81. A59 Kex Gill realignment

Cllr C Ryder reported an email received from James Gilroy which outlines that progress is broadly on track for construction in 2019-2020. Groundwork investigations have been completed and design consultants WSP are undertaking technical work from March. A more detailed report is to be prepared for the Area Committee meeting in June.

Cllr S Lumley added that the ‘Magenta route’ is being progressed. There has been a technical objection from the Nidderdale AONB – which should be resolved in parallel with the scheme progress.

Cllr A Campbell requested clarification on whether there is any likelihood of a Public Inquiry. Cllr S Lumley stated this was unlikely unless major issues are found.

Cllr C Ryder informed Councillors that the email also made reference to road closures in the Parish on Sunday 6th May, including temporary traffic signals on the A59 to enable the Tour de Yorkshire Sportive and Men’s race to proceed.

82. Police Matters

There were no Police in attendance. There were no reported crimes during December and January within the Parish.

83. County and Borough Matters

Cllr S Lumley outlined that the budgets have been set at County Council and Harrogate Borough Council, with the move towards self-sufficiency gathering pace. Significant challenges in North Yorkshire relating to the ageing population and rurality. Approximately 50% of the budget is support independent living in your old age.

Cllr V Oldham informed Council that the consultation for the Draft Local Plan ends this Friday. There is an issue in relation to developers not building with an estimated 5,000 houses approved but no development to date.

89. Common Land

Cllr N Stead provided a verbal update on the research on Common Land and was impressed by the support provided by the officer at North Yorkshire County Council

90. Litter Pick

Council agreed to undertake a litter picking day in the parish on Saturday 14th April. Equipment will be provided. Arrangements are: Timble meet at Robinson Library at 9.30am; Fewston meet at Parochial Hall 9.30am; and Norwood meet at Norwood Social Hall 9.30am. Further details from Cllr A Campbell

The request for a Sunday Bus Service was considered by Council. The Clerk was instructed to thank Dales Bus for their letter but at the moment there is insufficient detail on the benefits for residents of the Parish and concerns over the planned route. More information is requested
