P.U. 28. 432 AKTA KERAJAAN TEMPATAN 1976 UNDANG-UNDANG KECIL MENCEGAH KEKOTORAN (MAJLIS DAERAH GUA MUSANG) 2020 PADA menjalankan kuasa yang diberikan oleh seksyen 73 Akta Kerajaan Tempatan 1976 [Akta 171], Majlis Daerah Gua Musang membuat dan menurut seksyen 103 Akta tersebut, Pihak Berkuasa Negeri mengesahkan undang-undang kecil yang berikut: Nama, pemakaian dan permulaan kuat kuasa 1. (1) Undang-undang kecil ini bolehlah dinamakan Undang-Undang Kecil Mencegah Kekotoran (Majlis Daerah Gua Musang) 2020. (2) Undang-Undang Kecil ini hendaklah terpakai hanya bagi kawasan pentadbiran Majlis Daerah Gua Musang. (3) Undang-Undang Kecil ini mula berkuat kuasa pada tarikh penyiarannya dalam Warta. Tafsiran 2. Dalam Undang-Undang Kecil ini, melainkan jika konteksnya menghendaki makna yang lain— “bangunan” termasuklah apa-apa rumah, pondok, bangsal atau kepungan beratap, sama ada digunakan bagi maksud kediaman manusia atau selainnya dan juga apa-apa tembok, pagar, pelantar, pementasan, pintu pagar, tiang, pilar, paling, bingkai, papan dendeng, tempat lancar, limbungan, dermaga, tembok sambut, jeti, pentas mendarat atau jambatan atau apa-apa binaan, topang atau asas yang berkaitan dengan yang tersebut di atas; “barangan” termasuk kain-kain, alat tulis, bahan-bahan, makanan dan minuman untuk kegunaan manusia, binatang-binatang, atau lain-lain barangan dagangan; “halangan” ertinya sekatan semua atau sebahagian daripada jalan atau tempat awam yang menyebabkan kesusahan yang tidak munasabah kepada orang ramai; “kekotoran” termasuklah mana-mana habuk, pasir tanah, tanah merah, batu kelikir, tanah liat, batu, kertas, abu, bangkai, sampah-sarap, daun dan ranting, rumput, jerami, kotak, tong, bendera, cukuran, rambut, bulu, habuk gergaji, sampah-sarap kebun, sampah-sarap kandang, sampah-sarap perniagaan, baja, sampah, botol, kaca, tin, bekas makanan, pembalut makanan, sisa-sisa makanan atau benda-benda lain atau barang-barang lain; 433 Kn. P.U. 28. “kenderaan” termasuklah mana-mana kenderaan sama ada digerakkan dengan jentera atau selainnya dan termasuklah gadi, kereta sorong, kereta tolak, basikal, beca, motosikal, skuter, kereta, van, lori, bas, motorbot; “lebuh” termasuklah suatu jalan, medan, siar kaki, jambatan atas, lorong belakang, jalan laluan atau jalan susur, sama ada jalan tembus atau tidak, di mana orang ramai mempunyai hak lalu, dan juga jalan di atas sesuatu jambatan, dan juga termasuklah sesuatu jalan, siar kaki atau laluan, halaman terbuka atau jalan kecil terbuka yang digunakan untuk dicadangkan untuk digunakan sebagai suatu jalan masuk kepada dua buah pegangan atau lebih, sama ada orang ramai mempunyai hak lalu diatasnya atau tidak tepi jalan, bahu jalan, dan semua saluran, parit dan longkang di tepi mana-mana lebuh hendaklah disifatkan sebagai sebahagian daripada lebuh itu; “Majlis” ertinya Majlis Majlis Daerah Gua Musang; “pasar” ertinya sesuatu tempat awam yang biasanya digunakan untuk menjual haiwan atau daging, ikan, buah-buahan, sayur-sayuran atau lain-lain barang makanan manusia yang mudah musnah dan untuk menjual apa-apa pakaian atau lain-lain barang dagangan dan termasuklah semua tanah dan premis yang digunakan dengan apa-apa cara bersama-sama, berkenaan atau bersangkutan dengannya; “pasar awam” ertinya sebuah pasar yang dipunyai, disewakan atau diselenggarakan oleh Majlis; “pasar persendirian” ertinya sebuah pasar selain daripada pasar awam dan termasuklah pasar mini, pasar raya, dan pasaraya besar; “pegawai kesihatan” ertinya pegawai yang pada masa itu menjalankan kewajipan- kewajipan seorang pegawai kesihatan Majlis Daerah Gua Musang dan termasuklah Penolong Pegawai Kesihatan; “pemegang gerai” ertinya berkaitan dengan sebuah pasar awam seseorang yang dilesenkan oleh Majlis untuk jualan di dalam kawasan pasar awam dan berkaitan dengan sebuah pasar persendirian seseorang yang dibenarkan oleh pemegang lesen pasar tersebut untuk menjual di dalam kawasan pasar itu dan di dalam kedua-dua hal itu termasuklah orang yang menjaga gerai-gerai tersebut; “pemunya” – (a) berhubung dengan mana-mana tanah atau bangunan, ertinya tuan punya berdaftar tanah itu, dan jika pada pendapat pihak berkuasa tempatan, tuan punya berdaftar tanah itu tidak dapat dikesan, orang yang pada masa itu menerima sewa bagi premis yang berkaitan dengannya perkataan itu digunakan sama ada bagi faedahnya sendiri atau sebagai ejen atau pemegang amanah bagi mana-mana orang lain atau sebagai penerima atau yang akan menerima sewa itu jika premis itu disewakan kepada penyewa; Kn. P.U. 28. 