Lyle Dabney Marquette University Written for the Systematic Theology Working Group of the Twelfth Oxford Institute of Methodist Theological Studies meeting at Christ Church College, Oxford, England August 12-21, 2007 In focusing the general call concerning papers for this working group, Craig Keen and Sarah Lancaster began by instructing us to attend to the ecclesiological significance and broader theological ramifications of the calling and mission of the church, which the Creed of Nicea describes not only as ‘one, holy, [and]catholic,’ but also as ‘apostolic.’ We ask in particular that members of this working group consider the Great Commission that closes the Gospel of Matthew. In sum, our conveners have asked us to concentrate our work on the character of the Christian community as ‘apostolic,’ i.e., as defined by the mission of word and deed that Christ has bequeathed to his disciples. Following those instructions, let me introduce my topic with the familiar words of the Great Commission to which they refer, and of the pericope that gives it context. Now the eleven disciples went to Galilee, to the mountain to which Jesus had directed them. When they saw him, they worshiped him; but some doubted. And Jesus came and said to them, “All authority in heaven and on earth has been given to me. Go therefore and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, and teaching them to obey everything that I have commanded you. -
An Early Ecclesiological Tour
AN EARLY ECCLESIOLOGICAL TOUR In 1843 John Mason Neale, one of the founders of the Cambridge Camden Society, composed a short book on a subject that was beginning to attract good numbers of well-educated young men whose imagination was stirred by the drama of the Oxford Movement and the consequent attention directed to the condition of the nation's churches. The Camden Society had been established in 1839 to promote Ecclesiology - 'the study of Gothic Architecture, and of Ecclesiastical Antiquities', - and it rapidly became the main channel for the investigation of Gothic design in all its phases and for the consideration of the appropriate furnishings of an Anglican church in the mid-nineteenth century.i Neale was in his final year at Trinity College in 1839; by 1843 he was Chairman of the Society and already the author of numerous pamphlets on ecclesiological matters, often in conjunction with his close friend at Trinity, Benjamin Webb. The Society encouraged its members to undertake church tours, in a restricted locality, to record the contents and condition of churches in a systematic way, in order to create a register of the medieval buildings of the Church of England.ii During his undergraduate years, Neale made several intensive tours of different localities, which set the pattern for the perambulations that he described in his book of 1843.iii He gave this book an enigmatic title: Hierologus: A Church Tour though England and Wales. Hierologus can be translated as 'A Discourse on Sacred Matters'. The format of the book is modelled on Izaac Walton's Compleat Angler, where the interlocutors are Piscator, Venator and Auceps, the angler, the hunter and the hawker. -

SACRAMENTAL THEOLOGY AND ECCLESIASTICAL AUTHORITY DmusJANKIEWICZ Fulton College Tailevu, Fiji Sacramental theology developed as a corollary to Christian soteriology. While Christianity promises salvation to all who accept it, different theories have developed as to how salvation is obtained or transmitted. Understandmg the problem of the sacraments as the means of salvation, therefore, is a crucial soteriological issue of considerable relevance to contemporary Christians. Furthermore, sacramental theology exerts considerable influence upon ecclesiology, particularb ecclesiasticalauthority. The purpose of this paper is to present the historical development of sacramental theology, lea- to the contemporary understanding of the sacraments within various Christian confessions; and to discuss the relationship between the sacraments and ecclesiastical authority, with special reference to the Roman Catholic Church and the churches of the Reformation. The Development of Rom Catholic Sacramental Tbeohgy The Early Church The orign of modem Roman Catholic sacramental theology developed in the earliest history of the Christian church. While the NT does not utilize the term "~acrament,~'some scholars speculate that the postapostolic church felt it necessary to bring Christianity into line with other rebons of the he,which utilized various "mysterious rites." The Greek equivalent for the term "sacrament," mu~tmbn,reinforces this view. In addition to the Lord's Supper and baptism, which had always carried special importance, the early church recognized many rites as 'holy ordinances."' Terms and Definitions Appointed / Appointment: In the United Methodist Church, clergy (ordained or licensed) are sent out to serve by the Bishop, in consultation with the Superintendents, pastors and local churches. Clergy are appointed by the bishop on a yearly basis. The church or charge to which they are sent is the appointment. Appointments can only be changed by the bishop. Assigned: Some churches are led by lay persons such as Certified Lay Ministers or Lay Minister Candidates. These persons are assigned to a church. This term is used to help identify the difference between clergy who are appointed and laity who are assigned. BOOM (sometimes BOM or the “Board”): The Board of Ordained Ministry of the Susquehanna Conference has oversight of all clergy and their relationship to the Annual Conference. The Board is charged with caring for, examining, approving, and developing passionate, joy filled leaders in the United Methodist Church. Candidate for Ministry: A person who senses a call from God and officially begins to explore the possibilities of ministry as clergy is a candidate for ministry. Certified Candidate (for Ministry): A candidate for ministry, who has completed the candidacy studies, has been approved by his/her Charge Conference and has been approved by the DCOM. A certified candidate may attend Licensing School or Seminary (or both). Certified Lay Minister: A lay person who has completed the entrance and course requirements for the CLM program and has been certified by the DCOM. A CLM may preach, teach, help with administration, conduct funerals, and visit the sick or other duties as described in a covenant with the church or charge. -

