The first floor leaders were formally designated in 1920 (Democrats) and 1925 (Republicans). The Senate Republican and Democratic floor leaders are elected by the members of their party in the Senate at the beginning of each Congress. Depending on which party is in power, one serves as majority leader and the other as minority leader. The leaders serve as spokespersons for their parties' positions on issues. The majority leader schedules the daily legislative program and fashions the unanimous consent agreements that govern the time for debate. The majority leader has the right to be called upon first if several senators are seeking recognition by the presiding officer, which enables him to offer motions or amendments before any other senator. Majority and Minority Leaders Elected at the beginning of each Congress by members of their respective party conferences to represent them on the Senate floor, the majority and minority leaders serve as spokesmen for their parties' positions on the issues. The majority leader has also come to speak for the Senate as an institution. Working with the committee chairs and ranking members, the majority leader schedules business on the floor by calling bills from the calendar and keeps members of his party advised about the daily legislative program. -

FRC ACTION VOTE SCORECARD 114TH CONGRESS / First Session Available at FRCAction.org/scorecard U.S. House of Representatives and U.S. Senate Dear Voter and Friend of the Family, FRC Action presents our Vote Scorecard for the First Session of the 114th Congress. This online Scorecard contains a compilation of significant votes on federal legislation affecting faith, family, and freedom that FRC Action either supported or opposed. These recorded votes span the 2015 calendar year and include the greatest number of pro-life votes in history, after the U.S. House increased its Republican membership and the U.S. Senate was returned to Republican control. The year began with a bipartisan effort in the House to prohibit federal funds from being used to pay for abortion coverage under Obamacare. Congress successfully fought to restrict FDA approval of some forms of embryo-destructive research. The House, once again, passed legislation that would prevent late abortions on 5 month old pain-capable unborn children, and although the Senate was unable to pass the bill due to the 60 vote threshold, for the first time, a majority of Senators voted in favor of the bill. The public release of videos revealing Planned Parenthood’s organ harvesting practices renewed efforts to defund this scandal-ridden organization and redirect funding towards community health centers. In an unprecedented victory, the House and Senate passed a budget reconciliation bill, the Restoring Ameri- cans’ Healthcare Freedom Reconciliation Act, which would have eliminated a significant portion of Planned Parenthood’s funding—roughly 80%— and repealed key provisions of Obamacare. -

Declaration of Independence One of the most important duties of an American citizen is casting a ballot in an election. This November, Michigan’s citizens will be voting to select the fifteen representatives and one senator who will be responsible for making sure the voices of the people of Michigan are heard in the United States Congress. In order to help the voters of Michigan make an informed choice about their representation in Washington, D.C., the Michigan Catholic Conference has solicited the positions of the thirty Democratic and Republican candidates for the U.S. House and Senate on a variety of issues. We are pleased to make their answers available to you. Questionnaires were sent to the congressional and senate candidates from the major parties in early September 2002. Candidates were asked to mark whether their position was in support of, or in opposition to, the subject of questions found on pages two and three. Candidates were also given the opportunity of noting where they had no position on an issue. In some cases, candidates provided comments or answers on questions unsolicited by the Michigan Catholic Conference. Because the MCC candidate questionnaire did not include a spe- cific area for comment, these unsolicited comments and additions have not been reproduced here. The comments of the candidates will be provided upon request. The Michigan Catholic Conference does not endorse or oppose any candidates, under any circumstances, and no inference of endorsement or opposition should be concluded as a result of information provided in this issue of FOCUS. -

Speakers of the House: Elections, 1913-2021 Updated January 25, 2021 Congressional Research Service https://crsreports.congress.gov RL30857 Speakers of the House: Elections, 1913-2021 Summary Each new House elects a Speaker by roll call vote when it first convenes. Customarily, the conference of each major party nominates a candidate whose name is placed in nomination. A Member normally votes for the candidate of his or her own party conference but may vote for any individual, whether nominated or not. To be elected, a candidate must receive an absolute majority of all the votes cast for individuals. This number may be less than a majority (now 218) of the full membership of the House because of vacancies, absentees, or Members answering “present.” This report provides data on elections of the Speaker in each Congress since 1913, when the House first reached its present size of 435 Members. During that period (63rd through 117th Congresses), a Speaker was elected six times with the votes of less than a majority of the full membership. If a Speaker dies or resigns during a Congress, the House immediately elects a new one. Five such elections occurred since 1913. In the earlier two cases, the House elected the new Speaker by resolution; in the more recent three, the body used the same procedure as at the outset of a Congress. If no candidate receives the requisite majority, the roll call is repeated until a Speaker is elected. Since 1913, this procedure has been necessary only in 1923, when nine ballots were required before a Speaker was elected. -

A RESOLUTION IN REJECTION OF THE INSULAR CASES Authored by: Eliot Tricotti (TX) Sponsor: Gabriela Medina Marrero (PR) WHEREAS the set of United States Supreme Court decisions referred to as the Insular Cases rely on a racist, Plessy-era doctrine of “separate and unequal” to establish the constitutional relationship between the United States and its territories. WHEREAS the Insular Cases rest on an explicitly White Anglo-Saxon supremacist vision of the country, made clear by the inclusion of deeply offensive language such as “alien races” and “people with an uncivilized race” when referring to the people living in U.S. territories. WHEREAS the racially grounded holdings in the Insular Cases are contrary to the text and history of the Constitution and have no modern relevance whatsoever. WHEREAS the legacy of the Insular Cases is an unequal legal and political relationship between the U.S. and the territories that continues to threaten the rights and interests of Americans living in the territories. WHEREAS the ongoing discrimination against citizens in U.S. territories reinforces the need to stop relying on the discredited assumptions about the people living in U.S. territories and antiquated notions of racial inferiority on which they were based. WHEREAS the U.S. Department of Justice continues to rely on the Insular Cases to argue for the continued exclusion of the territories from essential federal programs and benefits.1 BE IT RESOLVED that the Young Democrats of America call on the U.S. House of Representatives to pass H.Res.2792, introduced by Natural Resources Committee Chair Raúl Grijalva (D-AZ) with Rep. -
