, además de las pérdidas económicas y culturales de los departamentos de Cauca y Huila, por lo que un POMCA no solo es el aprovechamiento de del recurso hidrico en basca de un beneficio económico, sino por el contrario es la gestión de recursos económicos en pro de la conservación del agua y demás elementos naturales que conforman una cuenca, la cual es frágil y requiere de atención por parte de las entidades encargadas de velar por la protección de los recursos naturales y de los habitantes que interactúan en el territorio. Por" otra parte un tema de igual importancia para la protección y conservación de los recursos naturales, son os Planes de Ordenación Forestal POF, los cuales se convierten en un instrumento de planificación ya que a través de estos se definen los usos, actividades y lineamientos de manejo para la preservación, restauración y uso sostenible de los recursos forestales del departamento, los cuales son de gran valor e importancia eco — sistémica. Estos planes deben integrar los principios de la silvicultura con el contexto administrativo, técnico, científico, jurídico, biofísico, económico, cultural y social dentro del territorio que sea objeto de ordenación e involucrando las personas y actividades que estos desarrollen dentro del área objeto de ordenación. 4 7 '. 1 '2 "1 *. 07 01 - O! - ) 7 1.
