It is with pride that I congratulate the barangays up your municipality for actively and successfully participating in the LGU’s CBMS-Based Barangay Planning and Budgeting Module (Module III). As a government committed to uplifting the lives of its people, we believe in the importance of continuously improving our programs and services. And in this undertaking, it is pertinent to make use of technological advancements and scientific approaches in order to stay competent and effective.

CBMS, or Community Based Monitoring System, is a process of data gathering, processing and validation whose output is used to create responsive developmental programs. This evidence based approach ensures accuracy in managing and remedying each of the unique concerns present in Quezonian communities, and makes impact-monitoring of government initiatives more efficient.

I believe that we are on the right track towards true and lasting progress as we work in making this system mainstream in the province. Greetings!

Poverty alleviation, as one of the biggest challenges in a third world country like Philippines has been a top priority of our leaders. Different strategies have been used by our national government to lessen poverty incidence in our country thru diverse programs and projects. But still, poor families are increasing in number, many are still suffering from malnutrition, lack of education, unemployment and other basic needs which is vital to achieve quality of life.

The Local Government Unit of Real thru DILG technical assistance and in partnership with AKI-CBMS, the Community Based Monitoring System (CBMS) project was launched in February 2014 which aims to address the root cause of poverty by way of knowing the gravity of poverty in our locality, identify who are the poor, where they are and the reason why they are poor. As the Local Chief Executive, the result of CBMS data is a very essential tool in order to have a clear picture and broader perspective of our present situation and most importantly identify appropriate interventions in addressing the needs in our community.

In my administration as municipal mayor, I will make sure that my five-point agenda are aligned in poverty reduction. First is the strong collaboration between municipal and barangay governments through direct participation of all stakeholders in governance and formulation of development plans. Second, transparency and accountability of all local government officials and employees. Third, economic development by means of strengthening economic enterprises, efficient management of all local government owned facilities such as port, public market, slaughterhouse and others. Fourth, sectoral engagement to help promote

- iii - creation of community-based projects for the barangays to augment development funds from municipal government like education, health, livelihood, etc. Fifth, disaster preparedness, mitigation and climate change adaptation to strengthen the mechanism on preparedness, mitigation and adaptation on all disasters, environment protection and conservation.

Greetings!

I would like to congratulate the Barangay Government of Poblacion 1 for completing its Barangay Development Plan which will act as its framework on the development direction of Poblacion 1. The need to prepare a Barangay Development Plan (BDP) is in accordance with the budgeting principle that “local government budgets shall operationalize the approved local development plans’’ as mandated under Sec. 305 of R.A. No. 7160. Without the priority programs and projects embodied in the plan, there is no basis for the programming of funds and therefore no basis for budgeting.

The 17th Municipal Council is expecting that the said plan will not just be a mere document in the book shelve intended just to comply the requirement of higher government authorities but a reference contributing to and serving a reference for the future actions of the Barangay Government.

Message

Brgy. Poblacion 1 is a portion of Real Municipal and is located in the town of Real so as the Brgy Captain of Brgy Poblacion 1, I could pronounce that this is a prolific barangay because this area is settled by establishments and businesses that contribute in the progress of the said barangay. As for me and my household, the whole Sanggunian and all the officials of Brgy. Poblacion 1 are laboring as one for the Barangay’s headway. As elected Brgy Captain, it is a remarkable honour for me and a great responsibility as well.

Thus, I am grateful that this kind of program of CBMS will be an advantage for me to heighten my pursued programs and projects in the vicinity. PREFACE

It was in 2014 when the Community Based Monitoring System (CBMS) started at Brgy. Poblacion 1. The major objective of local government unit of Real, Quezon in implementing CBMS as a tool is to help in poverty alleviation. It challenges to build and strengthen the capacity of the local planners and program implementers by means of collecting organized information at the local level in order to determine the nature, extent and root cause of poverty. This tool aims to identify and target eligible beneficiaries and come up with effective anti-poverty initiatives and to track the impact of programs and projects being implemented especially to the barangay level.

