21. *Mr. Naveed Aamir Jeeva: (Deferred during 27th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that Registrar Office being a regulator, has taken notice that Bahria Enclave, a Housing Project of in , has failed to give physical possession of plots to their legitimate allottees, who have deposited full payment of their plots, despite the lapse of several years; if so, the details thereof;

(b) did the Registrar Office make the administration of Bahria Enclave accountable in this regard; if so, the details thereof;

(c) the corrective measure being taken by the Registrar Office to compel the administration of Bahria Enclave to give physical possession of the plots to allottees at an earliest; and

(d) time by which, physical possession of the allotment of the above will be made to allottees?

Minister for Interior (Sheikh Rashid Ahmed): (a), (b), (c) and (d) Bahria Town does not come in the ambit of Registrar Office ICT, Islamabad and therefore Registrar office is not regulator of this Housing project. As such the Registrar office is not in a position to take any measure against the Administration of the Bahria Town. 2 121. *Mrs. Shahida Akhtar Ali: (Deferred during 28th Session)

Will the Minister for Interior be pleased to state:

(a) whether the Assistant Commissioner (City) has been appointed as Inquiry Officer by the Deputy Commissioner, Islamabad to probe fraud committed in Jammu and Kashmir Housing Society Zone-II, Islamabad;

(b) if so, the detail of cases for which responsibility has been given to him alongwith the number of meetings held with respective dates so far in this regard;

(c) the names of officers participated therein alongwith other details thereof; and

(d) the detail of amount misappropriated in these cases alongwith the time by which inquiry will be finalized and the time by which possession of G-15/4, Islamabad main roads, pockets would be got cleared?

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that all Provincial District Judicial Officers particularly in BS-22 who are also Civil servants, are deprived from entitlement of official Passports;

(b) whether it is a fact that some of Judges of Provincial District- Judiciary have been granted special permission to acquire official Passport; if so, details of those who have obtained official Passports at present;

(c) what corrective measures are being taken by the Government to give entitlement of acquiring official passports to judges of 3 provincial district judiciary who hold posts in BS-21 and 22 at present; and

(d) time by which, the such entitlement will be granted to aforesaid grades Judicial Officers in District Judiciary?

Minister for Interior (Sheikh Rashid Ahmed): (a) The officers of Judiciary are not covered within the definition of civil servants as conveyed by Ministry of Law, Justice and Human Rights vide u.o. No. 784/13­Law­I dated 26­12­2013 (Annex-I). As per para­9 of passport and visa manual 2006 Judicial Officers are not entitled for issuance of official passports.

(b) Previously, as per request of Shariah Academy, International Islamic University of Islamabad, Judges of Provincial district judiciary who were the participants of Shariah Law Course had been issued official passports of restricted validity of one year as per detail at Annex-II. However, the request of Shariah Academy for grant of special permission for issuance of official passport was regretted by Ministry of Interior for not being covered under the Para 9 of Passport & Visa Manual, 2006 on dated 22­02­2021 (Annex-III).

(c) A proposal regarding entitlement for issuance of official passports to judges while proceeding abroad on official business/training, study tours or to attend seminars has been made in draft passport rules 2020.

(d) Position already explained at para­a above.

91. *Ms. Zahra Wadood Fatemi: (Deferred during 29th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that the Metro Bus Service connecting and Islamabad is now in an extremely un-satisfactory state;

(b) if so, what steps are being taken by the Government in this regard? 4 Minister for Interior (Sheikh Rashid Ahmed): (a) Briefly, the current state of services of PMBS are as under:

A. RIDERSHIP

i. Since inception approximately 202 Million passengers have been moved till 04th March, 2021.

ii. Average daily ridership was 112,367 passengers per day (ppd) before implementation of fare increment on 23rd August, 2019. After fare increment the average daily ridership was reduced to 93,908 ppd. This average was further reduced to 65,611 ppd after onset of Covid­19 (23rd March 2019 ­ 28th Feb 2021).

iii. The average daily ridership is recovering due to uplifting of Covid­19 restrictions which is now 98,134 ppd.

B. OPERATIONS

i. Operations services which include Janitorial & House Keeping, Fans, Water Coolers, Ticketing System, Surveillance, Bus Operation, Security & Safety and Stations & Corridor Lights are in completely satisfactory state.

ii. Passenger’s satisfaction is evident from their positive feedback at PMDU complaint portal. It is now standing at 43% and was 38% last year based on which in February 2020, PMDU had categorized PMBS in the top category of “Excellent” with remarkable 78.81% satisfaction level (Annexure-A).

iii. The negative feedback is only due to non­functional Escalators and Elevators at stations. The current operational status of Escalators is 41 out of 83 and that of Elevators is 53 out of 83 as on 04th March, 2021. Repair works of malfunctioned Escalators and Elevators are in progress and will be completed in 60 days after import of spare parts. 5 C. MAINTENANCE

i. Maintenance of Infrastructure is a routine process which PMA is carrying out on regular basis.

ii. Maintenance at all twenty­four (24) stations is satisfactory.

iii. Currently, tile works at underpasses is in progress.

iv. Maintenance works of corridor is completed at all stations.

v. Repair works of Tuff Pavers is in progress at 06 number of stations in Islamabad.

