Somalian Tilannekatsaus Toukokuussa 2018 1 (125) Raportti MIG-1812688 06.03.00 08.06.2018 MIGDno-2018-40 SOMALIAN TILANNEKATSAUS TOUKOKUUSSA 2018 Tässä katsauksessa käsitellään Somalian turvallisuusolosuhteita ja näihin vaikuttavia merkittävimpiä tapahtumia ja turvallisuusvälikohtauksia, joita Somaliassa on tapahtunut 1.12.2017 - 15.5.2018 välisenä aikana. Katsaus päivittää maatietopalvelun aiempaa vastaavaa selvitystä (Somalia tilanne marraskuussa 2017, 15.12.2017). Katsauksessa on käytetty eri julkisten lähteiden, kuten YK-tahojen ja toimittajien raportointia, joka on ollut Maahanmuuttoviraston saatavissa katsauksen kirjoittamisajankohtana. Somalian tapahtumien osalta keskeisiä uutisseurannan lähteitä 1.12.2017 - 15.5.2018 välisenä aikana ovat olleet somalialaiset englanninkieliset uutiskanavat kuten Shabelle News, Radio Dalsan, Radio Kulmiye, Garowe Online, Goobjoog News, Mareeg.com, Radio Risaala, Somali Update ja Allgalgaduud Media. Somalian epävakauteen liittyvien välikohtausten ja niissä aiheutuneiden henkilövahinkojen lukumäärän osalta keskeisenä lähteenä on käytetty ACLED1 (Armed Conflict Location & Event Data Project) tietokannan tietoja. Katsaus keskittyy Somalian turvallisuustilanteeseen; muita ajankohtaisia teemoja käsitellään muissa maatietopalvelun tuotteissa. Toimittajien työskentelyolosuhteet Somaliassa ovat vaikeat ja vaaralliset. Etenkin al-Shabaabin alueilta raportointi on hankalaa ja vaarallista, eikä kaikista tapahtumista ole välttämättä saatavilla varmennettua tietoa. Lisäksi monista turvallisuuteen vaikuttavista välikohtauksista saatavat tiedot ovat puutteellisia tai konfliktiin osallistuvan osapuolen ilmoittamia. Lähde: Jason Mosley, Chatham House 2015. MIG-1812688 4 (125) RAPORTTI 1. Maan yleinen tilanne 1.1. Poliittinen tilanne ja kehitys Poliittisesti Somalian olosuhteet ovat toukokuussa 2018 epävakaat. Sisäpolitiikalle ovat olleet edellisen seurantajakson jälkeen ominaista poliittisten instituutioiden keskinäinen valtataistelu, jolle voimassa olevan perustuslain epätäsmälliset normit ja vakiintumattomat käytännöt ovat jättäneet tilaa. Tämä näkyy varsinkin Somalian keskushallinnon ja osavaltioiden välisissä suhteissa, mutta myös keskushallinnon sisällä poliittisten instituutioiden keskinäisissä suhteissa. Somalian politiikkaan kytkeytyy keskeisesti klaaniajattelut. Vakavien poliittisten ristiriitojen aikana poliitikot tukeutuvat omiin klaaneihinsa ja tarvittaessa niiden aseellisiin joukkoihin. Somalian liittovaltion keskushallinnon ja osavaltioiden väliset suhteet ovat pysyneet jännitteisinä. Osavaltioiden näkemyksen mukaan keskushallinto on tehnyt ratkaisuita ilman, että se olisi konsultoinut riittävästi osavaltioiden hallintoja. Keskushallinto puolestaan on syyttänyt osavaltioita maan ulkopolitiikkaan puuttumisesta. Tämä on näkynyt varsinkin suhtautumistavassa Lähi-idässä meneillään olevaan vastakkainasetteluun Qatarin sekä Saudi-Arabian ja Arabiemiraattien välillä. Somalian keskushallinto on pyrkinyt pysymään puolueettomana ja olemaan liittoutumatta kummankaan osapuolen kanssa, kun taas osavaltiot ovat asettuneet Saudi-Arabian ja Arabiemiraattien puolelle. Aihetta koskevat näkemyserot johtivat vakavaan välirikkoon osavaltioiden ja liittovaltion keskushallinnon välisissä suhteissa. Osavaltioiden presidentit päättivät loppuvuodesta 2017 keskeyttää kaiken yhteistyön keskushallinnon kanssa. Jännitteet ovat osoitus Somalian hallinnon rakenteiden keskeneräisyydestä ja haavoittuvuudesta.2 Poliittiset näkemyserot liittovaltion parlamentin puhemiehen Mohamed Osman Jawarin ja presidentti Mohamed Abdullahi Mohamed ”Farmajon” johtaman hallituksen välillä kärjistyivät kevään aikana erittäin vakaviksi. Osapuolilla oli erilaisia käsityksiä mm. parlamentin ja hallituksen roolista ja työnjaosta. Lisäksi monet ministereistä ja parlamenttiedustajista pitivät Jawaria paitsi esteenä uuden perustuslain laatimisprosessille, niin he myös syyttivät puhemiestä vallan väärinkäytöksistä. Näkemyserojen seurauksena presidentti liittolaisineen pyrki erottamaan puhemiehen parlamentissa pidettävässä äänestyksessä. Mahdollista epäluottamusta ja siitä aiheutuvaa konfliktia ennakoiden osapuolet rekrytoivat pääkaupungissa omia klaanijoukkojaan. Jawaria tukevat sotilaat asettuivat parlamenttirakennukseen estääkseen luottamusäänestyksen. Samaan aikaan presidentin ja hallituksen puolella olevat sotilaat asettuivat rakennuksen ulkopuolelle. Vasta AMISOM-joukkojen väliintulo esti tilanteen eskaloitumisen väkivallaksi.

