Un año en el que han cobrado impulso las dinámicas Emilio Lamo de Espinosa contrarias a los valores liberales tanto en Estados Unidos como en las potencias regionales vecinas de la Unión Europea, y en el que la propia Unión Europea ha debido afrontar el reto que representan el Brexit y el empuje del populismo euroescéptico en varios de sus Estados miembros. Un ejercicio, también, en el que la paz internacional se ha deteriorado, debido al recrudecimiento de la guerra de Siria, las tensiones militares en Asia Oriental y el terrorismo yihadista, que ha vuelto a golpear con fuerza además en nuestro país. No obstante, no todo es negativo. Los objetivos de desarrollo sostenible (ODS) de Naciones Unidas se afirman al tiempo que se reduce la extrema pobreza, avanza la igualdad hombre-mujer y se extiende la conciencia sobre el cambio climático. Desde el punto de vista económico, y pese a las amenazas proteccionistas, durante 2017 ha comenzado a producirse un fuerte crecimiento sincronizado en la mayoría de los países, tanto avanzados como emergentes y en desarrollo. El flujo de bienes, servicios, personas, tecnología e ideas es mayor que nunca, y a pesar de todo, la democracia aguanta y resiste en todo el mundo, la economía de mercado crece más que retrocede, y la cultura basada en la racionalidad y la ciencia es ya casi hegemónica. En este contexto de amenazas y oportunidades, en el que la denominada ‘posverdad’ pugna por erigirse como nuevo paradigma, parece evidente que los think-tanks están llamados a desempeñar un papel cada vez más destacado y relevante, a través del análisis equilibrado y solvente de la realidad. Por ello, desde el Real Instituto Elcano nos hemos seguido esforzando en proporcionar una aproximación lo más rigurosa posible a los problemas globales y europeos, y a la inserción de nuestro país en la Unión Europea y en el mundo, generando ideas que resulten útiles para la reflexión y la toma de decisiones de los responsables políticos, los dirigentes de empresas privadas e instituciones públicas, y los agentes sociales y académicos. En este sentido, el año 2017 ha sido muy productivo para nuestro instituto: hemos organizado 116 actividades y difundido 467 documentos, análisis y contenidos de 3 diverso tipo que, en su conjunto, han sido consultados por más de medio millón de usuarios a través de casi un millón de visitas a nuestra web y blog (a los que se suman nuestros casi 47.000 seguidores en redes sociales), y han generado 3.087 menciones en medios de comunicación, de los que 319 fueron extranjeros. Mención adicional merece la labor de investigación desarrollada por nuestros Grupos de Trabajo, una de las señas de identidad del Real Instituto Elcano, a través de los cuales pretendemos capturar y poner en valor la inteligencia colectiva existente en el entorno de la academia, la empresa, la Administración pública y otros agentes: durante el ejercicio han estado activos 16 Grupos de Trabajo, que han mantenido más de 50 reuniones. Nuestra aportación al mejor conocimiento de la realidad internacional ha sido de nuevo reconocida tanto dentro como fuera de España. En 2017 hemos experimentado un notable ascenso en el Global to Think-Tanks Index Report que elabora cada año la Universidad de Pensilvania, hasta pasar a ser considerado el noveno de Europa Occidental y el 23 del mundo en la categoría de Política Exterior y Relaciones Internacionales. Asimismo, la subida es muy significativa en la categoría de think-tanks mundiales (incluidos los norteamericanos), al obtener en 2017 el puesto nº 45 (de 171), lo cual significa un ascenso de 40 posiciones. Además, otro estudio elaborado por Iberglobal en España no sólo ha confirmado que somos el centro español de referencia en el ámbito de los estudios internacionales sino también, por sexta vez consecutiva, el think-tank nacional más importante en cualquier ámbito. El reconocimiento a nuestra labor ha sido avalado asimismo por la acreditación al Real Instituto Elcano como Embajador Honorario de la Marca España, otorgado por el Foro de Marcas Renombradas de España, y el Premio a la Trayectoria Divulgativa Ejemplar 2017 concedido por la red de conocimiento Know Square. Lejos de caer en la autocomplacencia, somos conscientes de que nuestro reto ahora es redoblar los esfuerzos por garantizar el rigor de nuestros planteamientos y extremar la calidad de nuestras investigaciones, ya que de otra manera podría peligrar la credibilidad que nuestro instituto ha ganado a pulso durante sus casi dos décadas de vida. Contamos para ello con el inestimable apoyo de las empresas e instituciones públicas y privadas que colaboran con nosotros y aportan