96. *Mr. Muhammad Afzal Khokhar: (Deferred during 29th Session)

Will the Minister for Overseas Pakistanis and Human Resource Development be pleased to state:

(a) whether Ministry itself or any other institution on behalf of Government has compiled a data of workers who were laid off from their respective jobs in foreign countries and returned to since March, 2020 due to outbreak of Covid-19; if so, the details thereof;

(b) whether it is a fact that Government was planning to set up a portal for taking care of such workers;

(c) if so, whether such portal was set up; if yes, total number of persons who registered themselves on such portal, and how is Government extending its support to them; and

(d) what steps are being taken in particular after the outbreak of Coved-19 to explore new markets of workforce for Pakistani workers? 6 Minister for Overseas Pakistanis and Human Resource Development: (a) Overseas Employment Corporation (OEC), an autonomous organization working under the administrative control of Ministry of Overseas Pakistanis & HRD launched an online portal on 9th June, 2020 for the registration of returnee migrants to Pakistan owing to COVID­19 pandemic.

(b) After the launching of portal w.e.f. 9th June, 2020, the data of these returned migrants is shared with all the stakeholders including National Vocational and Technical Training Commission (NAVTTC), Benazir Income Support Program (BISP), EHSAAS Program, Small and Medium Enterprises Development Authority (SMEDA) and Overseas Pakistanis Foundation (OPF) for the integration of migrant workers in local and international labour markets.

(c) Yes, this portal was launched by Overseas Employment Corporation (OEC) being a Government Body, for registration of returning Pakistani workers from abroad. Since then, 93,081 Pakistani returnee workers have registered themselves on online portal till 31st March, 2021.

A comprehensive reintegration strategy / plan has been developed for returned migrant workers to reintegrate them by:

 Collection and compilation of data for impact assessment and addressing challenges to labour migration and sharing the same with all stakeholders.

 Facilitating returnees to obtain jobs in national and international job markets through up­skilling and certification.

 A Memorandum of Understanding (MoU) has been signed between Deutsche Gesellschaft Fur International Zusammenarbeit GmbH (GIZ) and Ministry of Overseas Pakistanis & Human Resource Development on “Technical Assistance to the Facilitation and Reintegration Centers for Pakistani Workers”. The objective of this MoU is to facilitate the returning overseas Pakistanis through counseling and introduction to employment or entrepreneurship measures for the purpose of their re­integration in Pakistan.

 Facilitating the interested returnees to set up their own businesses through Small and Medium Enterprises Development Authority (SMEDA), National Youth Development Framework (NYDF) etc. 7 (d) Bureau of Emigration and Overseas Employment (BE&OE), an Attached Department of Ministry of Overseas Pakistanis and Human Resource Development is taking various steps to explore new markets for work­force of Pakistani workers. BE&OE has developed a diversification strategy for promoting/enhancing the export of manpower to potentially non­traditional countries such as Japan, Germany, Canada, Romania, Belgium and Portugal. The Department is at an advance level of talks with these countries for signing of MoUs to boost the Pakistani manpower export.

Will the Minister for Interior be pleased to refer to Starred Question No.10 replied on 16-10-2020 and to state:

(a) details of persons, alongwith address of katchi abadi, whom plots were offered and allotted, separately, in Model Urban Shelter Project, Farash Town, Islamabad;

(b) whether the persons whom plots were allotted, have they occupied the same; if so, the details of vacated plots of the katchi abadi;

(c) detail of persons, whom plots were allotted in Farash Town but did not vacate the occupied piece of land in katchi abadi;

(d) whether any action has been taken against them; if so, the details thereof; if not, the reasons thereof;

(e) the date upon which a proposal of such allotments has been moved to competent authority;

(f) if yes, what action has been taken against the violators by the competent authority thereupon; 12 (g) whether it is a fact that size of katchi abadies has been rapidly increasing in the capital for the last many years;

(h) if so, what exclusive measures are being taken by the Government to take action against above persons in this regard?

104. *Mr. Iqbal Muhammad Ali Khan: (Deferred during 29th Session)

Will the Minister for Interior be pleased to refer to the Question No.29 replied on 16-10-2020 and to state:

(a) the detail of action taken so far, by the present management of Jammu and Kashmir Cooperative Housing Society in connection with the fraud of illegal allotment of the Farm House; (b) the time by which illegal allotments will be cancelled and the allotments will be made to those who have deposited amount earlier; (c) what role will be the district management in this context; (d) if no, action is taken by the administration of society in connection with the fraud made by the society?

