Literature review Costs and Benefits of Pick-Sloan Projects on North Dakota Paper Submitted to the Missouri River Joint Water Board In completion of Step 1 of the Consultancy Robert R. Hearne Professor Department of Agribusiness and Applied Economics North Dakota State University 14 February 2020 This literature review has been prepared under contract from the Missouri River Joint Water Board. The purpose of this review is to provide an understanding of the previously documented research pertinent to the costs and benefits of the Pick-Sloan program on North Dakota. The Missouri River Joint Water Board has remained concerned that the impacts of the Pick-Sloan dams upon North Dakota have been predominately negative. It is hoped that further documentation of these impacts would support policy and management initiatives that would eventually be more favorable to North Dakota. The documents reviewed were encountered via database searches, reference lists from subsequently published documents, and through material available in the North Dakota State University Library governments document repository. 1. Directly Pertinent Studies on Changes in North Dakota A number of reports have been developed over the last 60 years on the impacts of the Pick-Sloan project on North Dakota. Most of these have been the result of commissioned research and most have been released as reports of the NDSU Department of Agricultural Economics (later Agribusiness and Applied Economics). A standard algorithm has been employed for analysis with some variation. This algorithm, with frequent deviation, includes: 1) definition of a representative farm, both with and without irrigation, with a variety of crops suitable for the particular irrigated or non-irrigated area; 2) estimation of returns to land and management, using NDSU extension crop budgets for the representative farms, sometimes with simulated price variation; and 3) regional analyses, using input-output analysis and appropriate multipliers for impacts upon local agribusiness and commerce. -

Stefanov The distance across the narrow neck of land (image lower right) associated with this meander is approximately 1 kilometer (0.62 miles). However, the river flow is controlled by the Big Bend Dam downstream, so the natural process of meander cutoff has been significantly slowed. Snow cover also highlights circular agricultural fields on the small peninsula within the meander bend. This type of field indicates center-pivot irrigation, where water is distributed from a central point radially outwards using sprinklers to cover the field area. Klumb – Fish Biologist U.S. Fish and Wildlife Service Great Plains Fish and Wildlife Management Assistance Office Pierre, South Dakota 57501 November 21, 2007 EXECUTIVE SUMMARY In 2003 and 2004, fish were collected during late-spring through summer with conical minnow traps (two mesh sizes), bag seines, and mini-fyke nets in shallow water habitats in the unchannelized Missouri River downstream of Fort Randall and Gavins Point dams in South Dakota and Nebraska. Presence of three Asian carp species, bighead carp Hypophthalmichthys nobilis, silver carp H. molitrix, and grass carp Ctenopharyngodon idella, have been documented in the Missouri River downstream of Gavins Point Dam but have not been found upstream of this barrier. Whether Asian carps are reproducing in this reach of the Missouri River in South Dakota and Nebraska is also unknown. Adult silver carp were observed downstream of Gavins Point Dam in the mouth of the James River, South Dakota in 2003 and 2004, but no young-of- the-year (YOY) for all three Asian carp species were captured downstream of either dam. Lack of YOY captures potentially resulted from: 1) adult Asian carps migrating in summer to feed but, as of yet, are not reproducing in the South Dakota and Nebraska waters of the Missouri River downstream of Gavins Point Dam, 2) have only recently become established in this part of the Missouri River, 3) gears used in this study were deployed in habitats not inhabited by YOY Asian carps or 4) gears used were ineffective to capture this life stage. -
2003 Actual Operations
INTRODUCTION Annual reports on actual operations and operating plans for reservoir regulation activities were initiated in 1953. The Montana Are Office, Wyoming Area Office, Dakota Area Office and the Regional Office are all responsible for preparing reports on actual operations and operating plans for reservoir within the Upper Missouri River Basin above Sioux City, Iowa. This report briefly summarizes weather and strearnflow conditions in the Upper Missouri river Basin during water year 2003, which are principal factors governing the pattern of reservoir operations. This report also describes operations during water year 2003 for reservoirs constructed by the Bureau of Reclamation (Reclamation) for providing flood control and water supplies for power generation, irrigation, municipal and industrial uses, and to enhance recreation, fish, and wildlife benefits. This report includes operating plans to show estimated ranges of operation for water 2004, with a graphical presentation on a monthly basis. The operating plans for the reservoirs are presented only to show possible operations under a wide range of inflows, most of which cannot be reliably forecasted at the time operating plans are prepared; therefore, plans are at best only probabilities. The plans are updated monthly, as the season progresses, to better coordinate the actual water and power requirements with more reliable estimates of inflow. A report devoted to "Energy Generation" is included at the end of this report. The energy generation and water used for power at Reclamation and Corps of Engineers' (Corps) plants are discusses, and the energy generated in 2003 is compared graphically with that of previous years.
