AN ORDINANCE TO AMEND CERTAIN PROVISIONS TO THE ZONING ORDINANCE FOR WASHINGTON COUNTY, MARYLAND AND TO REENACT SAID ORDINANCE WITH CHANGES RELATING TO ITS TEXT (RZ-04-007) RECITALS The Board of County Commissioners of Washington County, Maryland (the “Board”) adopted the Zoning Ordinance for Washington County, Maryland (the “Ordinance”) on January 23, 1973, and it became effective on April 2, 1973. The Board has requested that amendments be made to the text of the Zoning Ordinance. The amendments relate to Outdoor Advertising Signs, also known as “Billboards.” The Board believes it to be in the best interests of the citizens of Washington County for the amendments to be enacted. The Board and the Planning Commission held a joint public hearing for the purpose of taking testimony on the proposed amendments on September 20, 2004, pursuant to public notice duly given. The record was left open for the prescribed ten (10) days following the hearing for the submission of additional materials in writing, pursuant to §27.2 of the Ordinance. Following the hearing, the Board considered the recommendations of the Planning Commission and the Planning Department staff, materials received as part of the public hearing and submitted in the ten (10) days following the hearing. The Board conducted this review in public sessions. A Historic Context for the Archaeology of Industrial Labor in the State of Maryland Robert C. Chidester Masters of Applied Anthropology Program Department of Anthropology University of Maryland at College Park Submitted to the Maryland Historical Trust In Partial Fulfillment of a Maryland Heritage Internship Grant December 2003 Revised Version, March 2004 Abstract This report presents a historic context for industrial labor in the state of Maryland. Industrial labor is defined as the socially-governed activity of transforming nature for the purpose of the efficient processing and manufacture of commercial goods. Labor’s heritage as represented in the Maryland Inventory of Historic Properties, the Maryland Archaeological Site Records, and selected secondary sources is surveyed following the geographical and chronological guidelines presented in the Maryland Comprehensive Historic Preservation Plan (Weissman 1986). Types of industry and labor, class relations, the labor movement and the social and domestic lives of industrial laborers are all considered; additionally, industrialization in Maryland is linked to other important themes in the state’s history. An overview of the archaeology of industrial labor is given for each of Maryland’s 23 counties and Baltimore City, emphasizing important excavations. An analysis of the state of labor archaeology in Maryland is given, along with suggestions for important research themes that have been thus far unaddressed or poorly addressed by Maryland archaeologists. i Table of Contents Abstract.....................................................................................i -

King Prepared For: Mark and Barbara Hoy James and Betty Jackson The Smallwood Foundation St. Mary‟s College of Maryland St. Mary‟s City, Maryland January 2011 ii Executive Summary During June 2010, a Phase I archaeological survey of a portion of the tract now known as Charleston, located along the Wicomico River near Cobb Island in Charles County, Maryland, was conducted in an effort to locate the dwelling plantation of Josias Fendall, governor of Maryland from 1657 until 1660. The Charleston tract was originally part of a 700-acre tract of land owned by Walter Bayne and called Bayne‟s Land. Four hundred acres of this property were later sold to Josias Fendall. Following Fendall‟s ownership, in 1683, the property was acquired and passed through the Digges family, relatives of both a former governor of Virginia and to Lord Baltimore. Beginning in 1684, there is evidence of efforts to develop a town on the property, which was often called “Charles Towne” in the records. The archaeological project was aimed at locating sites associated with the early colonial occupation, defining their horizontal and chronological boundaries, and determining their eligibility for the National Register of Historic Places. In addition, archaeological information was combined with historical evidence in an effort to learn more about the nature of occupation at the site. The property containing the Governor Josias Fendall site (18CH0805) consists of open agricultural fields bounded on three sides by Charleston Creek, a tributary of the Wicomico River. -

This volume of the Archives is now ready for distribution. The attention of members of the Society who do not now receive the Archives is called to the liberal provision made by the Legislature, which permits the Society to furnish to its own members copies of the volumes, as they are published from year to year, at the mere cost of paper, presswork, and binding. This cost is at present fixed at one dollar, at which price members of the Society may obtain one copy of each volume published. For additional copies, a price of three dollars is charged. The forty-fifth volume of the Archives of Maryand is the sixth volume in the sub-series of state documents relating to the period of the Revolutionary War. The Council Proceedings were copied from Liber C, B. No. 24, and the correspondence of the Council from Liber No. 78; both of these are contem- porary copies of which the original rough minutes and drafts are in the keeping of the Maryland Historical Society. The letters and reports to the Council are from two sources in the possession of the Society; namely, the three series of bound volumes of manuscripts known familiarly as the Black, Brown and Red Books from the color of their bindings; and a mass of bundles of manuscripts arranged in chronological order by Charles Fickus some five years ago. -

ADOPTION RESOLUTION Town of Boonsboro, Maryland RESOLUTION 97-04 WHEREAS, Article 66B of the Annotated Code of Maryland empowers local municipalities to provide for the orderly growth and development of their respective jurisdictions; AND WHEREAS, the Town of Boonsboro Mayor and Council, in conjunction with the Town of Boonsboro Planning Commission, have recently completed an update and revision of their Comprehensive Plan. NOW THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Town of Boonsboro, Maryland that the document known as "Comprehensive Development Plan for the Town of Boonsboro, Maryland" is hereby adopted and to be placed into effect the 23th day of June, 1997.