Minister for Interior (Sheikh Rashid Ahmed): (a) The cases/ reference have been filed by the present Management at different relevant forums/departments i.e. ICT, NAB & FIA against suspects / former office bearers / members of the ex­Management.

(b) The present management has filed 42 different inquiries before the Registrar Cooperative Societies Department, ICT, Islamabad who nominated different Assistant Commissioners for holding inquiries against the former officer bearers of the societies. Out of which 10 Nos. inquiries have been finalized. However, the result of these inquiries have been challenged by the aggrieved parties before vide petitions No. 3467/2020, 3643/2020, 3663/2020, 3849/2020, 3865/2020, 3928/2020, 3929/2020, 3930/2020, 3931/2020, 3948/2020, 3980/2020, 3981/2020, and 3982 are Annexed. 13 (c) The Deputy Commissioner / Registrar Cooperative Societies Department, ICT, Islamabad entrusted 38 inquires to the different Assistant Commissioners agianst the previous Managing Committee of Jammu & Kashmir Cooperative Housing Society, Islamabad. 105. *Ms. Hina Rabbani Khar: (Deferred during 29th Session) Will the Minister for Interior be pleased to state: (a) what is the number of people who come from Afghanistan to Pakistan through each crossing on a daily/weekly/monthly basis on average; (b) number of people who crossed it per month in the last year; and (c) how many people cross with visas and without obtaining such visa? 111. *Mr. Iqbal Muhammad Ali Khan: (Deferred during 29th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that an agreement for purchase of land for Jammu Kashmir Cooperative Housing Society, Zone-II, Islamabad took place between the society administration and Mr. Bashir Ahmed S/O Muhammad Rafiq, in January, 2016;

(b) the token money paid to Mr. Bashir Ahmed alongwith the cost of purchase of the said land and all other details in respect of such agreement;

(c) whether any inquiry is under way regarding the said agreement in view of the overall investigations of fraud committed in the society; if so, the details thereof; and

(d) the time by which the inquiry of fraud in the allotment of plots would be completed?

1. *Mr. Muhammad Aslam Khan:

Will the Minister for Interior be pleased to state:

(a) whether authorities concerned have taken notice of rampant increase of plying rickshaws and other un-authorized vehicles 16 both for purpose of passengers and freight in administrative territorial jurisdiction of ICT, in general, and particularly in Sector I-9, I-10 and Express Highway and IJP Road, Islamabad;

(b) if so, the reasons thereof; and

(c) what measures are being taken by the Government to stop the above?

Minister for Interior (Sheikh Rashid Ahmed): (a) Secretary, Islamabad Transport Authority exercises regulatory and supervisory oversight on Public Transport in ICT. It is submitted that there is already a ban on plying of rickshaws in Islamabad Capital Territory and no such permission at any time is granted by ICT Administration to Rickshaws/other un­authorized vehicles to ply within the territorial limits of ICT.

(b) Secretary, ITA carried out regular inspections from time to time and takes action against violators by imposing fines and impounding the rickshaws and other unauthorized vehicles etc.

(c) Despite the short/limited field staff of this office regular inspection/ checking is carried out from time to time and action is taken against the drivers/ violators within the territorial limits of Islamabad Capital Territory. In this regard, during last six months, the inspection/checking was conducted at a number of points in Islamabad and around 33 Rickshaws were impounded in police stations and violators were imposed fine as per law.

2. *Begum Tahira Bukhari:

Will the Minister for Interior be pleased to state:

(a) whether there is any correspondence has been made between the concerned department and Islamabad High Court for starting operation to eliminate the stray/pie dogs in Islamabad in compliance of Writ Petition No.1155/2019; if so, the details thereof;

(b) if not, whether there is any proposal under consideration of the Government to make the compliance of part (a) of above; and

(c) the time by which it will be implemented? 17

Minister for Interior (Sheikh Rashid Ahmed): (a) It is submitted that the Honorable Islamabad High Court Directed to Islamabad Wild Life Management Board, Ministry of climate Change in Writ Petition No. 1155/ 2019 that.

“The Board is the competent authority to prescribe a policy and mechanism regarding stray dogs. It is expected that the Board while formulating the policy will have regard to the best practices observed internationally and the injections of Islam which teaches treating animals in humane manner.”

The decision was conveyed by the chairman Islamabad Wild Life Management Board vide letter No. L 2012 WMD dated 1­06­2020 and accordingly incompliance Sanitation Directorate stopped Dog Shooting with immediate effect. It is therefore Islamabad Wild Life Management Board, Ministry of Climate Change to correspond with Islamabad High Court.

(b) Decision by the Wild Life Management is still awaited. Previously Sanitation Directorate was taking action against stay / pie dogs. To avoid/ control spread of rabies in Islamabad, ICT, as per clause # 89, chapter (X) of ICT Municipal bye laws, 1969. Same is reproduced.

