The Legislative Assembly Election-2016 is at the door step and it is time to plan for all activities for conduct of free, fair and peaceful election in the district. Accordingly, this District Election Management Plan has been devised and prepared. In preparing this plan guidelines and instructions received from Election Commission of India are adhered to as well as basic data pertaining to Nalbari Election District are considered. This is a comprehensive plan depicting an overview of the district and other information like constituency details, elector’s details, important telephone/ mobile numbers, constitution of different cells and their assigned duties & functions. DISTRICT PROFILE 3.1 INTRODUCTION: Nalbari Election District is situated in between Kamrup and Barpeta District. For bringing the Administration closer to the people, the old Kamrup District was divided into three Districts. Nalbari was initially declared a Sub-Division under the undivided Kamrup District in 1967 and later Nalbari Sub-Division was formally declared a District on 14th Aug.1985. In the year 2004 Nalbari Administrative District was again bifurcated and a new District of Baksa was created which includes 58 Tamulpur, 63 Chapaguri (ST) and a part of 62 Barama (ST) LACs. Recently, the territorial district Baksa has been declared as an Election District and from this year the district will conduct election in respect of 58- Tamulpur, 63 -Chapaguri (ST) and 62- Barama (ST) Assembly Constituencies. 3.2 Geography: Nalbari District is situated to the north of river Brahmaputra and lies between 26oN and 26.51o N latitude and 91o E and 91.47o E longitude. Total geographical area of the district is 1009.57 sq km. The entire area of the District is situated at the plains of the Brahmaputra Valley. The tributaries of the Brahmaputra, Nona, Buradia, Pagaldia, Borolia and Tihu which originate from the foothills of the Himalayan Range are wild in nature and have enormous contribution towards the agrarian economy of the district. The district has almost flat topography, with gentle slope towards south and as this part is close to the northern bank of the river Brahmaputra, characterizing low lying, flood prone zone. The Soil condition of the District is a heterogeneous one. The Soil of the northern part of the district is clayey and loamy; the middle part is loamy and sandy. The Soil of the southern part of the district is composed of predominantly sandy soil. 6 District Election Management Plan for Nalbari Election District 3.3 Climate & Rainfall: The District has a sub-tropical climate with semi dry hot summer and cold winter. During summer, generally during the months from May to August, heavy rainfall occurs for which the district experiences flood. The retreating monsoon occurs from October to November. The winter season from December to February is characterized by average temperatures remaining generally above 08 to12 degrees Celsius. The District experiences annual (average) rainfall 1500 mm and its humidity hovers around 80%. 3.4 Boundary: North: Baksa District South: River Brahmaputra & Kamrup District East: Kamrup District West: Barpeta District 3.5 Demography: The population under Nalbari Election District comprises of people belonging to different castes & communities. Apart from National Highway another important State Highway connects Nalbari town with Guwahati city called „Hajo Road‟. All types of vehicle like buses and medium/ small vehicles regularly ply through this rout. The nearest Airport is “Lokpriya Gopinath Bordoloi (LGB) International Airport”, Barjhar, Guwahati. Distance from the airport to Nalbari town is about 75 km.
