Local Newsletter 20 N° 20 – December 2012 Message of support for the victims of typhoon Pablo The Belgian Ambassador to the Philippines, H.E. Christian Meerschman, extends his deepest sympathy to the relatives of the more than 700 people killed by typhoon Pablo and to the more than 780,000 people affected by the typhoon who were forced to seek refuge in evacuation shelters in many parts of Mindanao. Earlier, the European Union Delegation to the Philippines also expressed its condolences to the families of casualties of typhoon Pablo. EU-Ambassador Guy Ledoux expressed his solidarity with the Filipino people and reaffirmed the European Union's long term commitment to provide humanitarian aid to the families affected by both natural and man-made disasters worldwide when necessary. The plant in Subic Bay belongs to the Belgian materials technology group Umicore and produces a variety of tailor-made NiCO3 specialties mainly for the catalyst and pigment industry. USCS also produces nickel oxide for the ceramic and glass industry and nickel sulphamate for the plating industry. By having a dedicated but flexible process and workforce, the plant can respond quickly and efficiently to ever changing market conditions. Workers in the Umicore plant in Subic Bay set a new safety record also by working more than 1.000 days without a single work-related accident. 1 Celebration in Baguio: 150 years of CICM / Missionaries of Scheut This year, the CICM Fathers, better known in Belgium as the “Missionaries of Scheut”, celebrate the 150th Anniversary of the foundation of their congregation. On 28 November 1862, the Belgian Priest Theophiel Verbist founded the CICM (Congregatio Immaculati Cordis Mariae) or the Congregation of the Immaculate Heart of Mary, with the plan to set up mission stations in order to help the needy street children and orphans in China. Father Verbist and his first group of followers set out for their mission in August 1865. Less than three years later, on February 23, 1868, the Founder of CICM died in Inner Mongolia. On hearing of his death, Pope Pius IX said, "the man may die, but God will not allow his work to disappear." Under the motto,“Cor unum et anima una” (“One Heart and One Soul”), more than 1.000 CICM Missionaries are currently working in 28 countries throughout Africa, Asia, North and South America, and Europe. Since 1907, the CICM Missionaries are working here in the Philippines, especially in the provinces of Northern Luzon To mark the end of the celebrations for 150 years of CICM / Missionaries of Scheut, on November 30, an Eucharistic Celebration was held at the Baguio Cathedral, followed by a closing program at Saint Louis University. On this occasion, a coffee book on the rich history of 150 years of CICM was presented to the public. Students from the Centers for Culture and the Arts of the different CICM schools –Saint Mary’s University Bayombong, Saint Louis College Cebu, Saint Louis College La Union and Saint Louis University in Baguio City performed also in a fabulous cultural show with the theme “Mission Beyond Borders”. The closing ceremony was attended by local officials, a representative from the Belgian Embassy and by CICM fathers from many different countries across the world. Christian Meerschman, visited the Belgian NGO project “Friendship for the Philippines” on the occasion of its 10th anniversary. Mr. Dominiek & Leah Segaert- Gallego, based in Knokke-Heist and every summer two months in Padada and Davao City in Davao del Sur, started the project with a group of 15 volunteers of Knokke-Heist to support the street children home Balay Pasilungan at Bankerohan in Davao City and Saint Michael’s School of Padada. On September 23, Friendship for the Philippines/Vriendschap voor de Filippijnen organised on the occasion of its 10 years’ anniversary an academic session at the Cultural Centre in Knokke-Heist and a barbecue with fundraising and cultural Philippine program “It”s more fun in the Philippines”. During the activity, a filmed message by the Belgian Ambassador and an impression with updates of the project was shown for almost 300 participants. The project started in school year 2002-2003, year that high school teacher Mr. Dominiek Segaert, worked as a voluntary teacher at Saint Michael’s School of Padada at the High School Department for the subjects Philippine History (!), English and philosophy. During that time he and his wife, backed by a small starting group in Knokke-Heist, started the idea for supporting the school and street youth foundation in upgrading the facilities (school: black boards, furniture, school supplies, computers, covered court, library, books and a scholarship program for