“No person shall keep a dog without a license issued on payment of prescribed fee Rs. 5/- per dog by the Director (Municipal Administration). The dogs must be chained failing which they are liable to be treated as stray dogs and killed (by Sanitation Directorate) at the risk of the owner.”

(c) As & when decision received from Islamabad Wild Life Management Board & this office will implement the same.

3. *Mr. Ali Gohar Khan:

Will the Minister for Interior be pleased to state the steps taken or being taken by the present Government to eliminate bribery and the details of amount recovered so far? 18 Minister for Interior (Sheikh Rashid Ahmed):

STEPS TAKEN

 FIA has successfully complied and resolved 73469 complaints forwarded to the agency through PMDU Portal since launching of the initiative.

 A complaint Management Unit (CMU) has been established in FIA which is Working 24/7. CMU has processed 31823 complaints during period.

 For efficient managerial control, FIA Zonal offices have been segregated into two regions i.e. North and South. Each region is headed by an officer of BS­21. For better public service delivery, two Zones of FIA (i.e. Punjab and Sind) have been split into Zone­I and Zone­II respectively.

STEPS BEING TAKEN

 In order to eradicate corruption, revamping plans of FIA has been approved by the Honorable P.M of Pakistan. Resultantly recruitment test for 486 seats, was held in 2019 in Phase­I.

 Amendments have been proposed in Anti­Money laundering Act, 2010 and FIA Act, 1974 to enhance Punishments and to empower FIA for the collection of Bank record, to ensure timely completion of the investigations in corruption cases.

 Bribery trap raids cases are encouraged.

Since July 2018, 1908 cases have been registered by FIA.

Minister for Interior (Sheikh Rashid Ahmed): (a) The current strength in the Capital is insufficient as the sanctioned number of Police Personnel in ICT are 11544 whereas the present number stands at 10183 (1361 less).

(b) A total number of 22 police stations and 04 check posts have been established to control the crime and law & order situation in Federal Capital.

(a) whether it is a fact that Board of NADRA is incomplete at present and yet Government has not taken steps for such appointment in the Board of the NADRA for the last two years as per law; if so, the justification thereof;

(c) whether it is also a fact that despite being incomplete Board, NADRA is signing different contracts and making purchase, without prior approval of the board members;

(b) Ministry of Interior has already initiated selection process. It is likely to be completed soon.

(a) the detail of workers who were sent abroad through bureau of immigration from the Khyber Pakhtunkhwa (KP) during the period of last six years so far;

(b) the names of the countries where they were sent, indicating also the details of the trades in which they were employed by the destination countries; and

(c) the names of those institutions in KP which are providing training to their workers at present?

Minister for Overseas Pakistanis and Human Resource Development: (a) The detail of emigrants proceeded abroad through Bureau of Emigration and Overseas Employment, an Attached Department of Ministry of Overseas Pakistanis and Human Resource Development from Khyber Pakhtunkhwa (KP) during the last six year is at Annex-A.

(b) Bureau of Emigration and Overseas Employment (BE&OE) has implemented a project titled, “Registration of Intending Emigrants via Biometric 21 Verification System linked with NADRA” in all of its nine Protectorate of Emigrants offices w.e.f. October, 2018 to ensure the highest level of efficiency and improvement in service delivery. Launching of the project has also enabled BE&OE to maintain data of Emigrants in all required formats. Prior to the project, the data of Emigrants was being maintained manually in registers, therefore, it is difficult to furnish the countries and category­wise data of Emigrants registered from Khyber Pakhtunkhwa prior to October, 2018. The data of workers of KP for the period 2016 to October, 2018 compiled from manual register is at Annex-B. Biometrically verified data from October 2018 to 12th April, 2021 is at Annex-C. Moreover, country and category­wise data of emigrants registered for employment from KP for the period October 2018 to 12th April, 2021 (Biometric period) is at Annex-D & Annex-E respectively.

(c) The matter being Provincial is related to Technical Education and Vocational Training Authority (TEVTA) of Khyber Pakhtunkhwa. However, National Vocational and Technical Training Commission (NAVTTC) under the administrative control of Ministry of Federal Education and Professional Training has been requested to kindly provide the requisite information, the same will be furnished on its receipt from the quartet concerned (Annex-F).

Minister for Interior (Sheikh Rashid Ahmed): There is no such proposal under consideration, because no budget is allocated by Federal Government for this purpose. As per existing practice first / fresh Teslin based card is being issued free of cost. Fee structure for cards was approved by Federal Government Annex-A which was further reduced on the direction of Honourable Supreme Court of Pakistan in HRC 2468­G/2017. The fee comparison is at Annex-B.

(c) what steps are being taken by the Government to eliminate the menace of illegal trafficking of Pakistanis abroad?

