The estimates are prepared in the following way. The estimate given is ·,the ~verage ~utturn ~n average soil~ a year of average character, as deduced from ~he mformatwn obtamed from experiments made during the period under review. ·£When, therefore, this. average-is multjp'lied by the-average area sown, it is believed :to give as near an -approximation is possible to the outturn of the crop in an average .year.} The ])apartment of Agriculture or Land Records of _each province has at its disposal provisional standard estimates ot the average yieJd of land ~f average ,quality (.usually, under the two major heads ofirrigated and unirrigated .land) for the several crops in•_ each d.i§trict. The object of t.he experiments or investigations annually inade is t.9 test the ~ccuracy of these ,estimates, and to' -enable.the head, of the Department in each province to revise his provincial esti- , . ,ma~es when necessary.. Should it happ~n that the period has b-een one of unfavour­ able conditions or of exceptionally favourable conditions, which have affected the experiments reported, this would not necessarily involve the reduction or increasa of the standard estimates 'for the district or for the ~rovince, uruess there were other reasons for believing that, as estimates of average yield in an average year, they had been pitched too high or too ]ow. - · - · -3.- In 1913,-on an examination ofthe-returns of the quinquennium' ending 1911-12, it was recognisell that the results of experiiJJ,ents as conducted by the district reven~e -staff were generally unreliable. A change was accordingly miJ,de in the system .. In 1915 the Government_ o~ India, j.n order to improve the ret;u:J?B., issued instructiOns to employ, as far as possible, the_expe]t officers.of the proVInCial Agricultural Department,-for carrying out experiments on a well-ordered plan in each agricultural tract, and for the investigat~on_ of average crop ou.tturns in ~he various provinces. It appears from the provmCial reports that durmg the qum­ quennium under review experiments _were regularly conduct~d by offic.ers of the A!lricultural Department in Madras, :aombay;, and the Druted ProVInces ..In_ Biliar and Orissa crop tests by officers of 'the AgriCultural Department were earned _out on a small scale (as an experimental measure only) in a few districts. -In. Bengal the work was transferred from the district staff to the A~icultural Depart­ ment, but owing to a reduction in the staff of the Department m co~quence of financial_ stringency, the old i/ystem had to be rev_erted ~~· In the PunJab office~s of the Agricultural Department were consult~d m rev:smg the standar~, and 1t is stated that all improved.sy~tem of conductillg exverrments has ~ome mto ~O!Oe from i917. Madras.-During . the ,quinquennium "tinder- review e~~riments m Ma~dras were conducted by the A~icultural Department, and-It IS stated that obey may- be taken/as being oil the whole _more accurate than those condu.cted / in former years l!Y the offic~rs of_ the Reven?-e Department. On the ot?er­ hand, these are much fewer m number and. m many cases are ·too few to adniit of the results being accepted as a represen~ative figure _for any';tract. _It ·is further stated that the figures reported m the. preVIoUs .qumquelllllal retarns, which. were solely based on crop cutting experiments, ha':e never· been adopted in Madras· for the purpose of calculatmg outt~ m crop forecasts, season and crop reports, etc. For this purpoj>e · th.ere eXIS~s ·a . separate set of standards, -which have been fixed and_mo~ed from time to time . by the Board of Revenue, in consultation with the Director. of Agriculture, on a - consideration of the tabulated res!llts of crop cutting experiments, the· results obtained on Government farms, and, in th.e case_of cotton, of the figures of total --Jl.r!lp ~xported from ·certain area's. ·These standardli~es have been -_reported {riglitly) in the present return. The Director of Agnculture, however, remarks that these figures are in i:teed,o£ revision in n:iany cases and that he has now under considera~ion this important question. ·For the above reason, no useful com­ parison can be made between the present and the previous figures, especially as a distinction was: made between irrigated and unirrigated crops in the previous figures, whereas the present figures are averages for irrigated and .u:uirrigated . crops taken together, except in the case of sugarcane which is aiways an irrigated crop. _ _ - __ _ Bombay.