Notice of Proposed Amendments to the National Motor Freight Classification® January 10, 2019 NOTICE OF PROPOSED AMENDMENTS TO THE NATIONAL MOTOR FREIGHT CLASSIFICATION® «First_Name» «Last_Name» «Title» «Company» «Address_1» «Address_2» «City» «State» «Zip» «Country» Re: Reclassification of Mattresses, Box Springs or Waterbeds; Proposed Amendment of NMFC Item 79550, Establishment of a New Item, Cancelation of Package 36F, and Restriction of Packages 47F and 154F – Docket 2019-1, Subject 1 The National Motor Freight Classification® (NMFC®) is a voluntary standard that provides a comparison of products moving via motor carrier in interstate, intrastate and foreign commerce. Classes are assigned based on an evaluation of the product’s transportation characteristics. On Tuesday, February 12, 2019, the Commodity Classification Standards Board (CCSB) will conduct a public meeting to consider proposals for amending the NMFC, as listed in CCSB Docket 2019-1. Our records indicate that you might have an interest in the above-referenced proposal, which will be considered at the meeting. Accordingly, we urge you to review the proposal. The docket as well as facts, data and evidence of record relating to the proposal are available to you without charge at www.nmfta.org. Go to “NMFC” on the navigation bar, click on “Public Docket Files” and then click on “2019-1.” If you have an interest in the proposal, you are invited to attend the meeting on February 12, 2019 and/or communicate that interest in writing by mail, email or fax prior to the meeting. As an Interested Person, you will be sent the disposition of the proposal. If you wish to become a Party of Record to the proposal, you are likewise invited to attend the meeting; however, you must communicate your interest in writing by mail, email or fax, and submit pertinent information relating to the transportation characteristics—density, handling, stowability and liability—of the product(s) involved, or relevant to packaging materials or methods in connection with proposed packaging amendments, and it must be received by 5:00 pm Eastern Time, February 1, 2019. The information you furnish should include any underlying studies, supporting data and other facts that you deem pertinent. As is our policy, the source of the information furnished will be identified only as “shipper,” and no confidential information will be released. As a party of record, you will be sent the disposition of the proposal and will be entitled to seek reconsideration should you disagree with that disposition. Written submissions received by the CCSB by 5:00 pm Eastern Time, February 1, 2019, will be included in the public docket file and posted on our website. The CCSB’s decision on the proposal will be based on the information in the public docket file. Submissions received after that will not be part of the public docket file.     ABSTRACT WEINER, NATHAN CHRISTOPHER. Flexible Peltier Coolers for Thermal Comfort and Bedding Applications. (Under the direction of Dr. Jesse Jur). The thermal comfort of a mattress and bedding system is critical to obtaining a quality night sleep. There is a growing trend in the mattress industry to employ new materials which create a cooling effect for sleepers with the use of innovative phase change materials (PCMs) or cooling gels included in the near-surface foam constructions of a mattress. These mattresses seek to alleviate overheating during sleep or provide a more comfortable environment for those who may suffer from medical conditions which cause excess heat production. However, these materials are passive coolers which do not allow for precise, customized control of the bedding microclimate and often provide minimal difference in comfort after the initial period of a human’s sleep cycle. The goal of this work is to develop a novel active cooling technology which could be used in a mattress pad and/or comfort layer. Peltier coolers, or thermoelectric coolers (TECs), provide a unique solution for active cooling as they are solid-state heat pumps with the ability for precise temperature control. TECs are typically light-weight and lack a refrigerant which makes them an ideal alternative to traditional cooling systems. Over the course of this research, early prototypes using thermoelectric (TE) elements, conductive patterning/ printing processes, and various polymer materials have been studied. These devices are evaluated for both cooling and mechanical performance for their potential use in mattress applications. The knowledge from this research and the fabrication processes developed serve as a groundwork for future constructions of more efficient large-area, flexible cooling systems.