Minister for Interior (Sheikh Rashid Ahmed): (a) FIA is responsible to regulate. the exit / entry of passengers travelling from and arriving into the country. Significant efforts have been made in curbing’ human trafficking, smuggling and performance of FIA during the last 03 years.

(b) FIA’s performance against human traffickers, human smugglers, agents during the last three years has been as follows:—

• Cases registered 14595. • 8125 accused persons. convicted from trial courts. • 5831 human traffickers, human smugglers, agents have, been arrested and punished by the trial courts. (c) The following steps are being taken by FIA to curb illegal smuggling: i. National Action Plan was adopted in 2005 to take action against Human Trafficking and Illegal Migration ii. FIA is an active member of an Inter­Agency. Task Force (IATF) established to coordinate the efforts of different federal and provincial agencies to curb the menace of illegal Immigration through porous western border. iii. FIA has established Case Management System (CMS) for Immigration offices. iv. 24/7 FIA helpline for complaints and support. v. FIA has digitalized all International Arrivals to and departure Immigration check posts entry/ exit points to digitize all international arrivals to and departures from Pakistan at their Immigration check post. 26 vi. FIA Link/ Liaison offices established in Sultanate of Oman, Iran and Greece.

vii. Establishment of Research and Analysis Center (RAC) at FIA HQ for analysing the latest trends and latest routes being adopted by traffickers/ smugglers.

viii. FIA also actively participated in following bilateral/ multilateral groups and processes relating to human trafficking/ smuggling.

ix. Budapest.

x. Bali process.

xi. Triangular initiatives between Pakistan, Afghanistan and Iran.

xii. Interpol.

xiii. FIA has established I­24/7 communication network.

xiv. FIA got issues Red Notices/ Warrants of human smugglers to locate and arrest them.

xv. FIA publishes yearly Red Book containing particulars/ information of Most Wanted Human Smugglers and Traffickers (MWS/T).

xvi. FIA has launched time and again mass awareness campaign with help of IGOs/ NGOs and media especially UNODC to sensitize the public against illegal human trafficking/ smuggling.

xvii. FIA, with the collaboration of UNODC has delivered police sensitization trainings and awareness sessions to sensitize Police on issues related to human trafficking and migrant smuggling (HTMS) amongst the civil society.

xviii. FIA is vigilant about human smuggling and human trafficking of women and children and strict action is taken whenever such a case is noticed. 27 xix. Two new acts, i.e. Prevention of Trafficking in Persons Act, 2018, and Prevention of Smuggling of Migrants Act, 2018 with enhanced punishments are being enacted. Being comprehensive, these acts are proving very helpful to tackle the problem of human smuggling/ trafficking. FIA and Police are the law enforcement agencies to take cognizance of crimes punishable under above said acts. xx. In January 2021, the federal cabinet approved the Prevention of Trafficking in Persons Rules, 2020, and Prevention of Smuggling of Migrants Rules, 2020, which are currently under printing process at the PCPP.

12. *Ms. Uzma Riaz:

Will the Minister for Narcotics Control be pleased to state: (a) the details of measures being taken by the Government in order to enhance the capacity of Anti Narcotics Force (ANF) for combating drug trafficking; (b) whether it is a fact that ANF lacks the required equipment to deal with such crimes; (c) if so, the details of the steps taken or being taken by the Government in this regard, particularly for the ANF personnels deputed in the Khyber Pakhtunkhwa and Balochistan in border regions?

Minister for Narcotics Control (Syed Ijaz Ahmad Shah): (a) At present, Anti­Narcotics Force is working with the strength of 2805x (all ranks) out of 3653x authorized strength. A case for enhancement of ANF manpower upto 10000x all ranks in phases was initiated out of which 505x posts have been approved/ created by Finance Division (Phase­ IA). However, recruitment on 416x posts of appointment quota (existing vacant + new created) is under process.

(a) the details of funds allocated for up-gradation as well as revamping of Cyber Crime Wing of Federal Investigation Agency (FIA) since 2018 till date; and

(b) steps taken or being taken by the incumbent Government to improve the performance and capacity of the personnel of the said FIA Wing during the period mentioned above?

Minister for Interior (Sheikh Rashid Ahmed): (a)

1  National Response Center for cyber Crimes (NR3c). Phase III was commissioned on 2018 with the original cost of PKR 1,128.61 Million and subsequently revised in January 2020 with the revised cost of PKR 1,275.53 Million.

 PKR 400 Million has been utilized in the project NR3c Phase­iii by June 30,2020.

 Current year allocation is PKR 250 Million and additional funds amounting to PKR 71.50 Million have been also been released in April 2021 and PKR 163.48 Million has been utilized till March 2021.

 Capital expenditure amounting to PKR 258.24 Million has been incurred to bring latest forensics & Investigations tools Hardware, software to enhance the capacity of Cyber Crime Wing­ FIA under the project NR3c Phase­III.

