Experiences and development prospects of Polish and European Economy Warsaw, 16th September 2010 (Thursday) , Centre for Contemporary Art (Ujazdowski Castle) www.orlen.pl/conferences ”FUTURE FUELLED BY KNOWLEDGE” Idea of conference The 20th anniversary of privatization transformation in Poland served as the inspiration behind the Conference „1990 - 2010 - 2030. How much of the state in the market, how much of the market in the state. Experiences and growth perspectives of the Polish and European economy”. The ownership transformations served as the axis for the rebirth of a market economy system following 50 years of central control and bureaucratic rule. It was crucial to undertake privatization actions as without them it would not be possible to base the economy on financial indicators i.e. the proper allocation of capital and production power. However, the discussion will not be limited to the topic of privatization alone. Since 1990, Poland has welcomed many market stabilizing and regulating institutions. It was also possible to improve the relations between the state and the market. Therefore, the discussion will be a summary of experiences from the past two decades presenting both successes and missed opportunities. The historic perspective will be supplemented with an analysis of the effects of the global crisis and a forecast of further socioeconomic growth in Poland. Participants of the debate will also present the desired direction of civilization changes, including changes related to our country’s image in the world. The conference shall, moreover, serve as an opportunity for a broad discussion of the state-market relation in the European and global context. Experiences of the recent global crisis have changed the way some politicians view the dependency between the state and the market thereby considering a redefinition of the role of the state in the economy. This, then, is a very good moment to initiate a discussion on the direction towards which the market is heading and to define the scope of impact of state authorities on economic decision in the post-crisis world. With this year’s event, PKN ORLEN wishes to initiate a cycle of annual Conferences under the motto „Future Fuelled by Knowledge”. In 1980-1990, he was a Chairman of the National Committe of the Solidarity Trade Union (NSZZ Solidarność”). From 1990 to 1995, he was President of Poland. During and after his term of office, he was a great advocate for Poland on the international arena. He actively promoted Poland’s efforts to join NATO and the European Union. He holds many awards, prizes and honours awarded in Poland and internationally. He is a Nobel Peace Prize winner (1983), Man of the Year according to Time magazine (1981), he was also honoured with the French Legion d’honneur. He received the honorary degree (doctor honoris causa) from over 100 universities, including Columbia University (1981), the Catholic University of Leuven (1982), Harvard University (1983), and Gdańsk University (1990). Furthermore, he has written several books, including Droga do wolności (The Road to Freedom, 1991), Wszystko, co robię, robię dla Polski (All I do, I do for Poland, 1995), Droga do Prawdy (The Road to Truth, 2008). In 1995, he founded Lech Wałęsa Institute, which mission is to support democracy and self-government in Poland and worldwide. At present he is continuing his mission of a strong advocate of solidarity. Travelling around the world, he reminds others about our Polish experiences and bloodless struggle for freedom and democracy. Po wielu perypetiach udało nam się zdobyć fundusze EOG oraz norweskie, środki z budżetu państwa, dotację stołecznego miasta Warszawy i odrestaurować piękny warszawski przemysłowy zabytek. Projekt rekon- strukcji był prosty i skromny, zakładał wierność zastanej formie i dobór wysokiej jakości mate- riałów pierwotnie użytych przy budowie hali. Naszą największą interwencją w tej przestrzeni było otwarcie jej na miasto oraz wyposażenie w nowoczesny sprzęt, tak aby mogły być tu prezentowane różnorodne formy artystyczne. Projekt ten jest sumą naszych doświadczeń, naszej wspólnoty gustu i spojrzenia na świat.