Introduction to the Sacraments * There are three elements in the concept of a sacrament: 1. The external- a sensibly perceptible sign of sanctifying grace 2. Its institution by God 3. The actual conferring of grace * From the Catechism of the Catholic Church (1131)- Sacraments are efficacious signs of grace, instituted by Christ and entrusted to the Church, by which divine life is dispensed to us”. “Efficacious signs of grace” (CCC 1127, 1145-1152)- Efficacious means that something is successful in producing a desired or intended result; it’s effective. Sacraments are accompanied by special signs or symbols that produce what they signify. These are the external, sensibly perceptible signs. “..instituted by Christ” (CCC 1117) -no human power could attach an inward grace to an outward sign, only God could do that. During his public ministry, Jesus fashioned seven sacraments. The Church cannot institute new sacraments. There can never be more or less than 7. In the coming weeks as we look at each of the sacraments individually, you’ll learn about how Christ instituted each one. “… entrusted to the Church” (CCC 1118) – By Christ’s will, the Church oversees the celebration of the sacraments. “…divine life is dispensed to us” – This divine life is grace, it is a share in God’s own life. The sacraments give sanctifying grace which is the sharing in God’s own life that is the result of God’s love, the Holy Spirit, indwelling in the soul. Sanctifying grace is not the only grace God wants to give us. Each sacrament also gives the sacramental grace of that particular sacrament. -

Anglican Spirituality Liturgical/Biblical: Anglican spirituality is rooted in communal daily prayer (Morning and Evening Prayer) and is shaped by the principles laid out in The Book of Common Prayer. Therefore, Scripture has primary importance along with the prayerful meditation on the psalms, and our way of praying tends to have more formality and structure than many non liturgical churches. Communal: For Anglicans, communal prayer comes before and shapes personal prayer. Prayer in Tewkesbury Abbey is seen as an activity that connects us to God and to each other – the ‘other’ may also include our brothers and sisters who have died. Communal prayer is a part of daily, weekly and yearly rhythms that both surrounds and informs our community when it gathers either to worship or make decisions. Sacramental: Anglicans see the world, itself, as sacramental. That is to say, that the material world is capable of mediating God’s grace. We emphasise the two primary Gospel sacraments of Baptism and The Eucharist as well as offer the other sacramental signs of confirmation, matrimony, reconciliation, anointing and ordination. Incarnational: Anglicans emphasise the incarnation, God being born as Jesus and entering fully into human life and history. Accordingly Anglican have a ‘down to earth’ spirituality that affirms the goodness of life and the created world, the reality that things are not as they should be, but believe that the extraordinary is found in the ordinary. Mystical: Anglicans experience union with God as happening over time, gradually through a journey aided by personal prayer and discipline. This perception is confirmed by the teaching of the Christian saints throughout the ages. -

Alciviadis Calivas, Th.D., Pages 9-20 of this booklet. SACRAMENTS: AN EASTERN ORTHODOX UNDERSTANDING To begin with, the word sacrament is found nowhere in the Scriptures. The Latin term sacramentum, meaning "to make holy", was a legal term belonging to the language of Roman jurisprudence. It referred to the oath tak- en by a Roman soldier upon his enlisting in the army. Given the above, Tertullian (160-225 AD) applied the word to Baptism, asserting that each Christian's reception of the rite thus enlists him in Christ's army. While the use of the word sacrament came to be widely accepted in the West, Eastern Christianity did not ac- cept Tertullian's application of it. -
Setting the Pastor's Compensation
SETTING THE PASTOR’S COMPENSATION The United Methodist Discipline directs the Staff/Pastor Parish Relations Committee to: 1. Consult with pastor and staff about: compensation, housing, pension, health and life insurance, vacation, professional expenses, continuing education, sabbaticals, honorariums for guests including preachers and organists, etc. 2. Recommend appropriate proposals pertaining to the items above to the Church Council on an annual basis. Process In order to give these matters appropriate consideration, many Staff/Pastor Parish Relations Committees begin the process of consultation with pastor and staff in August or September. The Staff/Pastor Parish Relations Committee recommends to the Church Council, and reports to the Finance Committee. The Church Council may make the final decision on compensation, etc. for all staff members except the pastor. Upon receiving the recommendations of the Church Council, the Church Conference makes the final decision regarding the pastor’s compensation package. Salary Package Components The policies and compensation package components which follow are approved for 2019. I. Minimum Base Compensation – A standardized minimum base compensation is established for The Upper New York Annual Conference that requires the following: A. A minimum base salary, set according to credential level, for all full-time clergy persons as follows: Base Full connection (elders & deacons): $39,984 Provisional (elders & deacons): $38,556 Associate Members: $37,842 FT LP completed Course of Study or MDiv: $37,128 FT Local Pastor: $35,700 (Less than full-time appointments shall receive a base salary pro-rated accordingly to that appointment) B.
