Tucker, and David Webb 1 A Hitman’s Approach to Ethics Editing a contributed book is often not an easy process, and chapters are often delayed. One of the authors sent me a couple of emails with the subject heading ‘almost hitman time’ and told me that if he did not make the promised deadline, I had his permission to hire an assassin. I replied that unfortunately institutional budget cuts meant that there were no longer funds available for hiring assassins and that this might also be counter to institutional ethics policies. M. We then had a slightly flippant discussion about the ethics of hitmen (it is probably not an equal opportunities profession) and the ethics of using them to threaten or inflict retribution on authors who do not deliver chapters. This started me thinking about the ethics of hired killers. I will admit to having no first-hand knowledge of hitmen. While I rarely talk about subjects of which I have little or no knowledge, the purpose of this discussion will be made clear later. I presume successful hitmen, like other successful ‘professionals’, must have a code of professional ethics. It might cover issues such as charging a fair price, confidentiality, refusing bribes, meeting deadlines, rejecting commissions which cannot be fulfilled and behaving discretely and professionally. Looking at this list, it would seem equally appropriate for an engineer (in private practice). However, there is still the issue of whether it is in any sense meaningful for a hitman to behave in accordance with professional ethics. For instance, not accepting bribes may mean killing (murdering) a person or group of people according to con- tract rather than accepting money not to do so. Meeting deadlines means killing (murdering) one or more people to an agreed deadline rather than at some later unspecified time. Rejecting commissions which cannot be fulfilled means not taking money to kill (murder) one or more people and then not killing (murdering) them (and disappearing with the money). The problem is that killing (murdering) people in return for an agreed sum is not ethical. Not overcharging, not accepting bribes and meeting deadlines do not make it so. So what relevance does this discussion have for engineers? There has been a tendency for discussion of engineering ethics to focus on the ethics of professional practice. This is clearly very important. However, it is not sufficient. As the discus- sion of the professional ethics of contract killers illustrates, it is also essential for engineers to consider the ethics of what they are doing. For instance, are they involved in activities that benefit humanity and the environment, or are they the engineering equivalent of hitmen? It should also be noted that hired killers who use state-of-the-art weapons to carry out their professional activities (murdering people for pay) are using technology designed by engineers. Engineers who are involved in weapons’ design and development cannot be sure that these weapons will not end up being used by con- tract killers. Highly professional and highly paid hitmen will want the best modern technology in order to carry out their profession (murdering people for pay) as effectively and professionally as possible. Naturally, the best modern weapons technology is designed and developed by engineers. At the first international academic conference I attended, there was what was supposed to be a light humorous talk in the afternoon. All I remember of it was the presenter talking about producing substandard cement and selling to majority world (developing) countries. The buildings built with this substandard cement fell down after a short period, providing more opportunities to sell cement. I made a protest against this, dressed up in slightly technical terms, as it was an academic conference.­ Now, I would probably be blunter, but I was a research student attending my first conference. Introduction My title comes from Van, not Grant, Morrison; not just because of a fondness for the music of my compatriot, but because it sums up both the worldview of my main subject and my own complex and contradictory responses to his work. As a writer, Morrison attracts admiration and odium in roughly equal measure, a sign generally of his attempts to innovate within the medium of comics, and more specifically of the key element of his work I wish to examine here, the extent to which he foregrounds his own presence within his texts. His work displays a continual questioning of established value systems – religious, political and artistic – and a simultaneous elevation of personae who are clearly meant to be read as avatars of Morrison himself, placed in and acting through his comics. But in 2050, a soccer team of human- oid robots may be able to beat the human World Cup champion team. Chasing this seemingly reckless goal, a group of Japanese scientists in 1997 launched RoboCup, the robotic soccer world championship. From these humble beginnings, the annual event has exceeded the organizers’ initial expectations. “The project started with 31 teams from 10 countries, but it rose to as many as 200 from 30 countries in 2002,” said RoboCup Federation President Minoru Asada, a professor at Osaka University. But as well as seeing the size of the event blossom, organizers—and the field of robot research—have seen dramatic developments in robotics, such as the omnidirectional vision and movement that enables robot players to see and move around the pitch much more efficiently. In June last year, while Japan and South Korea were busy cohosting the human soccer World Cup finals, RoboCup 2002 also was held in the two countries, in the cities of Fukuoka and Pusan. The robot players competed in four leagues—small, midsize, Sony four-legged (Aibo) and humanoid. The event also featured simulated soccer, rescue competi- tions and the RoboCup Junior competition for children. But the crowd favorites were the Aibo and humanoid leagues, Asada said. In the Aibo league, some of the robot dogs actually celebrated their teammates’ goals by standing on their hind legs—a sign of communication between the ro- bots.

The specifically British contribution to the history of comics and cartoons remains under-researched and underappreciated. While there is a growing critical literature on such high-profile figures as Alan Moore, Neil Gaiman, and Grant Morrison, huge swathes of British cartooning history have been neglected by critics, historians, and fans. As James Chapman points out in his informative new study, the “work of Martin Barker and Roger Sabin represents the only sustained academic engagement with comics in Britain… the British comic has never achieved the cultural cachet of the bande dessinee , but nor has it found a popular mythology equivalent to the American superhero tradition.” While Chapman might also have pointed to Paul Gravett and Peter Stanbury’s 2006 book on Great British Comics: Ripping Yarns and Wizard Wheezes , his larger point is a valid one. Not only has “scholarly attention” been “thin on the ground,” fan culture in Britain often evinces a greater interest in second-tier Marvel characters than indigenous creators and titles. The so-called “British invasion” of the 1980s and 1990s is the conspicuous exception precisely because it left its mark on the American mainstream. Both the scope and the scale of British cartooning are worth emphasizing. The medium’s early development was profoundly influenced by the work of satirical print artists such as William Hogarth (1697-1764), James Gillray (1757-1815), and George Cruikshank (1792-1878), as well as by various London-based illustrated magazines of the nineteenth century, such as Punch , the Illustrated London News , and Pictorial Times .
