NOWAK Massey University SINGAN KN÷N MUNTIL Btsisi’, Blandas, and Malays Ethnicity and Identity in the Malay Peninsula Based on Btsisi’ Folklore and Ethnohistory Abstract This article examines Btsisi’ myths, stories, and ethnohistory in order to gain an under- standing of Btsisi’ perceptions of their place in Malaysia. Three major themes run through the Btsisi’ myths and stories presented in this paper. The first theme is that Austronesian-speaking peoples have historically harassed Btsisi’, stealing their land, enslaving their children, and killing their people. The second theme is that Btsisi’ are different from their Malay neighbors, who are Muslim; and, following from the above two themes is the third theme that Btsisi’ reject the Malay’s Islamic ideal of fulfilment in pilgrimage, and hence reject their assimilation into Malay culture and identity. In addition to these three themes there are two critical issues the myths and stories point out; that Btsisi’ and other Orang Asli were original inhabitants of the Peninsula, and Btsisi’ and Blandas share a common origin and history.     The Provider-Based Evaluation (ProBE) 2014 Preliminary Report I. Background of ProBE 2014 The Provider-Based Evaluation (ProBE), continuation of the formerly known Malaysia Government Portals and Websites Assessment (MGPWA), has been concluded for the assessment year of 2014. As mandated by the Government of Malaysia via the Flagship Coordination Committee (FCC) Meeting chaired by the Secretary General of Malaysia, MDeC hereby announces the result of ProBE 2014. Effective Date and Implementation The assessment year for ProBE 2014 has commenced on the 1 st of July 2014 following the announcement of the criteria and its methodology to all agencies. A total of 1086 Government websites from twenty four Ministries and thirteen states were identified for assessment. Methodology In line with the continuous and heightened effort from the Government to enhance delivery of services to the citizens, significant advancements were introduced to the criteria and methodology of assessment for ProBE 2014 exercise. The year 2014 spearheaded the introduction and implementation of self-assessment methodology where all agencies were required to assess their own websites based on the prescribed ProBE criteria. The key features of the methodology are as follows: ● Agencies are required to conduct assessment of their respective websites throughout the year; ● Parents agencies played a vital role in monitoring as well as approving their agencies to be able to conduct the self-assessment; ● During the self-assessment process, each agency is required to record

The montane forest area was degraded as the topsoil was removed after the area was encroached for agriculture development. Each of the plant was treated with three (3) different fertilizer and a control (without fertilizer): 1) NPK 8:8:8 (300g granular), 2) Asid Humic (liquid) and 3) NPK 8:8:8 (300g, granular) + Asid Humic. The stand age is about three years old and divided into three blocks. The diameter of each tree was taken at the stem, 3 inch from the ground for eight months. Results eight (8) months after introducing with treatment showed that using NPK 8:8:8 + Asid Humic is the best treatment for both Magnolia champaca and Hopea odorata with an average diameter of 6.5 mm and 6.3 mm increment respectively.

Part of the areas include the district of Ranau, Kota Marudu and Kota Belud. Some of the areas involved if not all are under a national park program prior to this. This gazettement undoubtedly has the potential to bring economic benefit to the state. It has the potential to increase land value, stimulating economic activities especially in the services sector via tourism activities, enhancing protection for environment and as a mean to control aggressive use of land for development. On the other hand, there are some concerns of stakeholders. Issues such as potential restriction for farmers to do agriculture related activities and relocation of village among others are potential concern among communities in Ranau, Kota Marudu and Kota Belud. In this regard, in order to examine the real concerns of various stakeholders, some series of roundtable discussions and interviews have been undertaken. Based on the preliminary assessment, very small number of individuals have worry about the geopark idea. Majority look at it positively. In light of the ongoing Covid-19 outbreak, however, the organisers said they will scale down the celebrations on Friday although the state government advised them to cancel the parade. “The government believes that if the disease spreads, it will not be able to maintain control of the situation. We respect the state government’s decision and cancel this activity […] “However, the procession of the deities is our tradition, so for this year, we will do the next best thing. “We have negotiated with the state government, so the five deities will be paraded on the back of trucks, while other things like the dragon and lion dances, parade floats are all cancelled. “I am very sorry. Everyone has worked hard to prepare for the parade, especially the floats. Millions have backed the floats, but it will not materialise,” Johor Baru Tiong Hua Association president Ho Sow Tong told a press conference today. Customarily, effigies representing the deities would have been loaded onto litters to be carried by a group of people during the parade. According to Bernama, last year, some 300,000 people had attended the parade. In a statement earlier today, the Johor government had urged the organisers to cancel the Chingay parade over concerns it would help spread the Covid-19 disease. Menteri Besar Sahruddin Jamal said the decision was based on the state Health Department’s risk assessment and its inability to conduct large-scale health screening of the parade’s visitors.
