The weather has warmed up (alot as of late), the sun is shinning, and if the last meet- ing is any indication, the Buicks are back on the road again where they belong! The meeting last month was at the Manner's and was very well done, anyone who wants to know how a garage should be set-up should check out Denny's east stall, what an impressive layout for working on a car. That was also the largest meeting with almost 70 people and a large number of guests. If you didn't make it you definitely missed out on a great time of fel- lowship. They have released the hotel info for the National next year in South Bend and we will be talking about that more at the next meeting. There will be reports coming out about that as Roberta did make it down and can give us the inside scoop on what is going on and what secrets we might want to know (like apparently the guys on the east coast are afraid to drive their Buicks and trailer them every where). There are alot of events coming up in the next couple months, not the least is Back to the Bricks. So please check the calendar and keep appraised as we would like a great club participation at these events.     2005 Willmar Car Club Show Results It was a great day... we had a record number of entries! Best of Show Awards were presented in the custom class and in the stock class during the twenty-fifth annual Willmar Car Club Show and Swap Meet held recently at Kennedy Elementary School in Willmar. Best of Show - Custom Class: Harlan Lysne of Fergus Falls won the Best of Show award in the custom class with a 1932 Ford 5 window coupe. Best of Show - Stock Class: Dan & Debbie Ament of Perham won the Best of Show award in the stock class with a 1954 Buick Skylark convertible. People’s Choice Award in custom class went to Craig Molm of Bloomington for his 1971 Ford Mustang coupe. People’s Choice Award in stock class went to Scott Pollock of Burnsville for his 1953 Cadillac Fleetwood 4 door. An added award this year called the Dan Thole Award, given in memory of Dan Thole, a former Willmar Car Club member, was awarded to Neal Hanson of Sauk Rapids for his 1967 Chevrolet Chevelle SS. The Club Participation Award went to the St. Cloud Antique Auto Club (Pantowners) from St. Cloud which had 34 vehicles entered. The Oldest Vehicle Award went to Stephen & Kathy Arkwright of West Hartford, VT with a 1923 Ford Model T delivery wagon. The (Show) Chairman’s Choice went to Charlie Brigham of Sartell with a 1936 Oldsmobile coupe.     • YEAR 2007/2008 • PARTS-MARKING QUICK REFERENCE GUIDE FOR THE LAW ENFORCEMENT COMMUNITY FOREWORD The National Highway Traffic Safety Administration is responsible for establishing and enforcing vehicle antitheft regulations. Motor vehicle theft is a growing problem that results in billions of dollars in losses every year. NHTSA has developed this annual guide to provide the law enforcement community with a concise reference tool to help identify passenger motor vehicles that are subject to the parts-marking requirements through model year 2008 and also to assist law enforcement in their prosecution and motor vehicle theft prevention efforts. This new guide also provides a quick-reference, comprehensive summary of the vehicles that have been installed with an antitheft device as standard equipment identifying which vehicles are exempted from the parts-marking requirements, the type of exemption granted (partial or full), and the production year(s) for which the exemption applies. On April 6, 2004, NHTSA adopted a phase-in of the parts marking requirements (69 FR 17960) over a two-year period. Specifically, vehicle lines representing not less than 50 percent of a manufacturer’s production of vehicle lines that were not subject to the parts-marking requirements before September 1, 2006, must have been marked by September 1, 2006. Because of the phase-in, NHTSA has published this combined MY 2007/2008 Parts-Marking Quick Reference Guide for the Law Enforcement Community. This combined guide provides a list of the vehicle lines for which manufacturers have used the phase-in provision to delay parts-marking until September 1, 2007. It also provides a limited listing of those vehicle lines reported by manufacturers as having an annual vehicle production of 3,500 or fewer, which are excluded from the parts-marking requirements.