434 (b) mengenai bangunan-bangunan yang dipecah bahagi, termasuklah perbadanan pengurusan dan mana-mana tuan punya subsidiari; “penghuni” ertinya orang yang menduduki mana-mana premis atau menjaga, menguruskan atau mengawalnya sama ada untuk dirinya sendiri atau sebagai ejen untuk orang lain tetapi tidak termasuk penumpang; “sampah-sarap kandang” ertinya tahi atau kencing kuda, lembu-kerbau, kambing biri-biri, kambing atau babi dan benda-benda yang disapu atau sampah dalam parit daripada mana-mana kandang, kandang lembu kerbau atau tempat menyimpan kambing biri-biri, kambing, atau ayam itik; “sampah-sarap kebun” ertinya sampah-sarap dari kebun, ladang dan kendalian pertanian; “sampah-sarap perniagaan” ertinya sampah-sarap daripada mana-mana perniagaan, pengilangan atau perniagaan atau daripada mana-mana pembinaan bangunan; “Setiausaha” ertinya Setiausaha Majlis Daerah Gua Musang; “tempat awam” mempunyai erti yang diberi kepadanya di bawah Akta Kerajaan Tempatan 1976 dan termasuklah setiap lebuh raya, lebuh, jalan, jambatan, medan, jalan kecil, lorong, taman awam dan setiap panggung, tempat hiburan awam atau tempat kunjungan awam yang dikenakan bayaran untuk masuk atau tidak, atau orang awam mempunyai akses; “tempat kunjungan orang ramai” termasuklah sebuah bangunan atau suatu tempat yang tertutup yang digunakan atau dibina atau diubah suai untuk digunakan sama ada secara biasa atau kadang-kalanya sebagai masjid, surau, gereja, kuil atau suatu tempat di mana sembahyang beramai-ramai atau upacara agama dilakukan, bukan sebuah rumah kediaman yang hanya digunakan untuk tujuan kediaman atau sebagai pawagam, panggung, dewan orang ramai, bilik sandiwara, bilik tari menari orang ramai, bilik syarahan orang ramai, atau bilik pameran orang ramai atau sebagai sebuah tempat orang ramai berhimpun yang dibenarkan masuk ke dalamnya dengan tiket atau lainnya atau digunakan atau dibina atau diubah suai untuk digunakan sama ada secara biasa atau untuk lain-lain maksud awam; “Yang Dipertua” ertinya orang yang pada masa itu menjalankan kewajipan jawatan Yang Dipertua Majlis Daerah Gua Musang dengan sah di sisi undang-undang. 435 Kn. P.U. 28. Kesalahan 3. Seseorang yang– (a) menempatkan, menyimpan atau membuang atau menyebabkan atau membenarkan, disimpan atau dibuangkan mana-mana kekotoran di mana-mana tempat awam; (b) menyimpan atau meninggalkan apa-apa barang atau benda di tempat di mana barang atau benda itu mungkin dibawa atau terbawa ke tempat awam; (c) mengeringkan apa-apa bahan makanan atau apa-apa barang atau benda di atas mana-mana lebuh atau di mana-mana tempat awam kecuali di sesuatu tempat dengan sesuatu cara dan pada sesuatu masa yang ditentukan oleh Yang Dipertua; (d) membuangkan, menempatkan, menumpahkan atau menghamburkan mana-mana darah, air masin atau garam, sampah sarap, cecair berbahaya atau lain-lain bahan busuk atau kotor dengan cara ianya akan mengalir atau jatuh di mana-mana tempat awam; (e) meletak atau membawa apa-apa kekotoran di atas atau pada mana-mana bahagian kenderaan yang bergerak atau berhenti di mana-mana tempat awam; (f) menitis, menumpah, membuang, menaburkan atau dengan apa-apa cara sekalipun menyebabkan dititik, ditumpah, dibuang atau ditabur, apa-apa kekotoran di mana-mana tempat awam, sama ada daripada kenderaan yang bergerak atau tidak bergerak; (g) mengayak, menggoncang, membersihkan, mendagun atau selainnya mengacau mana-mana kapur, abu, pasir, arang, rambut, kertas yang tidak berguna, bulu atau bahan-bahan lain dengan segera ianya dibawa atau mungkin dibawa oleh angin kepada mana-mana tempat awam; (h) membuang atau meninggalkan apa-apa jenis botol, kaca, tin, bekas makanan, pembalut makanan, sisa makanan atau mana-mana benda atau barangan lain di mana-mana tempat awam; (i) menyebabkan, mengakibatkan atau membiarkan air dari mana-mana tempat mencuci pinggan mangkuk atau parit atau apa-apa bahan cecair lain yang berbahaya kepunyaannya atau premisnya, dialirkan, dicurahkan atau dibuang atau ditumpahkan atau diletakkan ke mana-mana tempat awam; (j) menyebabkan, mengakibatkan atau membiarkan mana-mana bahan atau cecair daripada mana-mana pembentungan, tandas atau limbah dialirkan, disalurkan atau dibuangkan atau ditumpahkan ke mana-mana tempat awam; Kn. P.U. 28. 436 (k) semasa kerja pembinaan, pengubahan atau peruntuhan, mana-mana bangunan atau binaan atau pada bila-bila masa melonggokkan, menjatuhkan, meninggalkan atau menempatkan atau menyebabkan dilonggokkan, dijatuhkan, ditinggalkan

