DOC No. KSEBL_EAP_16_GAVI _R2 March 2021 i Emergency Action Plan for GAVI MARCH 2021 GAVI DISCLAIMER This is a Tier I EAP document prepared based on Dam Break Analysis carried out using the digital elevation model (DEM) derived from the Japan Aerospace Exploration Agency (JAXA) global digital surface model (DSM) dataset with a horizontal resolution of approximately 30meters (1 arc-sec). Every effort has been taken to estimate the severity of flooding and inundation areas likely to be affected by failure of diversion structure - Gavi. These estimates are based on available primary and secondary data. Every effort has been made to foresee varied emergency possibilities and develop appropriate notification procedures for timely rescue and relief operations. However, implementation of the Emergency Action Plan (EAP) involves many agencies, who are required to work in a coordinated manner to reduce the consequences of the emergency triggered by the dam site condition. Effectiveness of the rescue and relief operations depend on many factors including the adequacy and accuracy of the estimation of the severity of flooding, coordinated efforts of all the agencies involved in rescue and relief efforts and availability of facilities like power, telephones, road communications, etc. EAP Developer may therefore, not be held responsible for the efficacy of the EAP. The holy shrine dedicated to Lord Ayyappa is situated 914 metres above sea level amidst dense forests in the rugged terrains of the Western Ghats. Lord Ayyappa is looked upon as the guardian of mountains and there are several shrines dedicated to him all along the Western Ghats. The festivals here are the Mandala Pooja, Makara Vilakku (December/January) and Vishu Kani (April). The temple is also open for pooja on the first 5 days of every Malayalam month. The vehicles go only up to Pampa and the temple, which is situated 5 km away from Pampa, can be reached only by trekking. As he dug a well he encountered a large cavity and it was found that the cavity extended blow his newly constructed house (Figure 1). The entity was noticed first on 6 April 2011. He reported the event to the concerned village officer and to the District Collector. The Collector in turn informed the Addl.
