Guide to Admission Terms

PLEASE NOTE: This booklet seeks to display the appropriate admission policies for all schools, however, the legally binding arrangements for own admission authority schools are those stated in the individual school brochures.

This booklet gives information on our secondary schools in Norfolk. Schools are listed in alphabetical order. For each school you will find the address, contact details and the name of the headteacher.

Unless specifically stated in individual school admission arrangements the following information and definitions apply to all maintained schools in Norfolk.

Education Health and Care Plans(EHCP)/Statements of Special Educational Needs

Where a child's EHCP/Statement of Special Educational Needs names a specific school the school must admit the child regardless of whether the school has a place available. The over subscription rules for most schools include children with EHCPs/statements as the first priority to help parents understand that children with statements have the highest priority legally. For these schools the remaining list of rules are used to prioritise applications if the school is over subscribed.

Children in Public Care and Looked After Children

In oversubscription rules "children in public care" and "looked after children" are defined as looked after children and previously looked after children. Previously looked after children are children who were looked after and ceased to be so because they were adopted or became subject to a Residence Order or Special Guardianship Order.

Distance

Distance will be measured on a straight line 'crow flies' basis using Ordnance Survey data. The measurement will be taken from the Post Office postcode address point on the child's home to the Post Office postcode address point on the school.

Siblings

In the oversubscription rules ‘brother’ or ‘sister’ means: brothers or sisters living at the same address including adopted children, step-brothers, step-sisters and children in foster care within a family unit. Some admission authority schools may have a different definition. See the individual school admission policy for details.

Only siblings attending school at the time of your child's proposed admission will be given a higher priority in the oversubscription rules.

Children of Staff at the School

Admission authorities may give priority in their oversubscription criteria to children of staff at the school in either or both of the following circumstances: a) where the member of staff has been employed at the school for two or more years at the time at which the application for admission to the school is made, and/or b) the member of staff is recruited to fill a vacant post for which there is a demonstrable skill shortage

Feeder school.

Feeder school priority will only apply in the first year of entry to the school and does not apply in year admissions.

Random Allocation

Where random allocation is used to determine the allocation of school, applicants will have their names drawn by lots to see who should be offered the place(s). There will be an independent scrutiny of the random allocation process.

Children due to transfer

Pupils transfer to secondary education from primary schools or junior schools at 11+. Secondary schools are for 11 to 16 year olds or 11-18 year olds if the school has a sixth form.

Any parent seeking a place for their child out of their chronological age group will need to apply in writing to the local authority. The admission authority for the school must consider the circumstances of each case. Where the application is accepted the child will be considered alongside all other applicants. Where the application is refused the parent will be offered the right of appeal unless a place can be offered in another year group.

1. A student who holds a statement of Special Education Needs and the school is named under Part 4 of the statement.

2. A student who is in the care of the local authority or provided with accommodation by that authority, being designated a looked after child

3. The student is in the relevant age group which normally transfers from primary to secondary school and is living within the parishes served by the school (as below); first priority being given to siblings at the time of application.

4. Where (at the point of transfer) a student has a brother or sister currently attending the school, who is living at the same address.

5. Students of the appropriate age group living outside the designated catchment area, but attending a primary school within the designated catchment area (as defined under 3 above, but living closest to the school)

7. Those wishing to transfer to the school at a different age from the normal transfer arrangement.

If all students within any of the above rules cannot be offered a place, the highest priority will be given to children living nearest to the school within the rule. To determine who lives nearest, distance will be measured as the crow flies.

2.4.1. Applicants who are "looked-after", having regard to any collective agreements operated by the LA over the admission of ˜looked-after” children.

2.4.2. A fair banding system will be adopted for the remaining places. Each applicant will be required to take an online non-verbal reasoning test which would place them in a rank order. The applicants will then be placed in one of 5 ability bands based on their performance in the test. As far as are possible, each band will contain the same number of applicants so that each represents 20% of the applicants. The remaining places will be allocated so that an equivalent number of applicants are admitted from each band. Applicants will then be admitted according to the criteria listed below: i. Siblings of students in attendance at the Academy in Years 7 to 13. These include brothers and sisters include half brothers and sisters and step brothers and sisters who share the same home. These also include adopted and foster brothers and sisters who share the same home. ii. Students with special medical or social needs which the Academy are best placed to meet (this will be supported by professional advice from the Health Authority on why the Academy are necessary and a statement from the parent stating "the difficulties that would be caused if their child had to attend another school"). Special medical or social needs will include priority for vulnerable groups (after students with full statements of special educational needs and those in public care, who have recently come into care or moved into the area) such as: students whose names are either on or at risk of being placed on the Child Protection