the poorest but motivated students; street youth home: installing new toilets, showers, learning rooms, upgrading sleeping rooms, building of a professional bakery, hobby rooms). The Ambassador was overwhelmed by the enthusiasm of the teachers and principal of Saint Michael’s School of Padada, Sister Elnora Taparan, who thanked Friendship for the Philippines for the support the last 10 years. Also Brother George Kemmet, Marianis, originally from the United States, and currently director of Balay Pasilungan, lauded the support. A cultural program for Ambassador Meerschman and Mr. & Mrs. Segaert was given as a sign of appreciation by the street youth who have a safe shelter, go to school every 3 day and get warmth and support in providing meals four times a day, organising activities and providing them also with tools for helping them to work when they are older. For the 10 years of ‘carrying’ this project, Mr. Dominiek Segaert was honored during a lunch meeting with a delegation of the Department of Foreign Affairs. Besides staff of the Belgian Embassy, John Ablaza, a famous fashion designer and founder of the Rizal Travelling Museum (in June during 1 week in Belgium at the Philippine Embassy), was among the guests as well as actor Giovani Vicente, who played the role of the Philippine National Hero Dr. Jose Rizal in the movie “Rizal the first hero” that came into premiere in Belgium. Friendship for the Philippines is supported by some schools in Knokke-Heist and Brugge and some chapters of the service clubs Lions, Kiwanis, Soroptimist and Knights of Rizal. They want to support further in developing school facilities in some other small schools in remote areas in Davao del Sur and in further assisting Balay Pasilungan. Belgian philanthropist distributes wheelchairs to indigents Patrick Haghedooren, a Belgian philanthropist, distributed 140 wheelchairs to disabled indigent Southern Leyteños. Haghedooren and his Filipina wife Sandra had obtained the wheelchairs from various homes for the aged in Belgium, mostly from Arseus in Waregem and Bond Moyson in Kortrijk and from Verzekeringen Steyaert of Ieper, Sampli of Horebeke, De Plataan in Izegem and Bernard Vanbecelaere of Rumbeke. The couple started their charity work in Cainta, Rizal, collecting wheelchairs and distributing them through the Tahanang Walang Hagdanan. However since there is no such organization in Southern Leyte the couple who are temporarily residing at Buscayan, Macrohon, decided to continue their project here. “We want to help the poor disabled people here so they can have a better life,” Haghedooren told the Southern Leyte Times. They brought the wheelchairs here by a 40-foot container truck from Cebu with the assistance of Governor Damian Mercado, Macrohon Mayor Fe Edillo, Mayor Ricardo Borces of Padre Burgos, Limasawa Mayor Melchor Petracorta, the Vocationist Sisters of Ichon, Macrohon and Brenda Laguns and the Provincial Director of DSWD, whom the couple are very grateful to. The wheelchairs arrived here last February 18. The Haghedoorens will be coordinating with the Department of Social Welfare and Development in distributing the first batch of wheelchairs to disabled residents of Macrohon, Padre Burgos and Maasin City. They are expecting the second batch of wheelchairs to arrive here later this year and would also donate beds to local hospitals in the province in the near future (© Angelyn Book, Southern Leyte News). Archival materials and research resources are thus closely related to these locales. Yet the presence and development of Christianity and in particular the Catholic Church in China was not confined to these places. This article, by way of a case study, will explore the historical development of a small Mongol Catholic community at China’s northern periphery from the Late Qing Dynasty until the Republican Era. Rounded Figures. While I love concrete numbers, I will often round off figures as long numbers are more difficult to remember. You also realize that data that are rounded off are not only easier to remember but in many cases also help practical understanding. As this article is not used as basis for more detailed studies but as a starting point for greater personal involvement, it is more than sufficient to have rounded figures. For many it is also easier to grasp and to use in a practical way a text stating that “worldwide one person out of 500 is infected” than “16,690,319 people out of a world population 8,099,141,505 are infected. Honest Reflection. When I ask “why” questions or others, it is often to help us to reflect. I do not worry that a reader forgets all the facts if he can just spend some time in solidly based honest reflection.