2 Revamping of Cyber Crime Wing-FIA

 A PC­1 with total cost of PKR 1,967 million has approved in April 2020, to reform and restructure CCW­FIA in order to ensure quick relief to general public in cybercrime cases.

 450 Million have been released so far, the procurement process for purchasing of IT and other technical equipment from the released amount, is near completion. 29

(b)  In the year 2018, 10 new Cyber Crime Reporting Center /PS have been established to give easy access to the public for their complaints.

 In the year 2019 367 new officials/officers have been recruited through PSDP Project. Which has improved the working of the circles

 To enhance capabilities and ‘expertise/skills of existing manpower, specialized local and international trainings have been imparted to technical and investigation officers of Cybercrime Wing-FIA.

 Up dated forensic equipment and software’s are being procured within this budget for efficient performance.

(c) whether rules of co-operative housing societies are registered with ICT department;

Minister for Interior (Sheikh Rashid Ahmed): (a) NADRA has so for registered 176 million citizens including minors. 13.98 million Citizens have been registered during the last five years. Almost 45 million populations (according to census) have not registered themselves.

(b) NADRA is making every possible effort to cover remaining population; however, same cannot be achieved without cooperation of the citizens.

As per law citizens are required to visit NADRA registration facility and provide his/her particulars/biodata for registration.

NADRA has taken many initiatives to cover remaining population including:­

 Free of cost registration (first time).

 Establishment of NADRA offices in all districts of the country. 32

 Establishment of NADRA offices in 461 out of 538 Tehsils.

 Conversion of NADRA Registration facilities to one Window Operations.

 Registration services are being provided at door step and in far flung areas through 264 Mobile Registration Vans (MRVs).

 40x more MRVs are being procured for enhancement of mobile operations.

 Provision of registration services at home to the old age and bed ridden citizens though manpack units.

 Women registration campaign in collaboration with ECP to register Women population in selected districts where registration gap is high.

(a) whether it is a fact that Sewage of Toyota Show Room and Save Mart situated in Sector F-15/1, Islamabad is being drained towords Khayaban-i-Jammu Kashmir Housing Society, Islamabad;

(b) whether it is also a fact that infectious diseases are spreading due to the said Sewage;

(c) if so, the time by which Sewage line will be restored by the CDA; if not, reasons thereof?

Minister for Interior (Sheikh Rashid Ahmed): (a) CDA Sewerage network has been laid in the CDA planned and developed sectors. Toyota 33 Showroom & Save Mart situated in Sector, F­15/1 falls outside CDA developed Sectors. As such, there is no CDA Sewerage network in this area. Sub Sector, F­15/1 falls in Zone­II of Islamabad which is to be planned and developed in Private Sector.

(b) Not related to Civic Management, CDA.

(c) CDA network in this sub sector i.e. F­5/1 is not to be laid by CDA.

19. *Syed Agha Rafiullah:

Will the Minister for Inter-Provincial Coordination be pleased to state:

(a) the details of total cases by or against the (PCB) filed since August, 2018, in any international body of arbitration alongwith the present status of each case thereof;

(b) the justification/reasons of filing of such cases (by or against the PCB);

(c) the expenditures incurred upon such cases and also expected to be incurred on each of above case till the final decision of the arbitrational body;

(d) whether PCB have hired services of lawyers other then its own legal team; if so, the details thereof;

(e) the details of amount which have been or to be paid to each legal person in this regard in each case; and (f) what are the reasons to hire such legal person, keeping in view of having PCB own legal team or wing?

Minister for Inter-Provincial Coordination (Dr. Fehmida Mirza): (a) The details are at Annex-A. (b) As above (c) PCB has informed that the information sought is by its nature sensitive and confidential and is in line with the contracts executed with the 34 respective law firms. (f) PCB has stated that PCB’s three­member in­house legal team plays a pivotal role in ensuring the fulfilment of PCB’s Strategic Plan by assisting the entire organization and providing appropriate legal cover, advice and solutions whilst safeguarding PCB’s interests at all times.  preparation of bid documents and agreements in respect of PCB and PSL commercial rights.

 litigation management and support.

 provision of assistance to all Departments of PCB.

 protection of PCB’s Intellectual Property Rights before the IPO and by serving legal notices to infringing / parties.

 successful negotiation and execution of out of court settlement of disputes with various rights holders.

 drafting rules and regulations for PCB – most recent being the Anti­Racism Code, Regulations for the Registration of Agents, Code of Conduct for Player and Player Support Personnel etc.

