They have been physically assaulted five times in the months of December and January, and live under con- stant threat. The couple al- leged the local police has turned a blind eye to their plight. Shankar Narayan, a char- tered accountant, and Vai- jayantimala Aiyer, a life in- surance advisor, have been living in 29-B, Janta Flats in Vasant Enclave since 1993. Anil Kumar, a local real es- tate agent, had recently bought the adjacent flat, 31-B. Narayan said: ‘‘Now Ku- mar owns five flats around our building and has also en- croached on public land.’’ The couple objected when Kumar tried to build flats next to their own thus block- ing out sunlight and ventila- tion. The construction is still on, they said. A police complaint was made on November 30, 2002. On December 8, Kumar and his family members alleged- ly entered Narayan’s house and physically assaulted them. Similar assaults were made twice in December and twice in January,2003. A complaint was also lodged with ACP (Vasant Vi- har) office, but in vain. Deputy commissioner of police (southwest), Tejinder Luthra, had even directed Vasant Vihar police to take appropriate actions against Kumar, but the couple al- leged that the police are not taking appropriate action. Police commissioner R S Gupta has directed the local police to initiate appropriate actions against the guilty.‘‘In personnel and such indisci- pline in their conduct in pub- lic dealing will not be tolerat- ed,’’ he said. Move to protect Himalayas

TIMES NEWS NETWORK New Delhi: The Himalayas, the northern frontiers of In- dia for time immemorial, were the subject of a two-day meeting held in the city re- cently. The first Parliament of the Himalayan Culture, organised by the Himalaya Parivar, discussed ‘‘the threat to the security and identity of these mighty mountains.’’ The partici- pants spoke on both the caus- es of this threat as well as possible solutions to protect the Himalayas. The meeting also dis- cussed the environmental, social and economic prob- lems of this area, arising out of thoughtless cutting of trees throughout the fragile ecosystem and construction of big dams. The consensus of the meet- ing was that these resources must be tapped to spread peace, security and prosperi- ty.The focus, said the partici- pants, must be on how to pro- tect and increase the poten- tial of the natural energy available in the Himalayas. Other sessions dealt with issues such as dealing with the poverty of the people liv- ing in the Himalayan region and exploring ways of ensur- ing sustainable livelihood.
