2 GENERAL SHOW RULES

1. LOSS AND INJURY: (see 1st page of entry blank also) The Palouse Empire Appaloosa Club, The Appaloosa Museum and Heritage Center, The Appaloosa Horse Club, Inc., Moscow, Id, Washington State Horseman’s Association, Northeast Zone of Washington State Horseman’s Association, The Spokane County Fair and Expo Center, Spokane County, their officials, associates, membership, and/or directors shall not be held responsible for any accident that may occur or be caused to or by any horse exhibited at this show, or for any article of any kind or nature that may be lost or in any way damaged. Each exhibitor will be responsible for any injury that may be occasioned to any person or animal or damage to any property while on the grounds by any horse owned, exhibited or in his custody or control and shall indemnify and hold harmless the above named organizations, their officials and directors individually and collectively from and against all claims, demands, causes of action, costs, charges and expenses of every kind and nature whatsoever arising out of which may be incurred by reason of any accident, injury or damage to person or property caused by the ownership, exhibition, custody or control of any animal exhibited. The owner, rider/driver and any of their agents or representatives acknowledge that they participate voluntarily in the competition, fully aware that horse sports and competitions involve inherently dangerous risk, and by participating they expressly assume any and all risks of injury or loss, and they agree to hold harmless the competition and its officials, directors, employees and agents for any injury or loss suffered during or in connection with the competition, whether or not such injury or loss resulted, directly or indirectly from the negligent acts or omissions of said officials, directors, employees or agents. All exhibited will be at the owners risk.

2. CONTESTANTS ARE RESPONSIBLE FOR KNOWLEDGE OF ALL ApHC APPROVED CLASS RULES, WSH APPROVED CLASS RULES AND OF THE APPALOOSA MUSEUM BENEFIT SHOW GENERAL SHOW RULES. The rules governing the individual classes and the formulas for judging percentages used for each class will be found in the current ApHC or WHS rulebooks. Presentation of signed entry blank shall be deemed acceptance of said rules, including ApHC drug abuse rules (for ApHC approved classes). If there is failure to sign entry blank, first entry into the ring as an exhibitor shall be deemed acceptance of said rules, including ApHC drug abuse rules (for ApHC approved classes).

3. ENTRIES must be in writing, signed by owner/authorized agent, and accompanied by proper fees. Parent/Guardian must sign the entry of a junior exhibitor.

4. ALL HORSES STAYING ON THE GROUNDS OVERNIGHT MUST BE STALLED. CONTACT. Crystal White or Lynette Thompson WITH YOUR STALL REQUESTS. THERE WILL BE NO SLEEPING IN THE STALLS. Shavings will be provided but stall will not be pre-bedded, bring your wheel barrows and shovels.. Stall fees will be $75 for the weekend (Friday 1:00 pM thru Sunday 6:00pm) OR $40 per day (24 hrs or less) and tack stalls will be $40 for the weekend or $20.00 per day. Stalls will be assigned on a first come first serve basis. Due to fairgrounds policy we will be filling the large barn first. Special stall requests, including specific stalls or early arrivals, must be made with Crystal White 208-882-5579, 3xt 279 or Lynette Thompson 509-635-1114 by July 28, 2017 and will be assigned on a first come first serve basis also. Stall assignments must be made at the office before stalls may be occupied. If you stall your horse in a stall not assigned to you, you will move your horse and clean and re-bed the stall for the correct occupant.

5. CLOSING DATE FOR PRE-ENTRIES IS AUGUST 2, 2017. Entries postmarked after this date will be charged a post entry fee as explained under the fees. All entries

3 must be made on an official entry blank or copy and must be signed by the proper parties. Entry and stall fees MUST accompany the entry blank or it will be treated as a post entry. Post entries will be accepted until 15 minutes before start of show or 15 minutes before the end of lunch break, or before the class prior to class being enters the ring. The show committee may combine or split class divisions as per WSH or ApHC rules.

6. No refunds of any nature will be made at the show. All refund requests shall be in the hands of the show secretary before the last class of the show. No refunds will be made on stall or entry fees without a signed vet or doctor’s certificate, and will be charged a $15.00 office charge. Refunds will be mailed after checks have cleared the bank, unless applied towards a new entry.