    Leszek Balcerowicz Leszek Balcerowicz, born in 1947, economist, professor at the Warsaw School of Economics, MBA graduate of St. John`s University in New York, author of the economic reforms in the post-communist Poland after 1989, Deputy Prime Minister and Minister of Finance in the first non-communist government of Poland after the World War II, President of the National Bank of Poland (2001- 2007), laureate of over 20 honorary doctorates from universities all around the world; author of more than 100 publications on economic topics issued in Poland and abroad, laureate of many prestigious Polish and international prizes and distinctions. In 2005 Leszek Balcerowicz was awarded the Order of the White Eagle – Poland’s highest distinction for his contribution in the economic and political transformation in Poland. In 2007 Leszek Balcerowicz founded The Civil Development Forum Foundation – FOR, think tank based in Warsaw. Since then he has been serving as the Board Chairman. Education Leszek Balcerowicz graduated with distinction from the Foreign Trade Department at the Central School of Planning and Statistics in Warsaw (SGPiS), now Warsaw School of Economics (SGH), in 1970. In 1974 he received the MBA Diploma at St. John's University in New York; in 1975 he received his Ph.D. in Economics at the SGPiS. Amongst his academic distinctions, he has been offered visiting fellowships at the University of Sussex (1985), at the Marburg University (1988) and at the Stanford University (2011). Since October 1992 Leszek Balcerowicz has been teaching at the SGH where he also heads the Department of International Comparative Studies.

    Introduction : really existing democracy What was to be the function of political theatre in Poland aft er 1989? Following four decades of Soviet-enforced communism, which included mass censorship, anti-democratic bureaucratization, systemic corrup- tion, imperialist militarization and the brutal disciplining of political dissidents, this question formed a vital part of the ten-year anniversary celebration in 2013 of Warsaw’s Instytut Teatralne (Th eatre Institute). Th is cultural institution houses the largest physical and digital archives of contemporary theatre in Poland and is intended to support research and education and prompt public debate. Teatr , one of the country’s leading journals, devoted a special issue to mark the anniversary, includ- ing a number of interviews and articles considering the Institute’s role in the formation, analysis and documentation of contemporary and historical Polish theatre. Teatr ’s chief editor, Jacek Kopciński, criticized the Institute’s director, Maciej Nowak, for instigating ‘a permanent cul- tural revolution’ in his unconventional programming and commission- ing of publications, seminars and workshops. By this, Kopciński meant that theatre studies at the Institute has been defi ned since its inception primarily on the grounds of feminist, gender and queer theory, which was exemplifi ed in the Institute’s fl agship publication series Inna Scena (Another Scene). Kopciński suggested that such strands of philosophy, theory, activism and criticism were too restricted and that the Institute should also refer to mainstream modes of thinking about the theatre and the world that are ‘less eccentric and, for many, less ideologised’ ( 2013 : 8). 2 After ’89 In this argumentation, Kopciński articulates popular anxieties around Polish cultural and national identity through an exclusionary process of community formation that implies an ‘authentic’ audience that represents a general population who do not face matters relating to gen- der and sexuality as central to their experiences of social marginalization.

    Leszek Balcerowicz: The optimal timing and path for Poland’s entry into EMU Speech by Prof Leszek Balcerowicz, President of the National Bank of Poland, at the 11th European Banking Congress in Frankfurt, 23 November 2001. * * * Thank you very much Mr Chairman, I welcome this opportunity to address such a distinguished audience. I would start with two basic assumptions. First, we are not discussing whether euro will go east or not because we are assuming Poland and other candidate countries will enter the European Union with the status of a country with derogation, so sooner or later they will be obliged to join the Monetary Union as well. Therefore, the issue under discussion is not “if” but “when” and “how” i.e. what are the optimal timing and the optimal path. Secondly, one should assume equal treatment of candidates and present EU member countries i.e. fulfilling the Maastrich Criteria, no less no more. There should be no additional criteria like, for example, a required level of financial deepening, as it would indicate an unequal treatment of candidate countries. Taking the second assumption of the entry into the EMU as granted, I would like to focus on the core issue, which is the question of optimal timing. My basic point is, that, firstly, early entry into the Monetary Union is possible and secondly, that it is preferable to the delayed one. By early entry I mean entry close to the earliest possible date, which one can recognise to be around year 2006, given the assumption of entry to the European Union in 2004.
