A guide to the Government for BIA members Correct as of 26 June 2020 This is a briefing for BIA members on the Government led by Boris Johnson and key ministerial appointments for our sector after the December 2019 General Election and February 2020 Cabinet reshuffle. Following the Conservative Party’s compelling victory, the Government now holds a majority of 80 seats in the House of Commons. The life sciences sector is high on the Government’s agenda and Boris Johnson has pledged to make the UK “the leading global hub for life sciences after Brexit”. With its strong majority, the Government has the power to enact the policies supportive of the sector in the Conservatives 2019 Manifesto. All in all, this indicates a positive outlook for life sciences during this Government’s tenure. Cabinet Committees

Cabinet committees are groups of ministers that can “take collective decisions that are binding across government”.[1] They are partly designed to reduce the burden on the full cabinet by allowing smaller groups of ministers to take decisions on specific policy areas. These committees have been around in some form since the early 20th century. The government can also create other types of ministerial committees. In June 2015, David Cameron introduced implementation taskforces, designed “to monitor and drive delivery of the government’s most important cross-cutting priorities”[2], although these were discontinued when Boris Johnson became prime minister in July 2019. In March 2020, Boris Johnson announced the creation of four new ‘implementation committees’[3] in response to the coronavirus (Covid-19) pandemic. These four committees focused on healthcare, the general public sector, economic and business, and international response. The four committees were chaired by Health Secretary Matt Hancock, Chancellor of the Duchy of Lancaster Michael Gove, Chancellor of the Exchequer Rishi Sunak and Foreign Secretary Dominic Raab respectively. Each committee chair fed into a daily ‘C-19 meeting’ of the prime minister, key ministers and senior officials, to discuss Covid-19. These ‘implementation committees’ were replaced by two new Covid-19 related cabinet committees in June 2020 – ‘COVID-19 Strategy’ and ‘COVID-19 Operations’. On 13 May 2020, the Cabinet Office also announced the creation of five new ‘roadmap taskforces’[4] – committees intended to help guide certain sectors of the UK economy out of the Covid-19 induced lockdown. -

Dear Sir/Madam, As a Limerick native I feel passionately about my home town, Limerick City. I applaud the efforts made by all those involved so far but feel that there should be significantly more ambition in terms of our housing and public transport networks. Limerick is at a size currently that allows us to plan for future growth, which is why we need to design and implement a light rail network now ahead of that growth, one which we can grow into in the future. I would implore you to design the city with a population of 300,000 in mind. I would also suggest and request that Limerick-Shannon, Cork and Waterford be allowed to update their MASPS as and when local development plans are put in place. For ease of reference I have attached a clean copy and marked up version of the Draft RSES which show my proposed and considered changes to the existing draft RSES. With 311 MPs, the Conservative Government does not have a parliamentary majority and the new Prime Minister may also have to contend with a number of his own backbenchers who are openly opposed to his premiership and approach to Brexit. It is currently being assumed that he is continuing the confidence and supply deal with the Northern Irish Democratic Unionist Party (DUP). If the DUP will support the Government in key votes, such as on his Brexit deal (if one emerges), the Queen's Speech and Budgets, Boris Johnson will a working majority of 1. However, this may be diminished by Conservative rebels and possible defections. Now more than ever, stewardship of the UK’s constitution and democratic processes is a crucial role. We therefore welcome your commitment to “see our democracy grow in strength and that everyone can have their voice heard”1, and we wish you every success in the job. It is difficult, however, to see how our democracy can grow in strength or how everyone can have their voice heard without addressing the failures of the UK’s primary democratic process: the election of MPs to the House of Commons through our First Past the Post (FPTP) electoral system. In May 2015, one quarter (24.4%) of votes went to the candidates and manifestos of the Green Party, the Liberal Democrats or UK Independence Party. But FPTP delivered a parliament in which these parties share ten seats (1.5% of 650 Commons seats). This cannot be said to be a parliament in which “everyone can have their voice heard”. On the contrary, it is a parliament from which the voices of 7.5 million voters are all but excluded. If our democracy is to grow in strength, it is incumbent upon us to ensure that every vote carries equal weight. -

Submission on the Proposed Material Amendments Planning a better region: It’s everyone’s business Response to the proposed material amendments to the Draft Southern Regional Spatial and Economic Strategy October 2019 0 Ibec, October 2019 Introduction: Ibec in the Southern Region Ibec is a national organisation with a strong regional structure. This includes a network of eight regions, with members supported by six Ibec offices across the country. Ibec’s regional network ensures that members are serviced regionally in addition to Ibec’s national and international services. A key driver of regional business priorities are the Ibec Regional Executive Committees. Ibec Regional Executive Committees are made up of nominees from Ibec member companies operating within the regions including both multinational and indigenous companies and reflect the diversity of business in terms of business sectors and company size. The committees work to shape, guide and influence business policy priorities for the regions that contribute to sustainable economic growth and employment. Ibec Regional Executive Committees are led by a Regional President. Regional Presidents are also members of the Ibec National Council which provides an important point of contact between the organisation and the respective regions. Three of Ibec’s Regional Executive Committees (Cork, Mid West & Kerry and the South East) cover the same geographic area as the Southern Region. Each Regional Executive Committee has actively participated throughout the development of the National Planning Framework. Our members views and experiences across each region have been developed this response to the initial public and stakeholder consultation issues paper on the Regional Spatial and Economic Strategy.
