1. The House met at 12.05 a.m. Mr Speaker read the Prayers.

2. Votes and Proceedings: Mr Speaker announced that he had examined and approved the Votes and Proceedings of Thursday, 31 May, 2012.

By unanimous consent, the Votes and Proceedings was adopted.

3. Announcement: Mr Speaker announced the postponement of the marking of the I" Year Anniversary of the 7'" House of Representatives which had been scheduled to take place on Wednesday, 6 June, 2012, in view of the Dana Airline tragedy and the 3-days mourning period declared by the Federal Government.

4. Petitions: The following petitions were presented and laid by:

(I) Han. Kingsley S. Ebenyi ( East/lsi-Uzo Federal Constituency): from Lawsworth Legal Practitioners, on behalf of Johnson Eze, praying the House to prevail on the National Agency for Food, Drugs, Administration and Control (NAFDAC) to pay compensation for using his Products Authenticity Confirmation Technology (PACT) without authorization;

(il) Hon. Arua Arunsi (ArochukwulOhajia Federal Constituency): on behalf of Egwu A. Okoro, praying the House to intervene in his dismissal by the Nigerian Customs Service, with a view to reinstating him and granting other reliefs sought;

(iiI) Hon. Ndudi Elumelu (Aniocha NorthlAniocha SouthlOshimili NorthlOshimili South Federal Constituency): from Alex Oketa Chambers on behalf of Asaba Sand Dealers Multipurpose Cooperative Society Ltd, praying the House to investigate the security threat, social unrest and disobedience of Court Order by Uchenna Obi and 7 Others, with a view to arresting and prosecuting the suspects;

(iv) Hon. Jones Onyereri (Nkwerre/Isu/Nwangene Federal Constituency): from Servanda Chambers on behalf of Andrew C. Nkpadobi, praying the House to investigate his unlawful retirement by National Institute for Cultural Orientation, , with a view to reinstating him and paying all his entitlements.

Sylvester O. Ogbaga - Abakalikillzzi Federal Constituency).

6. Matter of Urgent Public Importance: Citing Standing Order Vlll, Rule 46, Hon. Nkeiruka Onyejeocha (IsuikwuatolUmunneochi Federal Constituency) drew the attention of the House to the plane crashes involving two Nigerian registered airlines - and Dana Airline which occurred on Saturday, 2 June and Sunday, 3 June, 2012 respectively. She noted that the reported casualty figures of both accidents were about 200 persons. She viewed the accidents, as a natioual calamity, and stated that the Dana Airline crash might have been caused by negligence on the part of regulatory authorities in the performance of their duties. She therefore urged the House to consider the matter as one of urgent public importance and to suspend Order VIII, Rule 46 (3) to enable the House debate it forthwith.

The crash of Dana and Allied Airlines Aircrafts: Motion made and Question proposed:

The House:

Notes with utmost sorrow the crash of a Dana Airline Flight 0992 from Abuja to on Sunday, 3 June, 2012 at Iju-Ishaga. Agege in and a Nigerian Registered Cargo Aircraft. Allied Air, in Ghana on Saturday, 2 June, 2012;

Further notes with concern that the said crashes are coming on the heels of similar crashes involving . in 2005, Sosoliso Airlines. also in 2005 and Aviation Development Corporation Airlines (ADC) in 2006;

Worried that the latest Dana Aircraft crash is even more tragic with a reported casualty figure of about 190 people. comprising 153 passengers, 6 crew members and about 37 people on ground and counting;

Observes that these latest crashes are clear indications of failure and or negligence of relevant regulatory functions in the aviation industry which if unchecked could lead to more devastating air mishaps in future;

Satisfied that the peculiar circumstances leading to these crashes are a wake-up call for all relevant authorities, to rise to the challenges of ensuring that no effort is spared in making the nation's aviation industry to conform with international safety standards;

Worried that the crash might be indicative of a greater rot in the aviation industry which could portend more danger ahead;

Determined to see the aforesaid crash as the clarion call moment for a clinical re-examination of our aviation norms and operational procedures, with particular reference to regulatory/supervisory functions;

Convinced also that these air mishaps constitute a national calamity deserving of the sorrowful attention and immediate necessary action of this hallowed House.

Resolves to:

(i) Observe a minute silence in honour of those who died in the crashes;

(ii) send condolence messages to the families of the bereaved;

(iii) direct the House Committee on Aviation to exhaustively investigate the immediate and remote causes of the crash of the jet belonging to Dana Airlines; and

(iv) further direct the House Committee on Aviation to ascertain the air worthiness of all other operating aircrafts in the country. and make appropriate recommendation(s) (Hon. Nkeiruka Onyejeocha - Isuikwuato/Umunneochi Federal Constituency).

Amendments Proposed: (i) Insert a new Prayer (v) as follows: "Urge the House to identify, prosecute and discipline all person(s) involved in the certification of that particuJar aircraft for that flight" (Hon. Yusuf Ayo Tajudeen - Kabba-Bunu/ljumu Federal Constituency) .

(ii) Insert a new Prayer (vi) as follows: "Call on the Executive Arm of Government to make available the reports of fmdings of various Committees set up in the past to exantine the remote and immediate cause(s) of Sosoliso, ADC, and Bell-view crashes" (Hon. Akinlade Abiodun - Egbado South/Ipokia Federal Constituency).

(iii) Insert a new Prayer (vii) as follows: "that a criminal investigating Panel Headed by a High Court Judge and people experienced in aircraft disaster be set up to ascertain the causes and apportion adequate punishment to all concerned" (Hon. Eddie Mbadiwe -Ideato North/Ideato South Federal Constituency).

(iv) Insert a new Prayer (vii) as follows: "Urge the Ministry of Aviation to take immediate and necessary steps to install Flight Safety Laboratory Facility - a proactive flight data monitoring programme which helps to identify problems well in advance" (Hon. Irona Alphonsus Gerald - OhajilEgbema/Oguta/Oru West Federal Constituency).

(v) Insert a new Prayer (viii) as follows: "Urge the Federal Government to merge all airlines operating in the country with less than 20 aircrafts in order to avoid over stretching the limited numbers" (Hon. Aishatu Dahiru - Yola North/Yo/a SouthlGirel Federal Constituency).

A minute silence was observed in honour of the deceased.
