Burgess Child welfare programs in the United States have their foundation in the religious traditions brought to the country up through the late nineteenth century by immigrants from many European nations. These programs were sometimes managed within the auspices of organized religious institutions but were also found among the ad hoc efforts of religiously- motivated individuals. This study analyzes how the religious traditions of Catholicism, Judaism, and Protestantism established and maintained institutions of all sizes along the lines of faith- based dogma and their relationship to American cultural influences in the Midwest cities of Cincinnati, Cleveland, and Pittsburgh during the period of 1880-1930. These influences included: the close ties between (or constructive indifference exhibited by) the secular and sectarian stakeholders involved in child-welfare efforts, the daily needs of children of immigrants orphaned by parental disease, death, or desertion, and the rising influence of social welfare professionals and proponents of the foster care system.

With a wide variety of sources, including oral history interviews, archival film footage, memorabilia, local and underground publications, and manuscript collections, it shows how women shaped the federal War on Poverty in Appalachia and then used the skills they learned in antipoverty programs to foster social justice activism that continued in the 1970s and beyond. Women in Appalachia, who have seldom been seen as actors in the movements of the 1960s, were key leaders and foot soldiers in what contemporaries called the Appalachian Movement, which intersected with civil rights organizations and had its roots in the War on Poverty. Rural, poor and working-class women helped to shape debates about welfare rights, women’s rights, and labor justice in the 1960s and 1970s, connecting white and black women, insiders and outsiders, to form a robust, interracial, intergenerational, and region-wide movement.

    INTRODUCTION Government corruption is common in many new democracies in the developing and post-Soviet worlds and is not unknown in older, established democracies, including the United States. Government corruption is blamed for slowing economic growth and exacerbating inequality by inflating taxes and extra- legal exactions, distorting private markets, and preventing governments from providing public goods efficiently and in sufficient quantity.1 Corruption in democracies is often embedded in patronage based political institutions — large, hierarchical political parties, organized in many cases along ethnic or clan lines, in which political support is bought with material rewards such as access to government jobs and services. Today such political institutions exist in polities as diverse as the national governments of India, Japan, Mexico, and Italy and the city governments of Istanbul and Moscow, and are still active in sub- national U.S. governments, including the “outer boroughs” of New York City: Queens, Brooklyn and the Bronx (Newfield and Barrett 1988). A patronage based political party, in American parlance a “political machine,” is apparently able to insulate corrupt elected officials from voter ire by buying votes — granting favors to and making individual deals with a winning coalition of voters. Understanding the structure and impact of government corruption in democracies depends on understanding the political machine. American city government at the turn of the twentieth century provides an unparalleled opportunity to study how the ability to buy votes relaxes the constraints that voters otherwise impose on their government.