7. Pets used for medical purposes, as part of the booth or event can be on the grounds and in the buildings on a leash, other pets are not allowed on the grounds unless they are kept in campers, horse trailers or in a kennel outside the camper unit. All others are restricted. County WAC 5.04.070. Owners of the animal will be held responsible for their actions. Exercise areas include the dog runs located behind Campground B and adjacent to the EP2 Restrooms. Please dispose of animal waste.

8. The show reserves the right to refuse entry due to disrespect for the rules, intoxication, rough treatment of animals or for any other reason the management may deem necessary and reasonable. Exhibitors may also be excused from the show or class for the above reasons. The Show Committee also reserves the right to refuse any entry of an exhibitor or the participation of any agent, trainer, rider, or driver who has shown an objectionable attitude toward a Recognized Show or previous unsportsmanlike behavior at a Recognized Show or to its Management.

9. Gate holds will be granted ONLY if requested at the office at least 3 classes prior to the one being requested for and are limited to horses/riders in consecutive classes, and shall not exceed three minutes. In classes where horses compete collectively, the gate will be closed two minutes after the first horse enters the ring. An official timer will be appointed to enforce this rule. No horse permitted to enter the ring once the gate is closed.

10. No one shall approach a judge unless he/she first obtains permission from the show committee or show steward, who shall arrange an appointment with the judge at a proper time and place. No exhibitor has the right to inspect the judge’s cards without his/her permission. The decision of a Judge is final.

4 11. NO entry will be accepted where an exhibitor prescribes conditions under which he/she will exhibit.

12. Checks RETURNED by the bank for any reason will be charged a $50.00 penalty, which will be added to the amount, owed. Full amount of returned check, plus penalty and all expenses incurred for recovery of debt will be paid in full with cash or money order to show in 10 days of being sent registered mail notification of said check. Debts not paid to show in a timely fashion and returned checks not made good as prescribed will be reported to the ApHC, NEZ and WSH. APPALOOSA MUSEUM AND HERITAGE CENTER BOARD of DIRECTORS will make final decision on whether to place person who pays debt on a cash only basis.

13. Please read all signs on the grounds regarding restricted areas.

14. All class patterns shall be made or approved by the judges and shall be posted at least 1 hr prior to classes that work individually.

15. Award to first with placing awards 2nd- 5th in each class. Also Hi Points listed elsewhere in this entry. All classes shall be placed thru 8th.

ApHC APPROVED CLASS RULES

16. All horses entered in the ApHC approved classes MUST be registered with the ApHC with eligible to show papers. ALSO ALL PERSONS COMPETING IN ANY ApHC SPONSORED OR APPROVED CLASS MUST BE A CURRENT MEMBER OF THE ApHC. Persons entering Non Pro classes must have or apply for a Non Pro endorsement on their current year ApHC membership card. If Member cards are not available at the show, person may apply at the show. Registration papers or copies (both sides), AYA, Non-Pro and Membership cards or legible copies of said cards MUST be presented at the show office BEFORE numbers are issued. Copies of papers and cards sent in with entries makes things go much faster and smoother in the office.

17. Protests applying to any ApHC approved class will be handled in accordance with the current ApHC 2017 rulebook. a. Open ApHC Jr. or Sr. classes that have 1 entrant in one of those age divisions may be combined the other division with the approval of all entrants. b. ApHC Youth classes 13 & Under or 14-18 that have 1 entrant in one of those age divisions may be combined the other division with the approval of all entrants.

18. In all ApHC approved classes, correct exhibitor’s numbers must be on be on their backs in hand classes or on both sides of their saddle pads in riding classes or exhibitor shall be disqualified.

5 WSH CLASS RULES 19. REGISTRY NUMBER (WSH CLASSES): Full registered name and number is required for entry in classes for registered horses. Papers must be available if requested. A photocopy for show file is appreciated.

20. WSH NON-MEMBER REGISTRATION FEE (WSH CLASSES): Each exhibitor (horse owner or equitation rider/showmanship handler) who is not a WSH Member must pay a $3 Non-Member Registration Fee per judge at each "B" System Show ($6 for a dual judged show). A horse owner also entering equitation pays only one fee. WSH Membership cards must be presented unless photocopy is included with entry.

21. AGE (WSH CLASSES): The age of an individual on Dec. 1, 2016, is maintained the entire year. For horse show purposes, a horse becomes one year old on January 1 following actual foaling date.