He wanted to establish a school to give the children of his parishioners the benefit of a Christian education. He purchased a lot and some materials for this purpose but then, he was recalled to Europe, thus, it was Rev. Fr. Achilles de Gryse, CICM, his successor, who saw his dream through. Thus, St. Mary’s Elementary School was inaugurated in June 1928. In 1934, with Fr. Godfrey Lambrecht, the High School was opened and in 1947, the College Department, offering A.A., B.S.E., A. B. and Jr. Normal course (ETC). Gradually, the course offerings expanded with Bachelor of Science in Commerce, (1951), Bachelor of Science in Civil Engineering, (1955) and the Graduate School, (1962). Through the years, many more Departments, Colleges/Schools were opened with more degrees and title course offerings. To rise up to the challenge of maintaining quality education, the institution has submitted itself for accreditation by the PAASCU. Thus from its birth throes in 1928, Saint Mary's University has steadily grown over the years and has metamorphosed into one of the more developed and important institutions in the Philippines, particularly in the Cagayan Valley Region.

And when all this is in place, then we could re-echo the inspiring words of Theophile Verbist in his letter to Jacques Bax: “We have a Good and Beautiful Mission”. “The harvest is abundant, but laborers are few”… There are a large number of possible missionary commitments; there are various areas of pastoral involvements. As a matter of fact, many Church Leaders have appealed of our missionary services. Well, not to boast ourselves, but this is merely because of the good and beautiful mission we do undertake. However, most of these requests can‟t be yet addressed due to our limited resources and personnel at hand.     On the Collaboration Between Bishop Constant Jurgens, CICM, of the Diocese of Tuguegarao and the Divine Word Missionaries Michael G. Layugan♦ Abstract: The article examines the role of Bishop Jurgens, CICM, in the establishment of the first SVD mission seminary in the Philippines and the SVD missionaries’ involvement in northern Cagayan parishes in the 1930s. It makes use of various archival sources to recreate the collaboration between the Bishop and the SVD, shedding light 1) on the SVD’s decision to take over parishes in northern Cagayan that belonged to the Diocese of Tuguegarao; 2) on the Bishop’s assistance in the creation of Christ the King Mission Seminary in New Manila; and 3) on the roles of various individuals and institutions in making the collaboration between the Bishop and the SVDs possible. Verbist to change his original plans of establishing an ‘orphanage’ in China and to incorporate the Belgian priests into an existing vicariate apostolic in China. The SCPF insisted on creating a congregation in Belgium and entrusting a vicariate to the new congregation or institute.   • Father Hubert Boumans (1914-1993): “Father Ever Blasting”
    Father Hubert Boumans (1914-1993): “Father Ever Blasting” The CICM “Elenchus Defunctorum” of 2015 mentions the names of 2,342 deceased confreres. Some of them died very young. Two became more than one hundred years old. Among them we have numerous pioneers, fine scholars, and outstanding bishops. Many of them were also generous brothers and priests who never made it to Wikipedia or Facebook. About one confrere belonging to this last group, namely father Hubert Boumans, I will write a few lines. From the end of October 1983 up to the end of April 1988, I was a missionary in Natonin, Mountain Province, Philippines, and a distant neighbor of father Hubert Boumans who was the rector of the mission of Barlig. Father Boumans was born in Ubachsberg, municipality of Voerendaal, Limburg, the Netherlands, on February 10, 1914. At the minor seminary of Sparrendaal, he completed his humanities. He entered the novitiate in 1935, and was dreaming of being a missionary in China. He pronounced his first vows on August 8, 1936. After having finished his philosophical studies and three years of theology, he was ordained a priest on July 25, 1941. The second world war delayed his departure for the Philippines. From August 1944 to April 1946, he was treasurer of the novitiate in the Netherlands. Only on August 9, 1946, was he able to sail for the Pearl of the East. At the end of 1946, he was assigned to Barlig mission which at that time covered also the mission of Natonin. His stay of 41 years in Barlig mission was only interrupted by a four year stay in Dutch Limburg for mission promotion (1955-1959).