As the internal legal team is constantly engaged in dealing with in­ house matters, the PCB engaged the services of the following law firms having expertise in the relevant area of law as well as a full­fledged team of lawyers assisting them, with the internal team continuing to provide them additional support in relation to the international/arbitration proceedings:

1. For the Appeals before the Court of Arbitration for Sports:

M/S Rizvi and Rizvi, with Mr. Taffazul Rizvi acting as lead counsel in the matter. Mr. Rizvi has remained on PCB’s panel of lawyers for over a 35 decade; is a litigation expert and an Advocate for the Honourable Supreme Court of Pakistan; and has vast prior experience in dealing with proceedings under the Code. In this regard, Mr. Rizvi has played an important role in PCB’s fight against Corruption in Cricket. The PCB’s costs in this case were more than covered by virtue of CAS’s order requiring the cricketer to pay PKR. 4.25 million to PCB as fine.

2. For the Arbitrations before the London Court of International Arbitration (LCIA):

M/s FGE Ebrahim Hosain (previously LMA Ebrahim Hosain) with Barristers Ahmad Hosain and Zaki Rahman acting as lead counsels, who have also been on PCB’s Panel of Advocates for more than a decade, provide legal services in relation to the Pakistan Super League and International Media Rights. They have been engaged to represent the PCB before LCIA in the Blitz Advertising and Techfront International proceedings keeping in view their good past record in the provision of quality professional legal services for the PSL and their familiarity with the issues under contention.

Similarly, M/s Raza Khalil Abbasi Suhrawardy (“RKA Law”), with Mr. Muhammad Ali Raza (Advocate Supreme Court) acting as lead counsel, had been engaged to provide legal services in relation to the PCB v IMG Reliance proceedings due to their extensive experience with not only the LCIA but the International Court of Arbitration at the ICC, Court of Arbitration for Sports in Switzerland (CAS), UNCITRAL, Singapore International Arbitration Center (SIAC) and Dubai International Finance Center (DFIC) as well.

20. *Mr. Gul Dad Khan:

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that IJP Road, one of the busiest roads, is in dilapidated condition and needs repair and maintenance on priority basis to ensure flow of traffic;

(b) if so, the steps taken or being taken by the Government to make the said road smooth for the flow of traffic; 36

(c) whether it is also a fact that the road was originally built for light traffic but ever since, heavy vehicles including fully loaded trailers and trucks have been plied on the same road; and

(d) whether there is any proposal under consideration of the Government to widen the said road; if yes, the time by which the road will be widened for all type of traffic; if not, the reasons thereof?

Minister for Interior (Sheikh Rashid Ahmed): (a) Yes. IJP Road is the busiest road and due to heavy traffic almost 40­50% of the road is in dilapidated condition.

(b) The routine repair / maintenance such a necessary patch work etc. is being carried out for smooth flow traffic. However, keeping in the road now needs a complete rehabilitation including widening. The PC­I amounting to Rs.6739.000 M has been approved. The consultants have been appointed and detailed design alongwith estimates for the work are under approval.

(c) Yes, the road was originally constructed 2004­06 with design axel load of flexible pavement as 8.2 tons. However, after the Marriot Bomb Blast in 2007 heavy traffic were diverted to IJP Road from and the heavy traffic using the road is mostly carrying 25 tons axel load.

(d) Yes, the proposed rehabilitation of the road includes addition of two rigid pavement lane alongwith Rehabilitation of existing two lane on both sides of the roads. The time completion of work is two years from award of work. The work is scheduled to started by next financial year 2021­22.

21. *Ms. Nafeesa Inayatullah Khan Khattak:

(a) whether Deputy Commissioner, Islamabad, being a registrar of Private Housing Societies, which come under the administrative jurisdiction of capital, has taken notice that the Federal Employees Cooperative Housing Society could not provide basic amenities such as natural Gas, electricity, provision of safe drinking water, streets and roads/street lights etc, in their society despite collecting dues from legitimate owners;

(b) if so, the details thereof; if not, the reasons thereof;

Minister for Interior (Sheikh Rashid Ahmed): (a) It is submitted that presently no strength of Pakistan Ranger is deployed within Islamabad. The services of Pakistan Rangers are requisitioned by the District 39 Administration in collaboration with ICT Police in order to control the law & order situation as well as to avert any untoward eventuality.

(b) It is submitted that the ICT Police in order to enhance the capacity of the Islamabad Police so that the reliance on Pakistan Rangers could be ended have taken following steps:­

i. Counter Terrorism department has been established within Islamabad Police with the strength of approximately 450 numbers of officials/ officers. The CTD strength is being utilized in patrolling as well as to counter the subversive activities and criminals.

ii. Anti Riot Unit has been established to control the law & order situation within Islamabad with the strength of approximately 562 numbers of officials/ officers.

iii. Both the above Units i.e. CTD and AKU have been provided with Modern equipments, weapons and logistic support to cope the demand of the day.

27. *Ms. Shahida Rehmani:

Will the Minister for Inter-Provincial Coordination be pleased to state how is the Government promoting women sports in the country?

