Has the Project Development Objective been changed since Board Approval of the Project Objective? The accumulated achievements in relation to the Project Global Environmental Objectives / PDO indicators are as follows: 12/20/2019 Page 1 of 10 Public Disclosure Copy The World Bank Implementation Status & Results Report Rural Corridors and Biodiversity (P114294) - PDO Indicator 1: 552,714 hectares have achieved a better level of biodiversity protection as a result of the Project (63% of the final goal of the Project). This result exceeds the target set for year 4. - PDO Indicator 2: 264 people have obtained monetary and non-monetary benefits from forests as a result of the execution of subprojects (22% of the final goal of the Project). - PDO Indicator 3: Federal and provincial authorities have adopted a Common Action Plan. The Federal System of Protected Areas (SIFAP), which includes representatives of all the Provinces, the Autonomous City of Buenos Aires, the Ministry of Environment and Sustainable Development of the Nation and the Administration of National Parks, has developed a “Common Action Plan 2020-2022 ”, which has been formally submitted to the Federal Environment Council (COFEMA) for consideration. - PDO Indicator 4: 9,414,800 tons of Forest Carbon have been protected as a result of the Project (90.5% of the final goal of the Project); 6,187,956 tons through the creation and improvement in the management of the El Impenetrable National Park (PNEI), and 3,226,844 tons through the commissioning of some subprojects for Sustainable and Demonstrative Use. In relation to the advances in the components of the project: - Component 1. Core Protected Areas. The indicators of area incorporated into improved biodiversity protection regimes have already reached the expected targets for year 4 of the Project; both in forest environments and in the steppe and marine areas. The management plans for the Southern Patagonia Coastal Marine Interjurisdictional Park (PIMCPA) and the Copo National Park (NP) are finalized. The management plans of the Impenetrable NP and the Patagonia NP are very advanced in their preparation, and are expected to be completed during the first quarter of 2020. The works under construction at PIMCPA has reached 85% progress. Additionally, three other works have been initiated: two “Operational Centers" for the Copo and Loro Hablador Provincial Parks, located in Santiago del Estero and Chaco respectively; and the “Headquarters" of the Marine Interjurisdictional Park (PIM) Makenke. In the last three months, as part of the strengthening of protected areas (PAs), mobile housing has been delivered to the Patagonia National Park and the PP Copo; and the latter also received furniture and equipment. - Component 2. Conservation Corridors in the Gran Chaco and the Patagonian Steppe. The Strategic Plan of the Chaco Seco Corridors was presented in participatory workshops with different institutions and local actors in the province of Santiago del Estero, to discuss it and achieve its appropriation. The Subproject of Sustainable Use (SUS or DAS) PPI-05-18 "Walking towards a sustainable livestock of the Corridor" in the Pampa del Indio node and the SUS PPI-06-18 "Honey of carob" are already completed. Additionally, another 9 SUS are in execution. Two Demonstration Subprojects (SD) are in execution: PPI-07-18 "Promotion of meliponiculture" and PNEI- 15-19 "Demonstration Subproject of Tourism. POMPEII NODE ”. The SUS and SD currently cover a total area of 83,650 hectares (99.97% of the goal for year 4), having made significant progress in these last three months. - Component 3. Collaboration for the Conservation of Brokers. The intermediate results indicators of this component have advanced significantly since the last Mission. The SIFAP Action Plan reviewed by the provinces has been elevated by the President of the SIFAP Executive Committee to COFEMA. The website on the federal protected areas is already available on a test site on the server of the Ministry of Environment and Sustainable Development of the Nation, and the 24 Provinces have fully loaded the information on their protected areas. Finally, the training of 167 people has been reported, which correspond to the Federal Meeting of Park Rangers, a Strategic Planning training, and a training on Planning and evaluation of the management of protected areas and Geographic Information Systems. - Component 4. Project Management, Monitoring and Evaluation. The tonnes of Carbon stored in aerial biomass protected in the forests located within the protected areas and sub-projects implemented has increased (9,414,800T). Also, the number of beneficiaries of the consultation activities has increased as a result of the Evaluation and Monitoring Committees (ESC) and territorial roundtables (704). Likewise, there is progress in the number of direct beneficiaries of the Project (1,073, 37% of which are women), as a result of training in the management of meliponiculture, sustainable livestock and geographic information systems. mpaTable Multiphase Programmatic Approach (MPA) Status mpaTableBody Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance Moderate Moderate Moderate Macroeconomic Moderate Substantial Substantial Sector Strategies and Policies Moderate Moderate Moderate 12/20/2019 Page 2 of 10 Public Disclosure Copy The World Bank Implementation Status & Results Report Rural Corridors and Biodiversity (P114294) Technical Design of Project or Program Moderate Moderate Moderate Institutional Capacity for Implementation and Sustainability Substantial Substantial Substantial Fiduciary Moderate Moderate Moderate Environment and Social Substantial Moderate Moderate Stakeholders Substantial Substantial Substantial Other -- -- -- Overall Substantial Substantial Substantial Results PDO Indicators by Objectives / Outcomes To increase the protection of vulnerable natural areas and conserve biological diversity within the IN00755309 ►Areas brought under enhanced biodiversity protection (ha) (Hectare(Ha), Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 440,044.00 552,714.00 882,000.00 Date 15-Sep-2015 15-May-2019 02-Dec-2019 30-Nov-2020 The value reported for this indicator has not been updated, as the methodology to measure it is under revision. This is a proxy indicator that measures biodiversity protection as a result of the World Bank operation through formally converting an area into a protected area and establishing a functioning management system; or, improving the management effectiveness of an existing protected area. These improvements can be achieved through the development/update of the protected areas' management plans, the acquisition of equipment, and/or the construction of infrastructure, depending on local needs. The progress reported corresponds to the creation of and management improvements in two National Parks (El Impenetrable and Patagonia); in addition to the management improvements in the Patagonia- Austral Coastal-Marine Park. Additionally, this indicator captures the area put under enhanced biodiversity protection through the Comments: implementation sustainable Development Subprojects and Demonstration Subprojects (32.896ha, as of March 18, 2019). Expected progress for the coming months are: management plan for the Copo National Park approved, and acquisition of some equipment for the
