REPLACING CORPORATE TAX REVENUES WITH A MARK TO MARKET TAX ON SHAREHOLDER INCOME Eric Toder and Alan D. Viard October 2016 ABSTRACT We propose reducing the corporate tax rate to 15 percent and replacing the foregone revenue with a tax at ordinary income rates on the accrued, or mark-to-market income of American shareholders of publicly traded corporations, accompanied by an imputation credit for U.S. corporate income taxes paid. The proposal would dramatically reduce the tax significance of the source of corporate profits and the residence of corporations, both of which can be easily manipulated. Lowering the corporate tax rate to 15 percent would encouraging a capital inflow to the United States and reduce incentives to shift reported profits overseas and engage in inversion transactions while continuing to impose tax on foreigners who earn economic rents from investing in the United States. The proposal includes provisions for averaging of mark-to- market income, transition relief for firms that move from closely held to publicly traded status, and other measures to address the challenges of mark-to-market taxation. We estimate that the proposal would be approximately revenue-neutral and would make the distribution of the tax burden slightly more progressive. These seminars bring together civil society, business representatives, policy makers, academics and interested citizens to discuss and exchange views on tax avoidance and tax evasion. Further events are planned throughout 2018 in Austria (17 May), France (8 June), Italy (19 September) and Ireland (9 October). The Commission hopes that the roadshow seminars will further encourage active engagement on tax fairness principles at EU, national and local levels. In particular, a main aim seems to be to spread the tax debate currently ongoing at the EU-level into member states as well. Commission launches VAT MOSS portal 19 April The European Commission has launched a Mini-One Stop Shop (MOSS) portal for VAT purposes. On the Road to Heaven: Poll tax, Religion, and Human Capital in Medieval and Modern Egypt Mohamed Saleh* University of Southern California (Preliminary and Incomplete: December 1, 2011) Abstract In the Middle East, non-Muslims are, on average, better off than the Muslim majority. I trace the origins of the phenomenon in Egypt to the imposition of the poll tax on non- Muslims upon the Islamic Conquest of the then-Coptic Christian Egypt in 640. The tax, which remained until 1855, led to the conversion of poor Copts to Islam to avoid paying the tax, and to the shrinking of Copts to a better off minority. Using new data sources that I digitized, including the 1848 and 1868 census manuscripts, I provide empirical evidence to support the hypothesis. I find that the spatial variation in poll tax enforcement and tax elasticity of conversion, measured by four historical factors, predicts the variation in the Coptic population share in the 19th century, which is, in turn, inversely related to the magnitude of the Coptic-Muslim gap, as predicted by the hypothesis. The four factors are: (i) the 8th and 9th centuries tax revolts, (ii) the Arab immigration waves to Egypt in the 7th to 9th centuries, (iii) the Coptic churches and monasteries in the 12th and 15th centuries, and (iv) the route of the Holy Family in Egypt. I draw on a wide range of qualitative evidence to support these findings. This year’s edition of the booklet has been expanded to include an additional five countries over- and-above the thirty-five countries featured in last year’s edition. Staiger and Alan O. Sykes Existing formal models of the relationship between trade policy and regulatory policy suggest the potential for a regulatory race to the bottom. World Trade Organization (WTO) rules and disputes, however, center on complaints about excessively stringent regulations. This paper bridges the gap between the existing formal literature and the actual pattern of rules and disputes. Employing the terms-of-trade framework for the modeling of trade agreements, we show how “large” nations may have an incentive to impose discriminatory product standards against imported goods once border instruments are constrained and how inefficiently strin- gent standards may emerge under certain circumstances even if regulatory discrimination is prohibited. -

M09_KRUG6654_09_SE_C09.QXD 10/20/10 9:54 PM Page 192 chapter9 The Instruments of Trade Policy Part Two revious chapters have answered the question, “Why do nations trade?” by describing the causes and effects of international trade and the functioning Pof a trading world economy. While this question is interesting in itself, its answer is even more interesting if it also helps answer the question, “What should a nation’s trade policy be?” For example, should the United States use a tariff or an import quota to protect its automobile industry against competition from Japan and South Korea? Who will benefit and who will lose from an import quota? Will the benefits outweigh the costs? This chapter examines the policies that governments adopt toward interna- tional trade, policies that involve a number of different actions. These actions include taxes on some international transactions, subsidies for other transac- tions, legal limits on the value or volume of particular imports, and many other International Trade Policy measures. The chapter thus provides a framework for understanding the effects of the most important instruments of trade policy. LEARNING GOALS After reading this chapter, you will be able to: • Evaluate the costs and benefits of tariffs, their welfare effects, and winners and losers of tariff policies. • Discuss what export subsidies and agricultural subsidies are, and explain how they affect trade in agriculture in the United States and the European Union. • Recognize the effect of voluntary export restraints (VERs) on both importing and exporting countries, and describe how the welfare effects of these VERs compare with tariff and quota policies.
