DETAILED TENDER NOTICE 1.Sealed competitive Electronic tenders are invited for and on behalf of Managing Director, Kerala Water Authority, by the undersigned, from Registered “B” Class or above Contractors of Kerala Water Authority, Contractors Registered in Other Departments in Kerala State or Other States of India in equivalent class or Manufacturers/ Reputed contracting firms in India with experience in Supplying, laying and Commissioning of similar works for the following works as per the scope of work in Volume II. General Tender Terms & Conditions for Kerala State e-Procurement System through https://www.etenders.kerala.gov.in This tender is an e-Tender and is being published online for the work/ supply: State Plan 2017-18 RWSS to Kollamula in Vechoochira Panchayath, Perunad Panchayath (Part) and Naranamoozhy Panchayath (Part) - Phase I Remaining Components The tender is invited in ONE/TWO (strike off whichever is not applicable) cover system from the registered and eligible firms through e-procurement portal of Government of Kerala (https://www.etenders.kerala.gov.in). Prospective bidders willing to participate in this tender shall necessarily register themselves with above mentioned e-procurement portal. The tender timeline is available in the critical date section of this tender published in www.etenders.kerala.gov.in. A). Online Bidder registration process: Bidders should have a Class II or above Digital Signature Certificate (DSC) to be procured from any Registration Authorities (RA) under the Certifying Agency of India. Details of RAs will be available on www.cca.gov.in. Once, the DSC is obtained, bidders have to register on www.etenders.kerala.gov.in website for participating in this tender. Website registration is a one-time process without any registration fees. However, bidders have to procure DSC at their own cost. B). Online Tender Process: The tender process shall consist of the following stages: i. Downloading of tender document: Tender document will be available for free download on www.etenders.kerala.gov.in. However, tender document fees shall be payable at the time of bid submission as stipulated in this tender document. ii. Pre-bid meeting: As mentioned in the tender documents. Page 5 of 89 Contractor Superintending Engineer iii. Publishing of Corrigendum: All corrigenda shall be published on www.etenders.kerala.gov.in and shall not be available elsewhere. iv. Bid submission: Bidders have to submit their bids along with supporting documents to support their eligibility, as required in this tender document on www.etenders.kerala.gov.in. Hard copies of all tender documents and other supporting documents shall be submitted to the tendering authority within three days of opening of the tender. However, the online submitted documents will always supersede the manually submitted hard copies of documents for tender evaluation. v. Opening of Technical Bid and Bidder short-listing: The technical bids will be opened, evaluated and shortlisted as per the eligibility and technical qualifications. All documents in support of technical qualifications shall be submitted (online). Failure to submit the documents online will attract disqualification. Bids shortlisted by this process will be taken up for opening the financial bid. vi. Opening of Financial Bids: Bids of the qualified bidder‟s shall only be considered for opening and evaluation of the financial bid on the date and time mentioned in critical date‟s section. C). Documents Comprising Bid: (i). The First Stage (Pre-Qualification or Technical Cover based on 1cover or2 cover tender system): Pre-Qualification or Technical proposal shall contain the scanned copies of the following documents which every bidder has to upload: i) Document 1 : Scanned copy of duly filled and signed preliminary agreement prepared in Kerala Stamp Paper worth Rs.200/- ii) Document 2 : Scanned copy of documents to prove eligibility criteria iii) Document 3: The NIT documents of the work downloaded from the website to agree with the tender conditions iv) Document : Any other documents as per the requirement of the tender conditions v) …………….. (the number may vary with departments/ Tender requirement) Kerala Water Authority doesn‟t take any responsibility for any technical snag or failure that has taken place during document upload. (ii). The Second Stage (Financial Cover or as per tender cover system): The Bidder shall complete the Price bid as per format given for download along with this tender. Note: The blank price bid should be downloaded and saved on bidder‟s computer without changing file- name otherwise price bid will not get uploaded. The bidder should fill in the details in the same file and upload the same back to the website. Page 6 of 89 Contractor Superintending Engineer Fixed price: Prices quoted by the Bidder shall be fixed during the bidder's performance of the contract and not subject to variation on any account. A bid submitted with an adjustable/ variable price quotation will be treated as non - responsive and rejected. D). Tender Fee and Earnest Money Deposit (EMD) The Bidder shall pay, a tender fee and Earnest Money Deposit (EMD) or Bid Security amount as per the tender documents. The Bid security is required to protect the purchaser against risk of Bidder‟s conduct, which would warrant the forfeiture of security. The holy shrine dedicated to Lord Ayyappa is situated 914 metres above sea level amidst dense forests in the rugged terrains of the Western Ghats. Lord Ayyappa is looked upon as the guardian of mountains and there are several shrines dedicated to him all along the Western Ghats. The festivals here are the Mandala Pooja, Makara Vilakku (December/January) and Vishu Kani (April). The temple is also open for pooja on the first 5 days of every Malayalam month. The vehicles go only up to Pampa and the temple, which is situated 5 km away from Pampa, can be reached only by trekking. MESSAGE The Kerala State Biodiversity Board in association with the Biodiversity Management Committees - which exist in all Panchayats, Municipalities and Corporations in the State - had conducted a rapid Impact Assessment of floods and landslides on the State’s biodiversity, following the natural disaster of 2018. This assessment has laid the foundation for a recovery and ecosystem based rejuvenation process at the local level. Subsequently, as a follow up, Universities and R&D institutions have conducted 28 studies on areas requiring attention, with an emphasis on riverine rejuvenation. I am happy to note that a compilation of the key outcomes are being published.

The holy shrine dedicated to Lord Ayyappa is situated 914 metres above sea level amidst dense forests in the rugged terrains of the Western Ghats. Lord Ayyappa is looked upon as the guardian of mountains and there are several shrines dedicated to him all along the Western Ghats. The festivals here are the Mandala Pooja, Makara Vilakku (December/January) and Vishu Kani (April). The temple is also open for pooja on the first 5 days of every Malayalam month. The vehicles go only up to Pampa and the temple, which is situated 5 km away from Pampa, can be reached only by trekking. During the festival period there are frequent buses to this place from Kochi, Thiruvananthapuram and Kottayam. DOC No. KSEBL_EAP_16_GAVI _R2 March 2021 i Emergency Action Plan for GAVI MARCH 2021 GAVI DISCLAIMER This is a Tier I EAP document prepared based on Dam Break Analysis carried out using the digital elevation model (DEM) derived from the Japan Aerospace Exploration Agency (JAXA) global digital surface model (DSM) dataset with a horizontal resolution of approximately 30meters (1 arc-sec). Every effort has been taken to estimate the severity of flooding and inundation areas likely to be affected by failure of diversion structure - Gavi. These estimates are based on available primary and secondary data. Every effort has been made to foresee varied emergency possibilities and develop appropriate notification procedures for timely rescue and relief operations. However, implementation of the Emergency Action Plan (EAP) involves many agencies, who are required to work in a coordinated manner to reduce the consequences of the emergency triggered by the dam site condition. Effectiveness of the rescue and relief operations depend on many factors including the adequacy and accuracy of the estimation of the severity of flooding, coordinated efforts of all the agencies involved in rescue and relief efforts and availability of facilities like power, telephones, road communications, etc. EAP Developer may therefore, not be held responsible for the efficacy of the EAP.