la financiación necesaria para el desarrollo de nuestra actividad, colectivo que en 2017 se ha ampliado a través del nuevo Programa de Miembros Corporativos y la incorporación de empresas ya sea al Patronato, al Consejo Asesor Empresarial o como Entidad Colaboradora. Gracias por tanto a la confianza depositada por todo ellos, y en primer lugar por nuestro Presidente de Honor, S. M. el Rey Felipe VI, que ha permitido que el Real Instituto Elcano haya seguido creciendo y consolidándose como el think-tank español líder en estudios internacionales y estratégicos e institución de referencia en España y más allá. 4 CARTA DEL DIRECTOR La culminación del Plan CRECE del Real Instituto Elcano En 2017 el Real Instituto Elcano ha culminado los objetivos establecidos en el Plan de Crecimiento Estratégico de Capacidades 2015-2017 (Plan CRECE), que planteaba un amplio abanico de medidas para Charles Powell impulsar la actuación del Instituto en investigación, proyectos, producción y difusión, y actividades y comunicación, al tiempo que hemos puesto en marcha también otras novedosas iniciativas, no contempladas en dicho Plan. Destaca entre ellas la evolución de nuestra Oficina Elcano en Bruselas, que en 2017 se ha trasladado a una sede más grande. Además de otorgarnos una mayor visibilidad y potenciar nuestra proyección internacional, esta presencia en Bruselas nos ha permitido fortalecer notablemente los lazos tanto con otros think-tanks como el European Policy Center, como con la Unión Europea y la OTAN, gracias en no poca medida a la colaboración de los funcionarios españoles que trabajan en ambas instituciones. La Oficina de Bruselas también está colaborando muy activamente con las empresas del Patronato que tienen mayor presencia en la capital europea, sobre todo aquellas relacionadas con la industria de la defensa y el sector digital. En paralelo, nuestra Oficina de Proyectos ha contribuido también a que el Real Instituto Elcano participe activamente en un número cada vez mayor de proyectos internacionales de diversa índole, y a que colaboremos de forma cada vez más activa con los principales think-tanks de nuestro entorno, que a su vez solicitan con intensidad creciente nuestra participación en las iniciativas que impulsan. Un círculo virtuoso que se plasma en proyectos como el H2020 MINDb4ACT titulado “Developing skills and opportunities for innovative, ethical and effective actions against violent extremism”, mediante el que durante tres años, hasta 2021, el Real Instituto Elcano lidera un consorcio formado por 18 instituciones de 10 países europeos, con objeto de contribuir a mejorar las políticas de lucha contra el extremismo violento en la Unión Europea. Fruto también del trabajo de la Oficina de Proyectos es nuestra contribución al Proyecto H2020 MUSTEC “Market Uptake of Solar Thermal Electricity Through Cooperation”, liderado por el 5 Centro de Investigaciones Energéticas, Medioambientales y Tecnológicas (CIEMAT) de España, en el que aportaremos un análisis de los factores geopolíticos que dificultan los intercambios de energías renovables en el seno de la Unión Europea. El impulso internacional de nuestro Instituto se ha reforzado además mediante la colaboración directa con otras instituciones con las que en 2017 hemos desarrollado iniciativas conjuntas de investigación, como el Instituto Portugués de Relaçoes Internacionais - Universidade Nova de Lisboa, la European Think Tank Network on China y el Silk Road Think Tank Network, de las que Elcano es socio fundador, Clingendael de Países Bajos, el Istituto Affari Internazionali de Italia, el IFRI francés, el Japan Institute of International Affairs, el Institute for Political and International Studies de Irán y la Trans European Policy Studies Association (TEPSA), entre otros. Conscientes del reto que representa mantener la excelencia en la investigación, en abril de 2017 presentó su informe final la Comisión de Evaluación coordinada por Elena Pisonero, que bajo el título “Una reflexión estratégica” nos ha ofrecido excelentes consejos sobre cómo replantear algunos aspectos cruciales de la tarea del Real Instituto Elcano, para adaptarnos a un entorno rápidamente cambiante y seguir mejorando la calidad de nuestro trabajo. Fruto de sus recomendaciones son la puesta en marcha de una evaluación periódica de nuestra producción investigadora, realizada con la inestimable colaboración de nuestro Consejo Científico; el estudio y la reflexión estratégica sobre las audiencias digitales de nuestro

    Intelligence Cooperation and the War on Terror This book provides an in-depth analysis of UK–US intelligence cooperation in the post-9/11 world.