The fifty or so Peranakan settlements in Kelantan were believed to have been founded sometime before the 1800s starting from Tumpat to Gua Musang and along Sungai Kelantan. The descendants of those early Chinese settlers married local women and had close contacts with the Malays and Thais who formed the majority of the populace. This eventually led to the acculturation of the Chinese and gave rise to the formation of the Peranakan community. He is ethnically Chinese but his Kelantanese dialect is so homey that he could easily pass off as Malay. The Chinese perceived the local Malays as legitimately dominant and themselves as legitimately subordinate. This understanding and acceptance of the legitimacy of their relative positions is very crucial in the promotion of a successful inter-ethnic interaction. Today, the days of the Peranakan are numbered and the size of their community is rapidly declining. Modernisation, migration and marriage with non-Peranakans are among the main reasons for the decline. But perhaps the most significant factor is the need to re-orient their identities to suit the post-colonial racial landscape with its ethnic demarcations of Malay, Chinese, Indian and others categories.

The major cause of this is thought to be lack of iodine in the diet. In Malaysia, in one of the earlier reports, goitre prevalence was high amongst the villages near Karnpung Kuala Betis in Kelantan2, near Grik, Perak and near Ulu Tembeling, Pahang3. More recently in Sarawak, the prevalence of goitre was reported to be high, especially amongst the indigenous tribes4,5,6. The Ai river region in Sarawakhad a prevalence rate of99.5%, which was claimed to be the highest in the wor1d5. The quantity of water yield at a given time is important to identify the amount of water in a catchment area. The objective of this study is to obtain the quantities of water in the watershed of Kelantan. This study focuses on identifying 21 new water catchments based on Soil and Water Assessment Tool (SWAT) model and GIS location of Water Treatment Plant intake. The catchment area features the data relating to each catchment area such as the main river, land lot and area. Subsequently, a simple water balance model was used to obtain the total amount of water in each catchment area in June 2010. This model uses the rainfall and actual evapotranspiration derived from the Tropical Rain Measuring Mission (TRMM 2A25) satellite and the Landsat-5 TM satellite, respectively. The actual evapotranspiration was extracted using the False Color-Composite Model (FCC). This study shows the remote sensing-based water yield model is able to measure the amount of water in June 2010 for 20 catchment areas. The quantitative estimation of GPP is calculated through a light use efficiency model (LUE) and enhanced vegetation index (EVI) as a proxy of greenness to address spatial and temporal variation in terrestrial photosynthetic activities. GPP is the amount of carbon captured by plants and it is an important biophysical parameter in the spatio-temporal dynamics of carbon dioxide. Estimation of GPP is important for natural resource and land management, regional carbon cycle analysis, ecosystem status assessment, and environmental change monitoring. The MODIS data products of MOD15 FPAR and MOD17A2H were acquired and analyzed. The GPP value was calculated from MODIS data and the product are classified into a different range of categories in the image classifications process. The estimation of GPP in Kelantan was up to 646 gC/m2/month. The highest value of GPP (646 gC/m2/month) was found in Chiku, Gua Musang district.

The natural background of the area will be elevated and the exposure rate also will be higher as compared to other region. The present study is focusing on the presence of natural uranium isotopes using its progenies in soils belong to the river basin of the granitic region of Kuala Krai district, Malaysia. Granitic characteristics of the region were believed to produce significant concentrations of natural radionuclide such as uranium and thorium. This paper presents the results of measurement activity concentration 226Ra, 228Ra and 40K in soil using Gamma Spectrometry to estimate activity concentration of radionuclides in fourteen soil samples collected from this study area. The range of activity concentration of 226Ra, 228Ra and 40K is 40.2-264.0, 49.2-312.9 and 491.1-1184.2 Bq/kg respectively. These results were used to estimate the hazards index and annual exposure rate to the member of public.
