A Report Prepared by the Government of the Kingdom of Lesotho, with Support from the International Community Post Disaster Needs Assessment Heavy Rains 2010/11 A Report Prepared By the Government of the Kingdom of Lesotho, with Support from the International Community Draft 2.1 Date: June 28 Last author: Carl, WB - 1 - POST DISASTER NEEDS ASSESSMENT HEAVY RAINS 2010/11 A Report Prepared by the Government of the Kingdom of Lesotho, with Support from the International Community - 2 - FOREWORD The Lesotho Post Disaster Needs Assessment (PDNA) was carried out for the first time in Lesotho during the months of March and April, 2011 to provide the country with an in-depth analysis of the impact of the heavy rains of December, 2010 to January, 2011. The PDNA is a Government- led exercise that was coordinated by the Disaster Management Authority. It is a first step in the planning process towards recovery and reconstruction that incorporates risk reduction measures, financing plans and systematic links to sustainable development. It provides information on Damages and Losses as well as Post Disaster Recovery and Reconstruction needs. At the beginning of the PDNA, 80 people were trained on methodology. All of the trainees were local experts from Line Ministries, United Nations (UN) Agencies, Non-Governmental Organizations (NGOs) and officers from the districts. This was done in an effort to build capacity locally. The PDNA uses two tools: the Damage and Loss Assessment (DALA) and the Human Recovery Needs Assessment (HRNA). The DALA is quantitative in nature and is used to value damages and the subsequent economic losses arising from the floods. It highlights possible consequences on the growth of the national economy, the external sector and fiscal balances, as well as impacts due to the decline in incomes and livelihoods of households and individuals. The HRNA also generates quantitative data but it focuses on the human and community livelihoods, access to services, rights, protection and risk reduction mechanisms. The results are then captured in a recovery framework that summarizes the recovery recommendations from the sector assessments. It also outlines the short, medium and longer term risk reduction priorities for the country’s recovery. The main findings of the assessment include a total of damages and losses estimated at M462.7 million where the Public sector suffered most of the damages while the private sector incurred most of the losses. The overall result is that disaster effects were equivalent to 3.2 percent of Gross Domestic Product (GDP). The Financial requirements to achieve post disaster recovery and reconstruction have been estimated at M649.3 million. The Lesotho PDNA was carried out successfully with both financial and technical support from development partners including the United Nations Development Program (UNDP), the European Union (EU), the World Bank, UNICEF, WFP, FAO and the World Habitat. The Office of the Prime Minister greatly appreciates their support. Our sincere gratitude also goes to experts from relevant line Ministries who worked with the international experts to bring out the effects of the rains. Indeed this gesture shows that as a country, we are beginning to demonstrate the fact that Disaster Risk Reduction is everybody’s Business. Cooperation of the District Administrators and other structures at the district level provided invaluable facilitation to the assessment teams. The importance of patience and understanding displayed by respondents in the villages of Lesotho cannot be over- emphasized as most of them took time off to provide the assessment teams with information that is contained in this document. We are very grateful. - 3 - I wish to end by saying that it is time that Lesotho adopts Disaster Risk Reduction as a tool that will guarantee sustainable development in the face of persistent extreme events, both the usual and emerging ones such as the heavy rains that we have experienced.     HOUSEHOLD POPULATION AND HOUSING CHARACTERISTICS 2 John Nkonyana This chapter presents information on the social, economic, and demographic characteristics of the household population, focusing mainly on such background characteristics as age, sex, educational attendance and attainment, place of residence, and socioeconomic conditions of households. The information provided is intended to facilitate interpretation of the key demographic, socioeconomic, and health indices. It is further intended to assist in the assessment of the representativeness of the survey. One of the background characteristics used throughout this report is an index of socioeconomic status. The economic index used here was recently developed and tested in a large number of countries in relation to inequities in household income, use of health services, and health outcomes (Rutstein et al., 2000). It is an indicator of the level of wealth that is consistent with expenditure and income measures (Rutstein, 1999). The economic index was constructed using household asset data with principal components analysis. The asset information was collected through the Household Questionnaire of the 2004 LDHS and covers information on household ownership of a number of consumer items ranging from a television to a bicycle or car, as well as dwelling characteristics, such as source of drinking water, sanitation facilities, and type of material used for flooring. Each asset was assigned a weight (factor score) generated through principal components analysis, and the resulting asset scores were standardized in relation to a normal distribution with a mean of zero and standard deviation of one (Gwatkin et al., 2000). Each household was then assigned a score for each asset, and the scores were summed for each household; individuals were ranked according to the total score of the household in which they resided.

    UNICEF LESOTHO SITUATION REPORT - June 2016 Lesotho Humanitarian Situation Report June 2016 ©UNICEF/Lesotho/2015 Situation in Numbers Highlights UNICEF provided support for the completed Lesotho Vulnerability 310,015 Assessment Committee (LVAC), which revised the number of people Children affected requiring humanitarian assistance from 725,000+ down to 679,437. UNICEF is reaching 69,000 of the most vulnerable children (51% girls), through its Cash Grant Top Up response, which provides relief 64,141 for families in response to the food price shock during the winter Children under 5 affected months. The rapid assessment of schools indicates that 30% of schools are in need of immediate water, sanitation and hygiene (WASH) 69,000 support. This means there is insufficient water for over 100,000 Vulnerable children in need of social children in all districts. Poor WASH services in schools have shown safety nets to result in low attendance and high drop-out rates. UNICEF’s WASH interventions are progressing in Mohale’s Hoek (the most drought stricken district) with 7 community tanks installed in the 534,508 most vulnerable communities. These communities will receive water People currently at risk of food tankering services, reaching an estimated 5,000 people (55% female; insecurity 41% children). During the first week of July, construction/re-habilitation will begin on community water supply schemes in Berea, Botha Buthe and 679,437 Mohale’s Hoek. This will benefit 15 most vulnerable communities, reaching 23,809 people (56% female; 45% are children). People in need of humanitarian Water purification and WASH messaging are being undertaken in assistance (LVAC) Mokhotlong and Thaba Tseka reaching 80,000 people (52% female; *All numbers above are from the Rapid Drought 49% children), starting the first week of July.

This focus on the rural parts of the country also includes an assess­ ment of the role of urban centres in providing both agricultural and non-agricultursl services to the rural populati on. The present report focusses on the only urban centre in the Mafeteng District, viz. Mafeteng town. The information for this report was collected in 1981 by means of a sample survey of households and a number of special studies in which attention was paid to specific aspects of the urban economy and the town's population which were considered crucial for the analysis of structure and function of the town. The report should be seen as the urban counterpart to the URPP research report on households, production and resources in Mafeteng District, which was published in 1987. These reports will be followed by a planning survey of Mafeteng District, which contains an analysis of the district economy.