The CBMS has 13+1 indicators that show the magnitude and proportion of households or individuals, with either met or unmet needs, in the area of health and nutrition, shelter, water and sanitation, basic education, income, employment and peace and order. Aside from numeric data analysis, CBMS utilizes the advancement of technology by using Geographic Information System (GIS) in creating maps to make figures more understandable and facilitate identification of poor.

Brgy. Poblacion 1 would like to extend sincerest appreciation to its benevolent partners, the local government unit of Real, Quezon headed by our Municipal Mayor, Hon. Diana Abigal D. Aquino, the members headed by the Municipal Vice Mayor, Hon. Joel Amando A. Diestro, Municipal Planning and Development Coordinator Rommel A. Poblete and staff, Department of Interior and Local Government (DILG) thru DILG Cluster Head Mr. Gerardo G. Chapter HISTORY OF BARANGAY POBLACION 1 1

he History of Brgy Poblacion 1 started with the first elected Punong Barangay or well known as Kapitan del Baryo in the persona of Hon. Arturo C. Orquia Sr. year 1973. T Wherein that bahay nayon wayback then was made by wood and coconut leaves which was built in the former house of Mrs. Delia Pastrana in Rose. There was also a bakery and native hog raising for the barangay as an honorarium for the and councilors. They set up an activity called “mayohan” wherein it was the financial source that will meet the expense for availing of lot for the barangay. On the term of Hon. Arturo Orquia Sr., the hanging bridge was constructed which was a great help for the residents of Brgy Poblacion 1, moreover he also initiated the building of slaughter house beside the water ways or Bistro Libis in the present, furthermore, the subdivision of Sta. Ana and the levelling of the Catholic Church was credited to him.

In 1987-1994, the succeeding Punong Barangay was Hon. Rosauro Solleza, in his term, the slaughter house, Brgy. Hall and the Day Care Center were first operated. He is followed by Punong Barangay Hon. Fabian Asis as elected in year 1994-1997, he implemented projects such as comfort rooms and vegetable planting. Hon. Rosauro Solleza was re-elected in year 1997-2002 and in his added term, the Brgy. Poblacion 1 office on the second floor and the day care center on the ground floor was built. In 2002-2003, Hon Bautista A. Aveno was elected and he completed his three terms as Punong Barangay.

The following and present Punong Barangay is Hon. Argie P. Orquia who was designated last October 31, 2013. In his first year as the Brgy Captain, he have shown a noticeable transformation in the Barangay as follows; the reconstruction of the stone Line Canal, regular clean-up of the canal and road every YCAP which is consistent every last Saturday of the month. There were also new office equipment such as sound system, laptop, projector and various stuff to be used in the activities and programs of the barangay. There was also a renovation of the Multi-purpose hall like re-painting and installation of sliding door that divides the SB session hall and the receiving area of the barangay to have a private area for meetings. A flood control in Kinanliman River and the Meeting Place for senior citizens were constructed with the aid of Congressman Mark Enverga with the exertion and persistence of Hon. Argie P. Orquia. The installation of light post in every dim Purok and the overnight duty and roving of the Barangay tanod were the initiation of the Punong Barangay. The Calamity Readiness equipment were completed and he was committed in giving free school supplies annually for Day Care Center students. These deeds will not only benefit the parents but it will be more essential for the students to stir up their hearts to continue in pursuing education. Besides all the deterrents and obstruction of the members of the Sanggunian in the plans and projects of Hon. Argie Orquia, he insisted with great boldness to implement and execute all of these together with other officials of Poblacion 1.

PHYSICAL CHARACTERIS TICS

oblacion 1 is one of the 17 Barangays, it has the largest population and a unit of Urban Areas for it covers the actual town of Real. It has a size of 5,117 hectares and have 5,055 P population with a total of 1,297 households. Poblacion 1 consists of seven (7) as follows: Gumamela, Bougainvillea, Waterlily, Rose, Dapo, Ilang-Ilang A and Ilang-Ilang B. The totality of the barangay is composed of establishments of business owners and other private and public establishments. Brgy Pobalicion 1 has covered parts of the mountain and coastal area and the covered river were the Kinaliman River and Pinaglagarian River whereas it serves as the source of potable water in Real.