22. AMATEUR (WSH CLASSES): To enter classes for Amateurs, current USEF or WSH Amateur certification is required, or application must be lodged with the Show Sec. at least one hour prior to the class. Refer to current WSH Rule Book for Amateur Certification rules.

23. CHANGES (WSH CLASSES): Show Management reserves the right to combine/cancel classes with fewer than three entries; to accept entries for unfilled classes at regular fee; to divide classes as entries warrant; to substitute listed officials. Exhibitors will be advised if classes are combined, canceled or divided.

24. NUMBERS (WSH CLASSES): Exhibitor’s numbers must be adequately attached on Exhibitor’s back or on each side of the saddle pad, with exception to any “in hand class” where the number can be pinned to the front of the exhibitor. NUMBERS MUST BE VISIBLY NOTICABLE FROM ACROSS THE ARENA. Drivers may display their exhibitor number on the vehicle. COMPETITORS WILL BE DISQUALIFIED IF THE CORRECT NUMBER IS NOT IN PLACE

25. PROTECTIVE HEADGEAR (WSH CLASSES): WSH rules state that--Properly fastened protective headgear which meets or exceeds the ASTM and SEI standards at WSH approved shows must be used any time the rider is on the competition grounds: a. All riders of any age jumping on the competition grounds at any time (including Hunter Hack and any Over Fences classes). b. All riders age 6 & Under. c. All riders under age 17 showing in Hunter Seat Equitation and/or English Pleasure classes or anytime exhibitor is in Hunter attire and/or tack. d. No rider of any age will be penalized for wearing protective headgear in Western or Saddle Seat classes. 6

26. PROTESTS (WSH CLASSES): Any rider, driver, handler, exhibitor, owner, agent, trainer or parent of a junior exhibitor may file a protest. The protest must be made in writing, signed by the protestor, be accompanied by a deposit of $50.00, and addressed to the secretary of the competition at which the alleged violation occurred within 48 hours of the alleged violation, OR may be made directly to the Horse Show Director, accompanied by a $50.00 deposit and received within five (5) business days following the last recognized day of the competition.

27. AGREEMENT: Every entry at a Recognized Competition constitutes an agreement that the person making it, be that owner, lessee, trainer, manager, agent, coach, driver, rider, or handler, and the horse are subject to the Bylaws and rules of WSH. Every exhibitor, rider, driver, handler, coach and trainer or his/her agent(s) must sign an entry blank. In the case of a rider, driver, or handler under the age of 18, his/her parent or guardian, or if not available, the trainer, must sign an entry blank on the minor’s behalf. If any of the above persons fails to do so, his/her first entrance into the warm up arena as an exhibitor, rider, driver, or handler shall be construed as his/her acceptance of the rules of the competition involved and of WSH and shall ipso facto render him/her subject to said rules. Upon the failure of an owner, trainer, rider, driver, handler, coach, or agent(s) parent or guardian or trainer of a minor rider, driver, or handler to sign an entry blank as required, and upon confirmation of any such violations(s) by the Steward or Secretary of the competition, such person(s) shall be subject to a fine of $50.00, imposed for such violation.

28. Limit Rider/Horse classes are open to riders/horses who have not won six firsts in any show (Walk Trot 10 & under placings not to be counted) in that particular seat or class at any show including USEF/Equine Canada/WSH Open or Breed. Schooling and 4-H shows are exempt. Prior wins of horse with different rider are not a factor in Limit Rider classes. Horses and riders competing for WSH annual Horse Show awards that are signed up in the Limit Classes shall remain a Limit for the current show year regardless of the number of wins. At the end of the show year if an exhibitor or horse has not reached the maximum number of wins in a category they signed up for, they may sign up for the same category and compete in the following year.

29. Green classes are open to those horses/riders in their first or second year of showing. FIRSTS IN WALK/TROT 10 & UNDER CLASSES DO NOT COUNT TOWARD THE AMOUNT OF FIRSTS FOR GREEN WALK/TROT.

