Seagle ABSTRACT This study makes a contribution to the distinction between Gemeinschaft and Gesellschaft models of society at the regional level by investigating the understanding of the Romanian governmental elites with respect to the EU and the EU’s Second Pillar. The findings of the study suggest that the conscious recognition of common culture and common values help distinguish between system and society at the regional level because they imply adherence to a common political identity. It is widely agreed in the ES that an international system develops an international society and when states engage in mutual recognition of “sovereign equality” an international society exists. The case of Romania shows that the EU is a pluralistic international society divided in decision-making between the core and the periphery in which political criteria serves for mutual recognition. Political criteria defined by the application of the rule of law and anti-corruption measures as well as by the common understanding of Western democratic culture and Western political values seem to hinder Romania from acquiring a distinctive voice in EU decision-making. Political instability continues to be a perennial concern for Romania despite EU membership. This study highlights that political instability results from an inadequate understanding of EU common political values underpinning the principles of western style democracy. The findings also indicate that before 2007 Romanians described the connection with the EU in sentimental, common historical ties in contrast to after 2007, when Romania’s Accession Treaty and the Treaty of Lisbon were increasingly invoked in context of equal recognition status hence highlighting contractual ties with the EU. The study is framed by the international society and uses an interpretive methodology associated with international society to highlight that at the regional level culture and values give meaning to society and help the common understanding of members of international society to pursue common interests. Adherence to common EU political culture and values are imperative for political stability in Romania and for harmonizing Romanian elites’ mentalities in political and security practices with those of other EU members. A useful recommendation emerging from the findings is that international society should be examined further in context of power and prudence in order to understand how the existence of common interests, rules, norms, and values of the Union members influence the distinction between the international system and international society. The RMDSZ has eleven preconditions to vote in favor of the inauguration of the Orban administration. This paper analyses the integration strategies formulated by the Democratic Alliance of Hungarians in Romania and the Hungarian political elite in the post-communist period . It argues that the internal debates of the political community are formulated in a field where other actors (the Hungarian and the Romanian state, political parties, European institutions, etc ). carry out their activities, which deeply influences both the chosen strategies and the needed resources for their implementation . Moreover, it questions the monolithic organization of the minority organization, showing that DAHR as the representative of the minority community was shaped by several internal debates and conflicts. Also from 2003 these conflicts have grown beyond the borders of the organization and since 2008 we can follow a whole new type of institutionalization . In achieving this, I introduce three strategies – individual integration, collective integration, and organizational integration – which are chosen by different fragments of the Hungarian minority elite both toward the Hungarian and the Romanian political sphere . Throughout the 1989–2012 period, the outcome of the conflict between the supporters of these strategies is deeply influenced by the policies of the two states. A post-communist mafia state that was cast to the bottom of the European heap by opinion- makers sixteen years ago is now billed as the success story Oof eu expansion.1 Its growth rate at nearly 6 per cent is the highest on the continent, albeit boosted by fiscal largesse.2 In Bucharest more politicians have been put in jail for corruption over the past decade than have been convicted in the rest of Eastern Europe put together. Romania causes Brussels and Berlin almost none of the headaches inflicted by the Visegrád Group—Czechia, Hungary, Poland, Slovakia— which in 1993 declined to accept Romania as a peer and collectively entered the European Union three years before it. Romanians con- sistently rank among the most Europhile people in the Union.3 An anti-eu party has never appeared on a Romanian ballot, much less in the parliament. Scattered political appeals to unsavoury interwar traditions—Legionnairism, Greater Romanianism—attract fewer voters than do far-right movements across most of Western Europe. The two million Magyars of Transylvania, one of Europe’s largest minorities, have become a model for inter-ethnic relations after a time when the park benches of Cluj were gilded in the Romanian tricolore to remind every- one where they were. Indeed, perhaps the aptest symbol of Romania’s place in Europe today is the man who sits in the Presidential Palace of Cotroceni in Bucharest. Klaus Iohannis—a former physics teacher at a high school in Sibiu, once Hermannstadt—is an ethnic German head- ing a state that, a generation ago, was shipping hundreds of thousands of its ‘Saxons’ ‘back’ to Bonn at 4,000–10,000 Deutschmarks a head.

The requests of The Ottoman Porte (concerning grain, cattle and other animal products) which are growing as they try to keep the integrity of the empire, impose a more important role for the grain and cattle forming economy in the area between the Carpathians and the Danube. A consequence of this reality is the birth of the great boyard’s and monastic estates, a process which began a century before, having many consequences on the economy in general and especially on the limitation of the processing degree of some raw materials. The importance of the Romanian Countries for the Ottoman Empire in this context, the underestimation of the Romanian products sold on the Ottoman market, paying in nature (grain and cattle) some debts of some voivodes, or for the annual tribute paid to the Porte, plus the needs of the Ottoman army hired in different military missions, all these made the court and the suzerain power to be both interested in expanding the feudal estates that will produce for satisfying the Empire.

    INTERNATIONAL POLICY ANALYSIS The Extreme Right in Contemporary Romania RADU CINPOEª October 2012 n In contrast to the recent past of the country, there is a low presence of extreme right groups in the electoral competition of today’s Romania. A visible surge in the politi- cal success of such parties in the upcoming parliamentary elections of December 2012 seems to be unlikely. This signals a difference from the current trend in other European countries, but there is still potential for the growth of extremism in Roma- nia aligning it with the general direction in Europe. n Racist, discriminatory and intolerant attitudes are present within society. Casual intol- erance is widespread and racist or discriminatory statements often go unpunished. In the absence of a desire by politicians to lead by example, it is left to civil society organisations to pursue an educative agenda without much state-driven support. n Several prominent members of extreme right parties found refuge in other political forces in the last years. These cases of party migration make it hard to believe that the extreme views held by some of these ex-leaders of right-wing extremism have not found support in the political parties where they currently operate. The fact that some of these individuals manage to rally electoral support may in fact suggest that this happens precisely because of their original views and attitudes, rather than in spite of them.