Minister for Inter-Provincial Coordination (Dr. Fehmida Mirza):

 The present Government is committed to provide every facility to promote sports in the country without any discrimination of caste & creed and male/female.

 PSB has affiliated 41 National Sports Federation which are responsible for promotion of their respective sports in the country. Most of these Federations have their women wings, however, in the revised Sports Policy, special emphasis is being given for establishment of Women Wings of all National Sports Federation for carrying out proper promotion of Women sports activities thereby ensuring Women empowerment.

 Provincial Sports Ministers have been requested to allocate 40

considerable funds in PSDP/ADP for the infrastructure development of the Women Sports facilities.

 Cash awards are being provided to the outstanding sports women by the Government for incentivizing /encouragement.

i. 13th South Asian Games, 2019 were held in Nepal from 01­12­2019 to 10­12­2019 in which 85 female players participated in 14 various disciplines. The female players won following medals and in recognition to their above performance, cash awards were granted in April, May, 2020:—

 Gold ­ 06  Silver ­ 30  Bronze ­ 42

ii. The Pakistan Cricket Board Awards 2020 were given during the last year wherein following female cricketers were winners of two categories:

 Female cricketers of the year ­ Aliya Riaz

 Emerging female cricketers of the year – Fatima Sana

 Training camps are being established for the facilitation/effective participation of the sportswomen in different National/ International events. On 27th January, 2021, the Chitral Women Sports Club delegation consisting of more than 40 Women met with Hon. Federal Minister for IPC and was extended grounds facilities for training purposes in Pakistan Sports Complex.

 PSB always encourage National Federations for promotion of sports including women. One female athlete Ms. Najma Parveen has been allotted gender equality quota and is participating in 32nd Tokyo Olympics. Ms. Amina Tayoda, Judo player is playing qualifying round duly sponsored by Government/ Pakistan Sports Board and expected to qualify. Miss. Misba Khan, Swimmer has also been allotted wild card through FINA for participation in the Tokyo Olympics as informed by Pakistan Swimming Federation. 41

 Pakistan Sports Board has established a Women Cell who looks after the affairs of Women sports and encourages their sporting activities in the country.

 Special focus is being given for Gender Equality in Sports thus, promoting women participation & involvement in sports.

(a) whether relevant authorities have taken the notice of the number of unsolicited calls which are made fraudulently to the people to rob common man in general on different counts;

(b) if so, the details thereof and the reaction of the authorities thereto;

(c) whether it is fact that relevant authorities have failed to apprehend owners of such SIMs which are used in such unsolicited calls; and

(d) whether this is possible to use such SIMs for such calls after conducting biometric verification; and

(e) what steps are being taken to make the responsible and users of such SIMs accountable in true spirit of Prevention of Electronic 42 Crimes under the PEC Act, 2016, and play proactive role to stop such menace forthwith?

Minister for Interior (Sheikh Rashid Ahmed): (a) During current year under section 13, 14, 17 of PECA­2016 CCW­FIA has received total of 4547 complaints regarding these unsolicited/fraudulent calls where common people were financially deceived.

(b) Out of 4547 complaints, 1815 converted into regular enquiry and 145 cases are also registered in this regard. In year 2019 1798 enquiries, 158 cases and year 2020 3706 enquiry, 154 cases were registered by FIA Cybercrime Wing respectively in each year,

(c) It is fact that Cybercrime FIA assists PTA in tracking and tracking the owner of such SIMs and interrogate them. During interrogation it revealed that all such SIMs were activated fraudulently by using different fraudulent techniques like silicon thumb impression etc.

(d) Yes it is possible that after biometric verification such SIMs used for unsolicited calls, under section 17 of PECA­2016 “unauthorized issuance of SIMs cards” is mandate of Pakistan Telecommunication Authority (PTA) to check and monitor the illegally SIMs biometric verification. During current year CCW­FIA registered 05 FIRs u/s 16, 17 and 15 accused were arrested and recovered 75 BVS devices, 14533 SIMs and 1408 silicon thumb impression and 3000 sheets. In the years 2019, 2020 Cybercrime FIA registered 90 FIRs and 300 enquiries, 107 accused were arrested and recovered 17 BVS devices, 25192 SIMs and 6446 silicon thumbs impressions along­with voter list. Loss averted calculated during year 2019 and 2020 was Rs.71.99 Million and estimated cost of confiscated items was Rs.91.76 million.

(e) Cybercrime FIA establish special team in every Cybercrime reporting center who dealt complaints against such unsolicited callers who defrauded common people, and also jointly crack downed with PTA against such franchises which activated SIMs fraudulently. PTA is the authority to monitor activation of such SIMs.

DNA/ Serology Section will be operationalized after recuritment and compliance of laid down procedures. NFSA has also future plan for DNA Profiling and Data Bank of criminals in order to control the crimes.