7 Appaloosa Competitive All-Breed Activities Program (ACAAP) What is it?

Are you an active Appaloosa owner? Do you enjoy competing in local competitions such as team penning, ranch events, barrel racing, gaming, judged trail riding, hunter or open shows? If your answer is yes, the Appaloosa Horse Club would like to offer you another way to receive recognition for your accomplishments with the Appaloosa Competitive All-Breed Activities Program. ACAAP promotes and rewards the Appaloosa horse that excels in all-breed competition outside of ApHC approved/sponsored shows and trail rides. Through ACAAP, you can earn merits by competing in all-breed events and then submitting the results to the ApHC. These merits will be recorded on your registered Appaloosa's performance record. ACAAP is your opportunity to receive the recognition and awards you deserve for participating on your Appaloosa in the events that your community offers. The Appaloosa Competitive All-Breed Activities Program accepts most types of activities as long as the competition is sponsored by an organization or club that keeps official records on the performance of all horses entered in the event. In order for the ApHC to include your event or competition in ACAAP, the sponsoring organization must have an established governing body and a representative who will sign a verification form. Please don't confuse this program with showing and receiving national points at ApHC approved/sponsored shows. ACAAP merits cannot be earned at ApHC approved/sponsored events or at any show approved by another breed registry unless those classes are open to all breeds of horse.

The Appaloosa Museum is a non-profit, educational organization established in 1975 to collect, preserve, study, and exhibit objects and information illustrating Appaloosa horse history and its place in our lives and those of our ancestors. Museum support is funded by a donation from the Appaloosa Horse Club, private donations, gift shop sales, and by individuals like you.

The Museum is designed to provide a self-guided exploration of exhibits that include a theater; a hands- on Kid’s Area; a library & archive featuring books, magazines, and videos; and the Apalousey Trading Post gift shop. Exhibits themes range from the early evidence of spotted horses in art and literature, to the relationship between the Appaloosa and the Nez Perce, to the highlights of the modern Appaloosa Horse Club.

Did you know?

The actual development of the Appaloosa breed is set on the Palouse, but it has a legacy extending back thousands of years into the art and history of Europe and Asia and on into the development of the West. Today the breed is celebrated by many national and international organizations.

The Museum shares the Appaloosa story through exhibits, a reading library, education programs and tours. Roughly 600 students each year learn the history of Idaho’s State horse. We have interactive educational areas and monthly changing craft projects.

The Appaloosa Museum also hosts book signings, joint efforts with local historical groups, and annually: Appaloosa Fest, Spirits of the West Wine Ride and a holiday party with Santa and his Appaloosa.

The Appaloosa Museum is a repository of Native American and early Settler artifacts and holds the history of the Appaloosa horse. Located in the heart of Palouse Country, visitors come from all over the world to see and enjoy the heritage of this particular spotted horse.

Museum visitors learn about the storied history of the spotted horse, along with well-known horses and riders in all aspects of modern equine activity including racing, showing, endurance riding and breeding. The Museum also has an activity center for our younger visitors who can learn about the world of the Appaloosa through age-appropriate activities. The Museum also hosts a summer festival which includes a short ride atop a gentle spotted horse and a winter holiday open house where Santa arrives on his colorful steed.

How does a city the size of Moscow, Idaho, support such an attractive gem? The donation from the Appaloosa Horse Club and regular donations provide the Museum with a solid foundation. However, those funds are not sufficient for the growth and outreach goals of the Museum, which include acquisition of new artifacts, rotating displays and increased educational programs for Appaloosa Museum visitors of all ages. Therefore, I am inviting you to join a select group of individuals who value history, museums, educational programs, the Appaloosa horse and the beautiful Palouse country. Classes are open to all age eligible horses, regardless of registration status. No registration papers are required to show in these classes.

Classes will be judged simultaneously by both judges, their scores added together, and awards given on total points. A coin will be flipped by an exhibitor representative to determine a tie breaker judge.

15 The Appaloosa Museum Benefit Horse Show is operated in accordance with the current rules of WASHINGTON STATE HORSEMEN Horse Show Division Of which body it is a "B" System Show Every person who participates in the show is responsible for knowledge of and is subject to the Association Rules. Members receive a hard copy of The Canter, 3 times per year and available on the website www.WashingtonStateHorsemen.org and are entitled to participate in the Annual High Score Award competition, if horse is recorded and participation fees are paid for the current year. NO POINTS WILL BE COUNTED TOWARD THE ANNUAL HIGH SCORE AWARDS before membership dues are paid, horses have been recorded with WSH, and all fees paid. THE STEWARD OF THIS SHOW WILL HAVE FORMS FOR RECORDING AND PARTICIPATION.
