2.3 P1900.5 PAR [Modified PAR]

NesCom recommendation: IEEE-SASB Coordinating Committees/SCC41 - Dynamic Spectrum Access Networks P1900.5 Standard Policy Language Requirements and System Architectures for Dynamic Spectrum Access Systems Recommendation: Approve modified PAR until December 2012

John Kulick, SCC Coordinator, reminded the SASB members of the following part of the SASB resolution approved in March in regards to SCC41: “No new SCC41 PARs will be approved until the SASB is satisfied with the operations of SCC41 and the 1900.4 working group.”

John noted that the Oversight Committee reviewed the P1900.5 PAR (Modified PAR) and determined that it is not an attempt to circumvent the March 2010 SASB resolution. The Oversight Committee supports the NesCom recommendation to approve the P1900.5 modified PAR.

Tom Prevost, NesCom Chair, informed the SASB that NesCom was aware of the SASB resolution and was mindful of the Scope of the Modified PAR as it deliberated the PAR submittal. It appears that the Scope has been made narrower.

There was a motion to accept the NesCom recommendation to approve the Modified PAR. The motion was unanimously approved.

2.4 P1683 PAR [Extension Request]

NesCom recommendation: IEEE Industry Applications Society/Petroleum & Chemical Industry P1683 Standard for Motor Control Centers Rated Up To and Including 600 Vac or 1000 Vdc with Requirements Intended to Reduce Electrical Hazards While Performing Defined Operations. Recommendation: Approve request for an extension until December 2011

Tom Prevost, NesCom Chair, informed the SASB that the P1683 PAR had previously been administratively withdrawn. However, the Sponsor had indicated that it had been unaware of the intent of NesCom to not move forward on the Sponsor’s previous 4-year Extension Request. Now, the Sponsor is seeking a 2-year Extension. If the Extension Request is approved, the previous administrative withdrawal shall be overridden.

7 Ad Hoc Reports 7.1 myProject Ad Hoc Report

David Law, Ad Hoc Chair, provided a verbal update. David stated that there have been only five tickets submitted since March and, due to this, the ad hoc has not met. Of the five tickets, David Law submitted three. Two of them were issues he found during opening of Sponsor ballots; the third is a request to be able to download the content of the ticketing system in .csv format so that he may provide a better analysis of the rate that tickets are being submitted, what areas they are targeting, and the length of time before they are addressed.

7.2 Corporate Influence Ad Hoc Report

There was a motion: Move that the IEEE-SA Standards Board recommend to the IEEE-SA Board of Governors that - IEEE-SA membership is required for all entities that support participation of individuals in the IEEE standards development process - A no-cost IEEE-SA individual membership is required for all IEEE standards development participants - The SASB Corporate Influence Ad Hoc proceed with the development of a detailed proposal

There was a motion to Postpone until the September SASB meeting (early in the agenda). The motion to Postpone was approved [Vote: Yes=13, No=2, Abstain=2].

The Corporate Influence ad hoc is authorized to continue.
