The global COVID-19 pandemic has had an effect on the output of audiovisual media service providers (AMSPs), broadcast content structure and catalog, human resources, and economic and financial indicators, with a substantial drop in revenue from advertising and promotion, among other things. The Audiovisual Media Authority (AMA) was active in sensitive issues directly related to COVID-19 implications, such as promoting and educating AMSPs to work with the public health authority in broadcasting information to citizens and institutions about coronavirus prevention, protection measures and protocols, and infection case care. AMSP's response was timely and effective, in compliance with legal requirements, by broadcasting information prepared by the Ministry of Health and Social Protection several times a day, in addition to engaging editorial offices in intensive information on the country's epidemiological situation and clarification of never-before-seen phenomena. Not only did AMA interrupt or minimize its institutional engagement in this extraordinary situation, but it also focused its decision-making on the social dimension. The Audiovisual Media Authority continued to work on projects with media partners, institutions, and organizations and signed agreements with the Ministry of Culture to help joint audiovisual projects and young creators in promoting our cultural heritage. AMA also formed ties with the Commissioner for Protection from Discrimination in order to improve interinstitutional cooperation in the field of audio and audiovisual services. In addition, in response to the harmful effects of COVID -19, AMA chose not to collect late payment penalties for obligations paid by AMSPs. In 2021, the Authority will assess how it can further alleviate financial obligations in the audio and audiovisual market's most impacted sectors. AMSP's editorial offices took responsible and thorough measures to protect the health of their staff both within and outside the workplace, as well as to adhere

    New News, Future News The challenges for television news after Digital Switch-over An Ofcom discussion document Publication date: 26 June 2007 Foreword The prospects for television news in a fully digital era are a central element in any consideration of the future of public service broadcasting (PSB). News is regarded by viewers as the most important of all the PSB genres, and television remains by far the most used source of news for UK citizens. The role of news and information as part of the democratic process is long established, and its status is specifically underpinned in the Communications Act 2003. This report, New News, Future News, is one of a series of Ofcom studies focussing on individual topics identified in the PSB Review of 2004/05, and further discussed in the Digital PSB report of July 2006. The others are on the provision of children’s programmes and on the prospects for a Public Service Publisher. All three studies are linked to areas of particular PSB concern for the future, and set out a framework for policy consideration ahead of the next full PSB review. Other Ofcom work of relevance includes the review of Channel 4’s funding. It has not been the role of this report to come up with solutions, and no policy recommendations are put forward. Instead, the report examines the environment in which television news currently operates, and assesses how that may change in future (after digital switch-over and, in 2014, the expiry of current Channel 3 and Channel 5 licences) . It identifies particular issues that will need to be addressed and suggests some specific questions that may need to be answered.

Media legislation has changed frequently, mainly in response to the developments and emergence of media actors on the ground, rather than as a result of a deliberate and carefully thought-out vision and strategy. Th e implementation of the legislation was ham- pered by political struggles, weak rule of law and interplays of various interests, but some- times the reason was the incompetence of the regulatory bodies themselves. Th e Albanian media market is small, but the media landscape is thriving, with high number of media outlets surviving. Th e media market suff ers from severe lack of trans- parency. It also seems that diversifi cation of sources of revenues is not satisfactory. Media are increasingly dependent on corporate advertising, on the funds arising from other busi- nesses of their owners, and to some extent, on state advertising. In this context, the price of survival is a loss of independence and direct or indirect infl uence on media content. Th e lack of transparency in media ratings, advertising practices, and business practices in gen- eral seems to facilitate even more the infl uences on media content exerted by other actors. In this context, the chances of achieving quality and public-oriented journalism are slim. Th e absence of a strong public broadcaster does not help either. Th is research report will seek to analyze the main aspects of the media system and the way they aff ect media integrity.

These kinds of shows with a broad variety of guests deal with different topics such as political, social, economic, etc. And these topics concern the broad public opinion. In the study we will focus on this kind of talk show format in Albania. The research aims at tackling this public sphere created by televisions as well as the involvement of various social groups in the public debate. It analyses not only the involvement that this formats give to the public in the studio but also to the viewers at home, who are active in the social networks. This study is based on the theory of the German philosopher Jürgen Habermas on the public sphere, the transformation and the evolvement of this concept nowdays. Strategy for transition from analogue to digital broadcasting, adopted by CoM Decision Nr. 292, date 2.5.2012 define the main objectives: . the transition to digital broadcasting and . the release of digital dividend 1 National Frequencies Plan approved by CoM decision No. 466, date 27.02.2013 has defined AMA for the administration of 790-862 MHz band until the finalization of digitalization process (for broadcasting services) and than this band will be administrate from Postal and Electronic Communication Authority (for mobile services). The frequency band 790-862 MHz currently under the administration of AMA, is occupied by both analog and digital broadcasters in Albania. The release of this band depended from the digitalization process: Construction of public operator networks Licensing of national private operators. A part of channels which are in used by local/regional operators is expected to be released after they support in public or private national networks. While the channels which are in used by digital broadcasters will be released after their licensing and migration to frequencies specified in the Digital Plan (GE06).