-In_ Bombay the estimates of 1897 were prepared with great care, an_d the results Qf the experiments made in the two _ quinquennia ending 1901-02 and 1906-07 were not considered sufficiently reliable to justifY .,anr revisi~n: In the ql!inquenniuru._ en~g. 1911-12, .the system of crop cuttmg experiments. conducted by the district staff was abolished, and a system 9f more scientifically conducted experiments . on Govern•• ment faJ:ms by ofi!.cers of the Agricultura~ Depart:rnent was substituted ; but. ~he ;results obt~m~d on Government farms were too meagre to justify any rev1~10n _of the p_rov_mcial averages, altho~gh a fe'Y changes were niade with great . cautwn 111 the_di~triCt fi&ur~s .. In the qwnquen~uru. unttol!, and,.a,.decrease ~n the 9ase of jawar, baJra, se_!lamum, and rapeseed. The most Important changes are the increase in the average yield of barley from 1;076 to 1,279lbs, that of gram from 476.to 604lbs -of sugarcane from 4;233 to 8,142lbs, and_of cotton from 125 to (70 lbs · and th~ decrease in the yield of jawar from 1,396 to 866lbs, of bajra from 971 t~ 624 lbs, · and that of rapeseed from 602 to 393 los. The Commissioner states that it is not possible to explain these wide varjations except that, the increase in the case of sugarcane ~nd cotton carr~e ascribed to a more regular supply of water folloWing the many Improvements m the canals. Tl;te :figure for sugarcane (8,142 lbs) seems, however, to be .extre~ely high. It is further stated that instructions have been issued to district officers to collect in fut~the data of outturn, 'of normal (12-anna) crops raised on ~erent classes of irrigation and to work out on a · uniform system the average for the district_ by taking into: account the area under each mode of irrigation. · · ·' United Pro.viices.-_. I~ the q~quennium under : reView experiments ' in. the United -Provinces were made regularly by officers of the Agricultural Department and some by settlement. officers.! in addition to those conducted, by district officers. The results of these. experiments have not- necessitated a c}lange in the previous standards. except .for barley,• jawar, arhar, and cotton. The yield of -barley has been raised from 1,100 to .1,150' lbs, .that of arhar nom 750 to-800 lbs, and that of cotton from 160 to 170 lbs. The yield of. - jawar, on ,the othllr hand, has been reduced from 650 ~o 600 lbs. · Biluirland Orissa.-In accordance with the Government. of Illdia Circular of I911i,' referred to above, the execution of crop tests by· officers of the Agricult~al. Departmen~ of Bihar and yrissa was starJ:ed in that Y:Sr as . .an experimental n;teasure, and expenments .. were carried out on a .sm~H­ scale in seven\· districts as supplementary to .those conducted by district officers. The crop tests ·conducted l:ly the Departme~ta~ officers are stated / to have shown better results than thosa.condu,cted by distnct office!:s; but the information obtained by the small staff of the-fiepartlnent is _no~ yet of s~cient volume to serve as an effective checkonthe:figuresreturned by distnct officers. . The provincial averages have been raised for all the crops except rice, jawar, and maize. The important changes are the increase in the yield of wheat from 633 to 676 His, of barley from-876 to 907lbs, and of sugarcane ,from_2,'430to 2,660 lbs, and the reduction of jawar from 436 to 399 lbs. AimeT-Mer~ara.-The frgures- rep~rled by Ajmer-Merwara are •based mainly _on the results obtained in 1916-17. Theyieldofjawar, maize,andcottonhas. been raised, and that of barley lowered ; th:e most important changes being the increase in . the yield . of jaw~r from 137 to 322 lbs, and that of cot.ton, from 170 to 291 lbs. The reported yield of .unginned cotton has been reduced by ·two-thirds to obt~in the yield_ of cleaned cotton (lint), but the figure still~appears . to. be high.
