Ce fonds permet d'octroyer des aides individuelles d'urgence, ponctuelles ou renforcées, voire collectives, à des jeunes âgés de 16 ans jusqu'à la veille de leurs 25 ans, sous conditions de ressources, et d'un accompagnement à leur insertion sociale et professionnelle justifié. I. Rappel du contexte De novembre 2018 à avril 2019, la Métropole Européenne de Lille a coordonné une série de rencontres avec les partenaires agissant sur le champ de l'insertion sociale et professionnelle des jeunes. Il s'est agi de proposer un espace de concertation, dans le but de proposer des évolutions au dispositif du Fonds d'Aide aux Jeunes, pour tenir compte de la réalité des difficultés rencontrées par les jeunes actuellement, et adapter les aides aux besoins recensés, tout en tenant compte des pratiques professionnelles. Par la délibération 19C0444, votée le 28 juin 2019, le Conseil Métropolitain a entériné l'évolution du Fonds Métropolitain d'Aide aux Jeunes vers le Fonds d'Aide aux Jeunes en Métropole (FAJeM), par l'adoption d'un nouveau règlement intérieur, dont la mise en œuvre est programmée au 1er janvier 2020. -

Alain Alcouffe (University of Toulouse) alain.alcouffe@ut‐capitole.fr Fanny Coulomb (IEP Grenoble) Anthony M. Endres in his 2005 book, has stressed the part player by some economists in the design of the international monetary system during the Bretton Woods era. He proposed a classification of their doctrines and proposals in a table where fifteen economists are mentioned for ten proposals (Hansen, Williams , Graham, Triffin, Simons, Friedman/Johnson, Mises/Rueff/ Heilperin/Hayek/Röpke, Harrod, Mundell). Among them only one French economist, Jacques Rueff, is to be found but he did not stand alone but merged with those of other « paleo‐liberals ». At the opposite, in his 2007 book, Rawi Abdelal pointed the predominant part played by French citizens in the evolution of the international monetary system during the last decades, especially during the building up of the euro area and the liberalization of the capital movements. The article outlines the key stages in the evolution of the international monetary system and the part played by French actors in the forefront of the scene (Jacques Delors – European commission, Pascal Lamy, WTO) or in the wings (Chavranski, OECD). -

Rappel du contexte Parce que les générations futures nous le commandent, parce que les déchets de certains sont la ressource des autres, parce que les réglementations évoluent, la MEL doit se repositionner en tant qu’autorité compétente et collectivité exemplaire et innovante en matière de prévention et de gestion des déchets. La MEL, s'est engagée dans un programme local de prévention et veut, par son futur schéma directeur, fixer des objectifs ambitieux sur la prévention et la gestion des déchets sur l'ensemble de son territoire. Ses principaux objectifs s'appuient sur la diminution de la quantité de déchets produits, l’amélioration de la valorisation, la préservation des ressources et la réduction de leur nocivité. C’est pourquoi, au cours des prochaines années, il est nécessaire de chercher de nouvelles solutions et conduire de nouvelles actions pour « jeter moins, trier plus et mieux, moderniser le traitement des déchets ». Derrière ces problématiques, ce sont les questions d’économie sociale et solidaire, d’alimentation et de santé publique des générations futures qui sont en jeu. Les déchèteries offrent une solution pour les déchets ne pouvant être collectés de façon traditionnelle par les services de collecte des déchets du quotidien en raison de leur taille, de leur quantité ou de leur nature (exemple : dangerosité des déchets, existence d’une filière de responsabilité élargie des producteurs). -

Introduction: social inclusion policy at city level 1.1 Lille Urban Community and Roubaix Town The Lille Urban Community (LMCU) in northern France is the country’s fourth largest urban community in terms of population, after Paris, Lyon and Marseille. With some 1.09 million inhabitants, Lille Urban Community consists of its capital city, Lille, as well as 85 towns and villages. It is part of the Nord Department of France, and part of the Nord Pas de Calais region, which has a population of 4.02 million people. Lille Urban Community shares 84 kilometres of border with Belgium and forms part of a cross-border Euroregion of 1.8 million inhabitants. The Lille Urban Community deals with a variety of tasks including public transport, maintenance of roads, management of waste, economic development, cultural and sports facilities and providing support for major events. The overall socio-economic situation of the Lille Urban Community is close to the average for France, and is somewhat better than the overall average situation for the Nord Pas de Calais region. However, this hides great disparities between the numerous towns and villages within the Lille Urban Community. For example, in the area to the north of the city of Lille, the towns of Roubaix, Tourcoing and Wattrelos, as well as the Valley de la Lys, are experiencing significantly worse socio-economic conditions than the average. This study therefore focuses on Roubaix, one of the towns in the Lille Urban Community experiencing major problems of social exclusion. -

ABSTRACT Recent years have seen an increasingly sophisticated debate take place with regard to the armies on the Western Front during the Great War. Some argue that the British and Imperial armies underwent a ‘learning curve’ coupled with an increasingly lavish supply of munitions, which meant that during the last three months of fighting the BEF was able to defeat the German Army as its ability to conduct operations was faster than the enemy’s ability to react. This thesis argues that 8th Division, a war-raised formation made up of units recalled from overseas, became a much more effective and sophisticated organisation by the war’s end. It further argues that the formation did not use one solution to problems but adopted a sophisticated approach dependent on the tactical situation. -
