Nield, Associate Administrator for Commercial Space Transportation at the Federal Aviation Administration (FAA), addressed the future of commercial space travel: “There is tangible work underway by a number of companies aiming for space, partly because of their dreams, but primarily because they are confident it can be done by the private sector and it can be done at a profit.” Indeed, private companies and entrepreneurs are currently aiming to make this dream a reality. While the current economic downturn will likely slow industry progress, space tourism, currently in its infancy, is poised to become a significant part of the hospitality industry. Unlike the space race of the 1950s and 1960s between the United States and the former Soviet Union, the current rivalry is not defined on a national level, but by a collection of first-mover entrepreneurs that are working to define the industry and position it for long- term profitability. -

Investigating Mars’ atmosphere using the NOMAD instrument on the ExoMars Trace Gas Orbiter Supervision team: Dr Manish Patel, Dr Stephen Lewis, Dr Jonathon Mason External supervisor: N/A Lead contact: [email protected] Description: This project provides the opportunity to be directly involved in an active space mission and play a key role in the preparation and exploitation of results from a spaceflight instrument on the ESA ExoMars Trace Gas Orbiter mission, which is currently in orbit around Mars. The project will involve supporting work on: - Continued development of a radiative transfer model of the martian atmosphere in preparation for ExoMars - Characterisation of Flight Spare instrumentation and data interpretation from mid-cruise checkouts - Preparation of new techniques for retrieval of atmospheric species - Exploitation of data returned from the NOMAD-UVIS instrument This mission is aimed at furthering our understanding of the composition and dynamics of the martian environment, through the measurement of trace gases such as ozone and methane in the martian atmosphere from orbit. The project relates to the UVIS channel of the NOMAD instrument; UVIS is an optical spectrometer led by the Open University to measure solar radiation travelling through the martian atmosphere at UV and visible wavelengths, in order to detect and map the presence of ozone, dust and ice clouds in the atmosphere of Mars in unprecedented detail. This project will involve scope for a wide range of potential research from instrument testing through to exploitation of real spaceflight instrument data. The focus of the project is on the retrieval of ozone and aerosol abundance and properties from spectra that will be returned from the UVIS instrument. -

The New American Space Age: A PROGRESS REPORT ON HUMAN SpaCEFLIGHT The New American Space Age: A Progress Report on Human Spaceflight The International Space Station: the largest international scientific and engineering achievement in human history. The New American Space Age: A Progress Report on Human Spaceflight Lately, it seems the public cannot get enough of space! The recent hit movie “Gravity” not only won 7 Academy Awards – it was a runaway box office success, no doubt inspiring young future scientists, engineers and mathematicians just as “2001: A Space Odyssey” did more than 40 years ago. “Cosmos,” a PBS series on the origins of the universe from the 1980s, has been updated to include the latest discoveries – and funded by a major television network in primetime. And let’s not forget the terrific online videos of science experiments from former International Space Station Commander Chris Hadfield that were viewed by millions of people online. Clearly, the American public is eager to carry the torch of space exploration again. Thankfully, NASA and the space industry are building a host of new vehicles that will do just that. American industry is hard at work developing new commercial transportation services to suborbital altitudes and even low Earth orbit. NASA and the space industry are also building vehicles to take astronauts beyond low Earth orbit for the first time since the Apollo program. Meanwhile, in the U.S. National Lab on the space station, unprecedented research in zero-g is paving the way for Earth breakthroughs in genetics, gerontology, new vaccines and much more. -
Strategy for Human Spaceflight In
Developing the sustainable foundations for returning Americans to the Moon and enabling a new era of commercial spaceflight in low Earth orbit (LEO) are the linchpins of our national human spaceflight policy. As we work to return Americans to the Moon, we plan to do so in partnership with other nations. We will therefore coordinate our lunar exploration strategy with our ISS partners while maintaining and expanding our partnerships in LEO. As we work to create a new set of commercial human spaceflight capabilities, we will enable U.S. commercial enterprises to develop and operate under principles of long-term sustainability for space activity and recognize that their success cannot depend on Federal funding and programs alone. The National Space Council recognized the need for such a national strategy for human spaceflight in LEO and economic growth in space, and in February of 2018, called on NASA, the Department of State, and the Department of Commerce to work together to develop one. This strategy follows the direction established by the Administration through Space Policy Directives 1, 2, and 3, which created an innovative new framework for American leadership by reinvigorating America’s human exploration of the Moon and Mars; streamlining regulations on the commercial use of space; and establishing the first national policy for space traffic management. Our strategy for the future of human spaceflight in LEO and for economic growth in space will operate within the context of these directives. Through interagency dialogue, and in coordination with the Executive Office of the President, we have further defined our overarching goals for human spaceflight in LEO as follows: 1. -

