Vogt This project was funded through the support of the Carnegie Corporation About the African Leadership Centre In July 2008, King’s College London through the Conflict, Security and Development group (CSDG), established the African Leadership Centre (ALC). In June 2010, the ALC was officially launched in Nairobi, Kenya, as a joint initiative of King’s College London and the University of Nairobi. The ALC aims to build the next generation of scholars and analysts on peace, security and development. The idea of an African Leadership Centre was conceived to generate innovative ways to address some of the challenges faced on the African continent, by a new generation of “home‐grown” talent. The ALC provides mentoring to the next generation of African leaders and facilitates their participation in national, regional and international efforts to achieve transformative change in Africa, and is guided by the following principles: a) To foster African‐led ideas and processes of change b) To encourage diversity in terms of gender, region, class and beliefs c) To provide the right environment for independent thinking d) Recognition of youth agency e) Pursuit of excellence f) Integrity The African Leadership Centre mentors young Africans with the potential to lead innovative change in their communities, countries and across the continent.     The Institutional and legal Arrangements in the Nile River Basin: Suggestions to Improve the Current Situation toward Adaptive Integrated Water Resources Management Khalid Mohamed El Hassan Abdalla 1 Faculty of Environmental sciences, Omdurman Ahlia University, P.O. Box 768, Omdurman, Sudan, [email protected] Abstract A comparative Study was conducted in this work in order to investi- gate the current situation in NRB regarding the institutional and le- gal arrangements needed to support the AWRM strategy. Two simi- lar river basins were selected to seek the desired situation and to introduce suggestion to reform the current situation in the basin. Be- fore that, the ideal situation is investigated to be as a yard stick for the desired situation. The study indicated that the necessary AWRM criteria may include regulatory as well as implementation organiza- tions that support shared-vision reaching with its all necessary fea- tures (cooperation, stakeholders’ participation, subsidiarity, and in- formation and knowledge exchange). Thus, the main features of the desired situations regarding AWRM in river basins are stakeholders’ participation, learning-driven ability, quick response to risks and un- certainties, and finally a legal framework that could support these criteria. Although the AWRM criteria seem to be satisfied in NRB, the basin lacks the necessary regulatory institutions as well as the le- gal framework. According to this, this study recommends to reform the current situation in NRB by creating regulator institutions (pol- icy and decision making level) as well a legal framework to legiti- mate them. OVERVIEW The Media Trainers Workshop organized by UNESCO and Media Technology Department at the Polytechnic of Namibia brought together representatives from the twelve potential centres of excellence in Journalism training in Africa, academics from international universities, professional and development organizations and NGOs.
