2016 CONSERVATION REPORT CARD

e va luat i ng t h e 114t h C ong r e s s efenders of Wildlife is a national, nonprofit membership organization dedicated to the protection of all native Danimals and plants in their natural communities.

Defenders’ approach to conservation is direct and straightforward: We protect and restore imperiled species throughout North America by transforming policies and institutions and promoting innovative solutions. Informed by scientific, legal and policy expertise, hands-on wildlife management experience and effective advocacy, we strive to make a lasting difference for wildlife and its habitat in these uniquely challenging times.

Defenders engages in vigorous congressional advocacy efforts in support of our mission. We express our views on legislation affecting wildlife and public lands, work to achieve acceptable pro-wildlife and habitat outcomes, and grade lawmakers on their votes in our annual conservation report cards. It tells you at a glance how well your elected representatives are safeguarding our natural heritage. This report card reviews 13 Senate votes on legislation with serious implications for wildlife and habitat such as ending federal protections for some species safeguarded under the Endangered Species Act (ESA), selling off America’s public lands and preventing action on climate change. The report card also covers 20 votes by the House of Representatives on legislation with conservation consequences, including ending federal ESA protections for gray wolves and northern long-eared bats and using the California drought as an excuse to undermine endangered species protection. To save space, not all of the many House conservation votes in the 114th Congress are listed in this 2016 Conserva- tion Report Card. Two 2015 votes are not included (but are included in the print edition of our 2015 report card): • Giving Water Contractors Undue Influence in Endangered Species Act Decisions (Roll Call No. 444) • Removing Arbitrary Project Approval Timelines for Projects that Would Impact Threatened or Endangered Species (Roll Call No. 512) Eight 2016 votes are not included: • Removing Endangered Species Protections for Wolves (Roll Call No. 97) • Promoting Fossil Fuels and Attacking Wildlife and Public Lands Protections (Roll Call No. 250) • Protecting National Forests and Environmental Review in the FY2017 Interior Appropriations Bill (Roll Call No. 428) • Blocking Endangered Species Act Protections for the Threatened Preble’s Meadow Jumping Mouse (Roll Call No. 450) • Restoring Protections Proposed for Elimination of Various Endangered and Imperiled Species (Roll Call No. 452) • Blocking Funding for Mexican Gray Wolf Conservation (Roll Call No. 454) • Discouraging Citizen Enforcement of Environmental Laws (Roll Call No. 459) • Prohibiting the President from Establishing National Marine Monuments (Roll Call No. 462) For these votes and more detailed descriptions of all the votes and voting records of the 114th Congress, visit www.defenders.org/conservation-report-card.