Children who live nearest to the Academy measured by "as the crow flies" from their normal family home to main gate of the relevant academy. When dealing with multiple applications from a block of flats to the Academy, lower door numbers will take priority. Where a child spends time with both parents/carers in separate homes and both have parental responsibility, "their normal family home" is where the majority of school nights (Sunday to Thursday) are spent

For the avoidance of doubt, the Trust considers a sibling to be any boy or girl permanently residing in the same family home as the current pupil. If there are more designated area children wanting places at Sewell Park, than there are places available, criteria 3 to 6 below will be used to decide which of these children should have priority for admission. If there are still places available after all the designated area children have been allocated places, criteria 3 to 6 will be used to decide which of the remaining children should have priority for any spare places.

Criterion 3

Children with an unequivocal professional recommendation from, for example, a doctor, school medical officer or educational psychologist, that non-placement at Sewell Park Academy, would not be in the best interest of the child and that placement at Sewell Park Academy is essential. Such recommendations must be made in writing to Norfolk County Council School Admissions Team and must give full supporting reasons.

Criterion 4

Children with siblings who will still be attending Sewell Park Academy at the time of their admission.

Criterion 5

Children on roll of a primary school (at the time of allocation) whose designated area is contained within or forms part of the designated area of Sewell Park Academy.

Information on Oversubscription Rules

The following information and definitions apply to all schools in The Yare Education Trust.

Distance

Distance will be measured on a straight line ‘crow-fly’ basis using Ordnance Survey data. The measurement will be taken from the post office postcode address point on the child’s home to the post office postcode address point on the school.

Looked After Children or Children in Public Care

In oversubscription rules ‘children in public care’ and ‘looked after children’ are defined as looked after children and previously looked after children. Previously

Siblings

When we use the oversubscription rules, ‘siblings’ means; brothers or sisters living at the same address including adopted children, step-brothers, step-sisters and children in foster care within a family unit.

Only siblings attending school at the time of the child’s proposed admission will be given a higher priority in the oversubscription rules.

Schools that ‘Feed’ into and Sixth Form

The Admissions Policy follows the previous Norfolk County Council policy of the identification of primary schools which feed into the school (please see list on Page 2).

Education Health and Care Plans (EHCP) / Statements of Special Educational Needs

Where a child’s EHCP or Statement of Special Educational Needs names a specific school, the school must admit the child regardless of whether the school has a place available.

Disability

Disability will be defined using the definition contained in the Equalities Act 2012.

Random Allocation

Where random allocation is used to determine the allocation of school places, applicants will have their names drawn by lots to see who should be offered the place(s). There will be an independent scrutiny of the random allocation.

Admission of Children Outside their Normal Age Group

Parents may seek a place for their child outside of their normal age group, for example, if the child is gifted and talented or has experienced problems such as ill health. The Trust will make decisions on the basis of the circumstances of each case and in the best interests of the child concerned. This will include taking account of the parents’ views; information about their medical history and the views of a medical professional; whether they have previously been educated out of their normal age group. Also taken into account will be the views of the Headteacher/Principal of the school. When informing a parent of the decision on the year group the child should be admitted to, the Trust will set out clearly the reasons for the decision.

Refer to “Parents Guide to Admissions to school in Norfolk 2018” for full information Where there is agreement to a parental request for their child to be admitted out of their normal age group and, as a consequence of that decision, the child will be admitted to a relevant age group (for example the age group to which students are normally admitted to the school) the Trust will process the application as part of the main admissions round, unless the parental request is made too late for this to be possible, and on the basis of their determined admission arrangements only, including the application of oversubscription criteria where applicable. Parents have a statutory right to appeal against the refusal of a place at a school for which they have applied. This right does not apply if they are offered a place at the school but it is not in their preferred age group

Note 2: Siblings: Children will be deemed to be siblings if they are half, full or adoptive brother or sister or if they are children of the same household with the same parents. They must be on the roll of the Academy at the time of application and expected to still be on roll at the point of entry. (This does not apply to sixth form admissions).

Note 3: Multiple Births: Where an application is being submitted for a child who has a sibling (or siblings) in the same year group it will be the policy of the Governing Body not to offer place to one child without the sibling (s) of the same age group.
