Pusey Was Spread Upon the Permanent Records of the Faculty
At a meeting of the FACULTY OF ARTS AND SCIENCES on December 14, 2004, the following tribute to the life and service of the late Nathan Marsh Pusey was spread upon the permanent records of the Faculty. NATHAN MARSH PUSEY A.B., 1928; Ph.D. 1937, LL.D., 1972 TWENTY-FOURTH PRESIDENT OF HARVARD UNIVERSITY It is easy in the world to live after the world’s opinion. It is easy in solitude to live after your own; But the great man is he who, in the midst of the crowd, Keeps with perfect sweetness the independence of solitude. Ralph Waldo Emerson On the afternoon of October 13, 1953, Nathan Marsh Pusey was installed in this room as the twenty-fourth president of Harvard College, inducted into office by Judge Charles Wyzanski, Jr. ’27, president of the Board of Overseers. The new president pledged “To try to keep assembled here the best scholars and teachers that can be found, to work to ensure conditions conducive to their best efforts, and con-stantly to strive for more effective ways to make their activity touch, quicken, and strengthen the intellectual aspirations of succeeding generations of young people.” He concluded with these words: “Harvard is a great intellectual enterprise founded and nourished in great faith. It shall be my purpose, continuing in that faith, to guide it as best I can, so help me God.” Nathan Marsh Pusey was born on April 4, 1907, in Council Bluffs, Iowa. He entered the College in the Class of 1928; in his senior year he was elected to Phi Beta Kappa; and he graduated with a degree in English, magna cum laude. -

1 Introduction The work in this book has an origin that long predates my formal training. Blessed as a first-generation American, I am the daughter of parents who came from the Levant, known by some as Syria, just as or just after Greater Syria was partitioned into Lebanon and Syria and as plans for partitioning Palestine were being invented. To be raised bilingual and bicultural offered a wonderful opportunity to be privy to multiple dialogues about the meanings of Arab and American cultures. Being culturally in-between sensitized me to the sufferings of peoples I might not have heard about in American schools. I grew up knowing about the starving Armenians, the British and French colonizers, the corruption of both Arab and Western leaders, and poetic expression in both English and Arabic. I learned about the yearnings of the Pan-Arabists to model their dream after the United States of America, along with their idealization of Americans, andCOPYRIGHTED especially their idealization MATERIAL of American democracy. For Immediate Release: February 27, 2017 IN THIS WEEK’S ISSUE What Lay Behind Russia’s Interference in the 2016 Election—and What Lies Ahead? In the March 6, 2017, issue of The New Yorker, in “Active Measures” (p. 40), Evan Osnos in Washington, David Remnick in New York, and Joshua Yaffa in Moscow report on Russia’s interference in the 2016 election and, through interviews with key government and secu- rity voices in both countries, examine this front in the new Cold War. For many national-security officials, the Russian hacks of the Dem- ocratic National Committee and members of Hillary Clinton’s campaign were part of a larger picture: Putin’s desire to damage American confidence and to undermine the Western alliances—diplomatic, financial, and military—that have shaped the postwar world. Benjamin Rhodes, the deputy national-security adviser under President Obama, told The New Yorker, “The new phase we’re in is that the Russians have moved into an offensive posture that threatens the very international order.” The level of tension has alarmed experienced hands on both sides. Robert Gates, the Secretary of Defense under both George W. Bush and Barack Obama, said, “I think the new Administra- tion has a big challenge in front of it in terms of stopping the downward spiral in the U.S.-Russia relationship while pushing back against Putin’s aggression and general thuggery.” Sergey Rogov, of the Institute for U.S. and Canadian Studies, in Moscow, said, “I spent many years in the trenches of the first Cold War, and I don’t want to die in the trenches of the second.” Putin, in his first few years in office, was relatively solicitous of the West. -

These relations evolved under conditions in which both countries understood and valued the need for cooperation, but also were aware of its limits and the dangers of too close a partnership. U.S. security dealings with Saudi Arabia are an extreme, perhaps unique, case of how security ties unfolded under conditions in which sensitivities to those ties were always a central —oftentimes dominating—consideration. This was especially true in the most delicate area of military assistance. Distinct patterns of behavior by the two countries emerged as a result, patterns that continue to this day. This dissertation examines the first twenty years of the U.S.-Saudi military assistance relationship. It seeks to identify the principal factors responsible for how and why the military assistance process evolved as it did, focusing on the objectives and constraints of both U.S. -

Israel and Turkey: From Covert to Overt Relations by Jacob Abadi INTRODUCTION Diplomatic relations between Israel and Turkey have existed since the Jewish state came into being in 1948, however, they have remained covert until recently. Contacts between the two countries have continued despite Turkey's condemnation of Israel in the UN and other official bodies. Frequent statements made by Turkish officials regarding the Arab-Israeli conflict and the Palestinian dilemma give the impression that Turco-Israeli relations have been far more hostile than is actually the case. Such an image is quite misleading, for throughout the years political, commercial, cultural and even military contacts have been maintained between the two countries. The purpose of this article is to show the extent of cooperation between the two countries and to demonstrate how domestic as well as external constraints have affected the diplomatic ties between them. It will be argued that during the first forty years of Israel's existence relations between the two countries remained cordial. Both sides kept a low profile and did not reveal the nature of these ties. It was only toward the end of the 1980s, when the international political climate underwent a major upheaval, that the ties between the two countries became official and overt. Whereas relations with Israel constituted a major problem in Turkish diplomacy, Israeli foreign policy was relatively free from hesitations and constraints. For Israeli foreign policy makers it was always desirable to establish normal relations with Turkey, whose location on the periphery of the Middle East gave it great strategic importance.