    Lower Shabelle – Situation Analysis October 2012 Context Lower Shabelle region borders Mogadishu, Middle Shabelle, Middle Juba, Bay and the Indian Ocean. Its estimated population is 850,651 with a rural/urban split of 80/20 per cent1. The region has eight administrative districts and six livelihood zones, mainly the riverine, agro-pastoral and coastal pastoral zones. Lower Shabelle has the largest concentration of IDPs with 496,000 people, including 406,000 in Afgoyee.2 These IDPs were originally displaced from Mogadishu by a multi-dimensional conflict since 2007, living in the Afgooye corridor. During the conflicts in February and May 2012, over 50,000 IDPs were displaced to Mogadishu and other parts of Lower Shabelle from the Afgooye corridor. In June 2012, AMISOM/Somali National Army (SNA) took over Afgoye town, ending more than four years of Al-Shabaab rule. In August 2012, Merka, previously under AS, was also taken by AMISOM and SNA. The remaining districts in the region are still under Al-Shabaab control. Humanitarian Needs Food Security: Lower Shabelle Gu 2012 cereal production is estimated at 27,500 Mt or 54 per cent less than the Post War Average (PWA) Gu (1995-2011). However, as it is 214 per cent above the PWA Deyr average crop production, it compensated for the Gu shortfall thus the overall food security situation in Lower Shabelle is good, there are still about 70,000 people in rural and 30,000 in urban areas are in the crisis phase, according to the integrated food security classification. Good livestock conditions and improved terms for trading goats for cereal is a positive indicator for pastoralists’ food security.

Despite the success of SELIP II in responding to humanitarian needs of conflict and climate-affected populations across Somalia, in early 2017 the country experienced severe drought conditions that continued to worsen throughout the year, and Mercy Corps requested an addition budget of $4,000,000 in cost extension. This enabled Mercy Corps to support the disaster-affected communities and families with critical and immediate water, sanitation and hygiene (WASH) needs/services, expanded economic recovery and market systems (ERMS) support, and targeted agriculture and food security activities in the South Central Somalia regions of Galmudug, Lower and Middle Shabelle, Banadir, and Lower Juba as well as in new drought-affected areas in Gedo and Baidoa (IDP camps).

Welcome and Introductions: The meeting officially opened at 10.10 A.M on 20th September, 2017.The meeting chaired by Ahmed Abdikadir, Gedo Nutrition Cluster Focal Point. The episode was commenced with recitation of the holy Quran verses. Then round self‐introduction of meeting participant was started and immediately the chairman took the participant through the agendas of the meeting. 2. Review and endorsement of the last cluster meeting’s minutes and follow up on the action points: Partners’ reviewed the previous meeting minutes on ‐16th August, 2017 and endorsed as true record of the meeting documents. The chair person appreciated and opened the floor of discussion agendas for the participants as he requested the members to sustain the nutrition coordination meetings and the noble mission of helping and providing sustainable. 3. Key Nutrition Services and Situational Highlights: The situation is generally stable, there is humanitarian supply usurped in Elwak Gedo Somalia but no agency staff kidnapped and most programs are running in the region within the accessed areas Specific updates from each partner; CEDA; currently implementing OTP in 21 sites 3 static and 15 mobile. Kabasa IDP and Qansahley IDP which UNICEF were directly implementing OTP program but handover to CEDA from 1st August 2017.