Introduction This chapter discusses some methods and institutions that will bridge the gap between today’s practical reality of space commerce as satellites and signals and future visions of commercial empires in an outer space populated by thousands of human beings and shared by space enthusiasts. It argues that the present and future of space commerce are not two isolated and foreign concepts, but merely two points on a continuous wave of human progress that already shares a common character and logic. By identifying the underlying structural similarity between the present and future of space commerce, we can envision a way to connect the two concepts in the mind of the public that will enhance the former and prepare the way to reach the latter. The ultimate purpose of establishing a continuum of space commerce in this paper is to argue for the logic and necessity of creating an institution that can act as the stewards of the space industry in any form – a military space service. 334 Space Commerce The service will be formed by merging some of today’s military and civil space agencies, and would be immediately relevant and useful in today’s space activities. At the same time, it will be inherently adaptable to any future direction of space commerce while maintaining a doctrine and culture that will be equally comfortable operating Global Positioning System satellites or rescuing stranded passengers on a punctured and decompressing space station. -

Smith Specialist in Aerospace and Telecommunications Policy Resources, Science, and Industry Division Summary The People’s Republic of China successfully completed its second human spaceflight mission on October 17, 2005. China is only the third country, after Russia and the United States, able to launch people into space. Its first human spaceflight was in 2003 when a single astronaut, or “taikonaut,” made a flight lasting slightly less than a day. The 2005 flight lasted five days, and involved two taikonauts. As the United States embarks upon President Bush’s “Vision for Space Exploration” to return astronauts to the Moon by 2020 and someday send them to Mars, some may view China’s entrance into the human exploration of space as a competitive threat, while others may view China as a potential partner. This report will be updated as warranted. Introduction China has been launching satellites since 1970. Most of the launches are of Chinese communications, weather, remote sensing, navigation, or scientific satellites. Some of those satellites may be for military applications, or are dual use. Some were commercial launches for foreign countries or companies, primarily placing communications satellites into orbit. China launched its first astronaut, or “taikonaut,”1 in October 2003. China has three space launch sites: Jiuquan (also called Shuang Cheng-tzu) in the Gobi desert; Xichang, in southeastern China (near Chengdu); and Taiyuan, south of Beijing. Jiuquan was China’s first launch site, and is used for launches of a variety of spacecraft, including those related to the human spaceflight program. -

It is also a prerequisite to prepare for future human exploration. To address this important objective, ESA plans to launch the ExoMars mission in 2011. ExoMars will also develop and demonstrate key technologies needed to extend Europe’s capabilities for planetary exploration. Mission Objectives ExoMars will deploy two science elements on the Martian surface: a rover and a small, fixed package. The Rover will search for signs of past and present life on Mars, and characterise the water and geochemical environment with depth by collecting and analysing subsurface samples. The fixed package, the Geophysics/Environment Package (GEP), will measure planetary geophysics para- meters important for understanding Mars’s evolution and habitability, identify possible surface hazards to future human missions, and study the environment. The Rover will carry a comprehensive suite of instruments dedicated to exo- biology and geology: the Pasteur payload. It will travel several kilometres searching for traces of life, collecting and analysing samples from inside surface rocks and by drilling down to 2 m.
