The Legislative Assembly Election-2016 is at the door step and it is time to plan for all activities for conduct of free, fair and peaceful election in the district. Accordingly, this District Election Management Plan has been devised and prepared. In preparing this plan guidelines and instructions received from Election Commission of India are adhered to as well as basic data pertaining to Nalbari Election District are considered. This is a comprehensive plan depicting an overview of the district and other information like constituency details, elector’s details, important telephone/ mobile numbers, constitution of different cells and their assigned duties & functions. Moreover, arrangement of Sectors/ Zones, dispatch and receipt of polling materials, movement of polling parties, arrangement of counting halls etc. are incorporated in this plan. Efforts will continue to update this plan incorporating necessary agenda/ fresh instructions of the ECI and other communication. I hope this Election Management Plan will help all related in conducting the ensuing Parliamentary Election in Nalbari Election District to get an insight into the arrangement made by the District Election Administration and also expect that all will extend their sincere cooperation to conduct a free,fair and peaceful election and successful ending of all events. DISTRICT PROFILE 3.1 INTRODUCTION: Nalbari Election District is situated in between Kamrup and Barpeta District. For bringing the Administration closer to the people, the old Kamrup District was divided into three Districts. Nalbari was initially declared a Sub-Division under the undivided Kamrup District in 1967 and later Nalbari Sub-Division was formally declared a District on 14th Aug.1985. In the year 2004 Nalbari Administrative District was again bifurcated and a new District of Baksa was created which includes 58 Tamulpur, 63 Chapaguri (ST) and a part of 62 Barama (ST) LACs. Recently, the territorial district Baksa has been declared as an Election District and from this year the district will conduct election in respect of 58- Tamulpur, 63 -Chapaguri (ST) and 62- Barama (ST) Assembly Constituencies. 3.2 Geography: Nalbari District is situated to the north of river Brahmaputra and lies between 26oN and 26.51o N latitude and 91o E and 91.47o E longitude. Total geographical area of the district is 1009.57 sq km. The entire area of the District is situated at the plains of the Brahmaputra Valley. The tributaries of the Brahmaputra, Nona, Buradia, Pagaldia, Borolia and Tihu which originate from the foothills of the Himalayan Range are wild in nature and have enormous contribution towards the agrarian economy of the district. The district has almost flat topography, with gentle slope towards south and as this part is close to the northern bank of the river Brahmaputra, characterizing low lying, flood prone zone. The Soil condition of the District is a heterogeneous one. The Soil of the northern part of the district is clayey and loamy; the middle part is loamy and sandy. The Soil of the southern part of the district is composed of predominantly sandy soil. 6 District Election Management Plan for Nalbari Election District 3.3 Climate & Rainfall: The District has a sub-tropical climate with semi dry hot summer and cold winter. During summer, generally during the months from May to August, heavy rainfall occurs for which the district experiences flood. The retreating monsoon occurs from October to November. The winter season from December to February is characterized by average temperatures remaining generally above 08 to12 degrees Celsius. The District experiences annual (average) rainfall 1500 mm and its humidity hovers around 80%. 3.4 Boundary: North: Baksa District South: River Brahmaputra & Kamrup District East: Kamrup District West: Barpeta District 3.5 Demography: The population under Nalbari Election District comprises of people belonging to different castes & communities. Population statistics as per 2011 census is as follows: Male 395804 Female 374115 Total 769919 Population Density per Sq. Apart from National Highway another important State Highway connects Nalbari town with Guwahati city called „Hajo Road‟. All types of vehicle like buses and medium/ small vehicles regularly ply through this rout. The nearest Airport is “Lokpriya Gopinath Bordoloi (LGB) International Airport”, Barjhar, Guwahati. Distance from the airport to Nalbari town is about 75 km. This Yoga is effected by a process technically known as Ṣat-cakra-bheda, or piercing of the Six Centres or Regions (Cakra) or Lotuses (Padma) of the body (which the work describes) by the agency of Kuṇḍalinī- Sakti, which, in order to give it an English name, I have here called the Serpent Power.1 Kuṇḍala means coiled. The power is the Goddess (Devī) Kuṇḍalinī, or that which is coiled; for Her form is that of a coiled and sleeping serpent in the lowest bodily centre, at the base of the spinal column, until by the means described She is aroused in that Yoga which is named after Her.

    CHAPTER II GEOGRAPHICAL IDENTITY OF THE REGION Ahom and Assam are inter-related terms. The word Ahom means the SHAN or the TAI people who migrated to the Brahma­ putra valley in the 13th Century A.D. from their original homeland MUNGMAN or PONG situated in upper Bunna on the Irrawaddy river. The word Assam refers to the Brahmaputra valley and the adjoining areas where the Shan people settled down and formed a kingdom with the intention of permanently absorbing in the land and its heritage. From the prehistoric period to about 13th/l4 Century A.D. Assam was referred to as Kamarupa and Pragjyotisha in Indian literary works and historical accounts. Early Period ; Area and Jurisdiction In the Ramayana and Mahabharata and in the Puranik and Tantrik literature, there are numerous references to ancient Assam, which was known as Pragjyotisha in the epics and Kamarupa in the Puranas and Tantras. V^Tien the stories related to it inserted in the Maha­ bharata, it stretched southward as far as the Bay of Bengal and its western boundary was river Karotoya. This was then a river of the first order and united in its bed the streams which now form the Tista, the Kosi and the Mahanada.^ 14 15 According to the most of the Puranas dealing with geo­ graphy of the earlier period, the kingdom extended upto the river Karatoya in the west and included Manipur, Jayantia, Cachar, parts of Mymensing, Sylhet, Rangpur and portions of 2 Bhutan and Nepal.     WHO Country Office in India SITUATION REPORT—ASSAM FLOODS, NORTH INDIA NAME OF THE DISASTER: FLOODS DATE: 12.07.04 The state of Assam is experiencing its first phase of floods due to the incessant rains since the last week of June over Assam and the neighboring country Bhutan and states of Arunachal Pradesh, Meghalaya, & Nagaland. From a total of 28 districts, so far 23 districts have been affected. The districts are Tinsukia, Dibrugarh, Shivsagar, Jorhat, Golaghat, Nagoan, Morigaon, Kamrup, Kamrup Metro, Darrang, Sonitpur, Dhemaji, Lakhimpur, Nalbari, Berpetta, Bongaigaon, Kokrajhar, Goalpara, Dhubri, Chirang, Karbi Anglong, Karimganj and Hailakhandi. Kamrup, Nalbari, Darrang, Sonitpur, Dhemaji and Lakhimpur are the most affected districts. This flood has caused widespread damage to human life and property, standing crops, flood control embankments and basic infrastructure. CURRENT SITUATION: • A vast area of human habitation is under water in the affected districts and people have taken shelter on the embankments. • 2,794 villages have so far been affected by the first phase of floods this year, affecting a population of 2 million (5 lakhs) approximately. • Damage to homes is significant, with approximately 14,320 houses washed away and 25,000 houses partially damaged. • The official estimate of loss of human lives is 13 to date. • The total crop area affected is estimated to be 4 lakh hectares. • Altogether, 58 breaches of embankment have taken place since April 2004, of which 24 major breaches have taken place during the month of July 2004. There is a threat of a few more fresh breaches on the embankment of the Brahmaputra river and its tributaries as the water level continues to rise.