Brgy. Poblacion 1 has three (3) educational facilities. Two secondary schools, three elementary schools and two Day Care Center. Basic health care services and service facilities are also present in the barangay.

MODE OF PUBLIC TRANS PORTATION

The main public transportation in Brgy Poblacion 1 are tricycles and jeepneys. Tricycle is the common mode of transportation in the barangay to access other puroks.

CREDIT INSTITUTION

Poblacion 1 has three private lending establishments such as Project Tangkilik Muti- Purpose Cooperative, Inc., CARD/ Center for Agriculture and Rural Development, and ASA micro-finance Inc. that helps the residents of the barangay.

WATER AND ELECTRIC S UPPLY

The potable water supply comes from Kinanliman and Pinaglagarian Rivers which are used by the residents for drinking and household chores. The largest percentage of the electricity source is QUEZELCO II and others are using generator, solar and battery.

WASTE MANAGEMENT

The barangay doesn’t own garbage collecting truck, it is being managed by the Municipality of Real wherein they collect garbage in the barangay in scheduled days. Segregation of biodegradable and non-biodegradable wastes is the only part of the barangay in this matter.

PEACE AND ORDER

Brgy Poblacion 1 covers a Police Station at the Brgy Outpost located near the Kinanliman Bridge which supervises peace and order. The barangay has issued ordinance for “curfew hour” for the minors aged seventeen (17) and below to prevent problems involving the youth. Peace and order were led by the Brgy Captain and the Barangay Tanod.

Chapter IMPLEMENTATION OF CBMS IN BARANGAY POBLACION 1 3

he Community Based Monitoring System (CBMS) of Brgy. Poblacion 1 was initially T spearheaded by the Municipal Government of Real, Quezon thru Department of Interior and Local Government (DILG) in partnership with AKI-CBMS. A Memorandum of Agreement between AKI-CBMS, DILG and LGU-Real, Quezon was signed last February 24, 2014 for the implementation of the said project. In accordance to the agreement, Hon. Joel Amando A. Diestro issued Executive Order No. 002 Series of 2014 organizing the TWG of CBMS and later revised the composition of TWG thru Executive Order No. 003 Series of 2014 designating its focal persons with the following members:

CBMS Module I: Training on Data Collection and training of thirty one (31) enumerators were conducted last April 28-May 2, 2014 facilitated by DILG. The Municipal Government of Real shouldered the training expenses for the TWG and enumerators.

The data collection/interview started May 12, 2014 and concluded December 12, 2014. The Municipality allocated twenty five pesos (P25.00) per household surveyed.

ased on the Community Based Monitoring System (System) survey last 2014, the results in 13+1 core indicators in table 2 shows that a high percentage of unmet needs in households B with income below poverty threshold with a total of 464 or 35.77% and households with income below the food threshold with a total of 308 or 23.75% .

Health and Nutrition

There are 2 deaths from children under 5 years old in the barangay with a proportion of 0.36%, no woman died due to pregnancy-related causes and there were 33 malnourish children with a proportion of 5.21% whose aged 0-5 years old. The reason for this are unbalanced diet, parent’s insufficient income and misguidance. Interventions identified are supplemental feeding program, information education campaign and alternative job for parents.

Shelter

A total of 75 households living in a makeshift housing with a proportion of 5.78% and 109 households who are informal settlers with a proportion of 8.40%. Majority of them are migrants from other municipalities. Other reasons are poverty, lack of stable job and insufficient income. In order to address the issues, different interventions were identified by the community such as identification of appropriate livelihood program, housing project and creating more job opportunities.

Water and Sanitation

A total of 46 households with a proportion of 3.55% have no access to improved water source. These households do not have water supply connection. Free installation for Barangay water system and allocation of fund for water supply could be possible interventions for this problem. Meanwhile, for sanitary toilet facilities, there are 98 households or 7.56% who do not have access. The reasons for this was financial problem. Distribution of toilet bowls could be of big help in addressing this issue.

