Understanding Sport as the Expansion of Capabilities: The Homeless World Cup and Street Soccer (Scotland) Susan Ahrens PhD The University of Edinburgh 2015 Abstract The use of sport to tackle a variety of social challenges, a strategy referred to as Sport for Development and Peace (SDP), is on the rise. Despite the recent attention given to the social value of sport to society few studies have investigated the relationship between sport, homelessness and poverty. This investigation explores such a relationship and in doing so helps to address a gap in existing sport in society research. In addressing such a gap this exploration takes its lead from Amartya Sen’s capability approach. Informed theoretically and methodologically by the capability approach this research provides an original thesis that considers the ways in which sport contributes to the expansion of the human capabilities of a select number of homeless street soccer players. The purpose of this thesis is to provide an original piece of research that advances our knowledge of sport in society and more specifically sport, homelessness and poverty. It uses a qualitative, collective case study design in which the participants of two social enterprises, which use street soccer to help overcome homelessness and its associated effects, were interviewed in order to understand the specific ways in which street soccer has helped to develop capabilities in the sense that Sen used this term. During the research process the notion of pathways with different entry and exit points emerged and became central to this work. This thesis has built on this idea through its use of two street soccer organisations: The Homeless World Cup and Street Soccer (Scotland), each of which operates at a different stage of the homeless pathways. By understanding sport as capabilities this research differentiates stages in the development of capabilities and identifies specific capabilities built through sport as separate to those built through the use of street soccer in either a sport plus and plus sport sense. With the increasing use of sport in development initiatives across the globe, it is both timely and necessary to consider new ways of understanding its social benefits. In the capability approach there exists the potential not only to better understand the ways in which sport interacts with and shapes individuals, communities and societies but also to better inform the use of sport for the purposes of development in the future. This thesis proposes that understanding sport as the development of capabilities is useful not least because of the universality of the new approach to considering and appreciating the social benefits gained in and through sport but also to alert sociologists and other disciplines to the value of Amartya Sen’s capability approach. NCH Announcements Lessons from a Candidate Who Sought to End Poverty By Michael Stoops** Nearly forty years ago in 1968 this country lost a great American, Upton Sinclair, who had a profound impact forwarding social justice in the United States. He first came to national attention with the book, The Jungle, published in 1906 which exposed unsafe practices of the meatpacking industry in Chicago. Not as well known was Upton Sinclair’s effort to be elected as a U.S. Senator and Governor of California. As a socialist, he ran for a U.S. Senate seat in California in 1922 and got 50,323 votes. He ran for Governor in 1930 and got 50,480. He described that as progress. In 1934, he switched parties and became a Democrat. He carried the Democratic primary with 436,000 votes, and winning by a margin of some 25,000 votes. In the general election, Sinclair received twice the number of votes of any previous Democratic candidate for governor of California up to that point.

Is a House Always a Home?: A Survey of Homelessness Laws By: Marlei English1 March 6, 2020 Homelessness is a plague that spares no country, yet not a single country has cured it. The type of legislation regarding homelessness in a country seems to correlate with the severity of its homelessness problem. The highly-variative approaches taken by each country when passing their legislation can be roughly divided into two categories: aid-based laws and criminalization laws. Analyzing how these homelessness laws affect the homeless community in each country can be an important step in understanding what can truly lead to finding the “cure” for homelessness rather than just applying temporary fixes. I. Introduction to the Homelessness Problem Homelessness is not a new issue, but it is a current, and pressing issue.2 In fact, it is estimated that at least 150 million individuals are homeless.3 That is about two percent of the population on Earth.4 Furthermore, an even larger 1.6 billion individuals may be living without adequate housing.5 While these statistics are startling, the actual number of individuals living without a home could be even larger because these are just the reported and observable numbers.

It discusses the life events and processes that often trigger, protect against and predict the likelihood of someone becoming homeless (and/or roofless). It argues, that people’s routes into homelessness are complex, multiple and interlinked and are the result of biographical, structural and behavioural factors. This complexity increases with the age of the individual and the duration of their rooflessness. The thesis explores the homeless culture as a counter-culture created through people being pushed out of mainstream society. It argues, that what happened to people in the past, created the nature of the homeless culture. Furthermore it is argued that any serious attempt at resettling long-term rough sleepers needs to consider what it is that the homeless culture offers and whether or how this can be replicated within housed society.

Many street papers also offer social support and training. INSP supports and develops 123 street paper organisations in 42 countries. We build their capacity and sustainability by providing: editorial support; business development support; training; PR and marketing; best practice examples; start-up support; income-generation opportunities; social development support; advocacy; research findings; accreditation; networking opportunities; and innovative network projects. Syftet var, likt hos redan existerande gatutidningar, att genom försäljning av tidningen ge hemlösa och socialt exkluderade personer möjlighet till sysselsättning och egen inkomst. Samtidigt avsåg innehållet i tidningen att skapa opinion i frågor kring hemlöshet. Idag har Aluma över hundra aktiva försäljare och tidningen säljs i mellan 12- och 15 000 exemplar varje månad. Denna studie har ämnat att, utifrån ett medie- och kommunikationsvetenskapligt perspektiv, utreda hur man på Aluma arbetar för att förändra synen på hemlöshet och att undersöka vilken roll försäljarna har i detta arbete. Ett samtidigt syfte har varit att belysa vilka sociala funktioner Aluma har för sina försäljare. Studien utvecklades utifrån teorier som problematiserar dagens mediala klimat och journalistikens egentliga roll i samhället, samt utifrån bland annat Jürgen Habermas syn på mediernas roll för opinionsbildning. Genom intervjuer med personal vid Aluma och med försäljarna själva målades en komplex bild av verksamheten upp. De möten mellan försäljaren och köpare som tidningsförsäljningen möjliggör har visat sig vara den kanske viktigaste funktionen, medan möjligheten till opinionsbildning kan anses vara begränsad just för att man agerar i egenskap av gatutidning. Aluma kan på flera sätt betraktas som ett viktigt inslag i försäljarens liv och för hans eller hennes syn på sin situation.

    European Observatory on Homelessness European Observatory on Homelessness European Journal European Journal of Homelessness Homelessness of Homelessness The European Journal of Homelessness provides a critical analysis of policy and practice on homelessness in Europe for policy makers, practitioners, researchers and academics. The aim is to stimulate debate on homelessness and housing exclusion at the Journalof European level and to facilitate the development of a stronger evidential base for policy development and innovation. The journal seeks to give international exposure to significant national, regional and local developments and to provide a forum for comparative analysis of policy and practice in preventing and tackling home- lessness in Europe. The journal will also assess the lessons for European Europe which can be derived from policy, practice and research from elsewhere. European Journal of Homelessness is published by FEANTSA, the European Federation of National Organisations working with the Homeless.