Basic Education

Children aged 6-11 years old not attending elementary has a magnitude of 69 with 0.09% proportion while a high percentage of children aged 12-15 years old not attending high school with 133 individuals and proportion of 31.22%. The reason for this are financial problem, lack of family planning and majority of them are already working. Interventions identified are conducting Barangay seminar about family planning, alternative learning system (ALS), job opportunities for parents and provision of skills training program like TESDA.

Income

A total of 464 households or a proportion of 35.77% with income below poverty threshold, 308 households with income below the food threshold and 11 households (0.85%) experienced food shortage. This data shows a high poverty incidence in Brgy. Poblacion 1 because of unemployment, laziness, insufficient income and inadequate educational attainment. Identification of appropriate livelihood program, creating more job opportunities and encourage every house to plant vegetables and crops for alternative source of income were identified as intervention on this incidence.

Employment

The member of the labor force who’s unemployed is 205 or 10.62%. Major reasons of unemployment are poverty and inadequate educational attainment. Identified solutions are provision of skills training programs like TESDA, identification of appropriate livelihood program and more job opportunities.

Peace and Order

The barangay has 19 crimes recorded. Based on validation conducted, majority of these individuals are drug users. Information campaign about drugs were suggested to eliminate these crimes. Barangay Poblacion 1 Socio-economic Profile and Development Plan Page 8

arangay Poblacion 1 is composed of seven (7) puroks namely Ilang-Ilang A, Ilang-Ilang B, Waterlily, Dapo, Bougainvilla, Gumamela and Rose. Based on CBMS survey in 2014, it has a B total population of 5,055 with 1,297 households and an average household size of 4. Among the 7 puroks, Purok Ilang-Ilang A has the largest population with a total of 1,167 or 23.09% while the least populated is Purok Gumamela with 494 population or 9.77%.

Table 4 shows the population distribution by sex in Barangay Poblacion 1, Real, Quezon. Majority of the population with 50.55% are male and 49.45% are female. In purok level, only 2 Puroks (Waterlily and Gumamela) have female majority while the rest of the Puroks has male majority.

Table 16 illustrates the number of children aged 6-11 years old who are not attending elementary school. It shows that there are 44 male and 25 female who are not attending elementary school in the whole barangay with a total proportion of 9.09% out of 759 total numbers of children 6- 11 years old. Most of these children are helping their parents in their family’s source of income like fishing.

Table 26 shows the Types of Program Implemented in the last 12 months. In Small Livelihood Program, 1 or 0.02% benefited in the barangay. This individual is from Purok Gumamela, the rest of the puroks has zero beneficiaries.

In food for school program 6 or 0.12% benefited in the barangay. They are from Purok Rose with 5 and Ilang-Ilang A with 1, the rest of the puroks has zero beneficiaries. On the other hand, only three members benefited from Social Pencion for Indegent Senior Citizen program. These members were from Purok Ilang-Ilang A, Gumamela and Rose.

In 4P’s program, 323 or 6.39% benefited in the barangay wherein the highest magnitude comes from Purok Rose with 113 beneficiaries and the least are from Purok Ilang-Ilang B with 11 or 2.20% proportion. Meanwhile, only one member benefit from Agrarian Reform Community Development Program and this individual is from Purok Bougainvillea.

There are 182 (3.60%) member of Philhealth. Majority are in Purok Rose with 83 while Purok Bougainvillea has two beneficiaries only.

In Scholarship/Education Program, only one (0.02%) member benefited in the barangay, this individual is from Purok Rose. The same in Livelihood/Skills Training Program, there is also one beneficiary which was also from Purok Rose. Graph 1 shows the number of households engaged in agriculture. Based on the graph, there are 50 households who are engaged in agriculture in Barangay Poblacion 1. According to CBMS Census 2014 there are 50 or 3.86% out of 1297 total households in the barangay who are engaged in agriculture. Unfortunately, there are 8 records of households in agriculture with decreased crop harvested. The reasons for low harvest were increase in cost of farm inputs such as seeds, fertilizer, pesticides, etc., drought, typhoon and change in primary occupation of member.
