Election Notice ELECTION NOTICE _________________ Printing and Distribution of ballot papers ________________ IT is hereby notified, in terms of section 52A(2) of the Electoral Act [Chapter 2:13], that for purposes of the 2018 Harmonised Elections to be held on the 30th of July, 2018 PRESIDENTIAL BALLOT PAPERS (a) Fidelity Printers and Refiners (Pvt) Ltd located at No. 1 George Drive, Msasa, Harare, was given the mandate to print ballot papers to be used for the Presidential and National Assembly elections; (b) Printflow (Pvt) Ltd located at corner George Silundika Avenue/Epton Street, Harare, was given the mandate to print ballot Total Voters Total Ballots Printed Total % contingency papers to be used for the Local Authority elections; 5 695 706 6 150 950 8 (c) a total of— (i) six million one hundred and fifty thousand, nine hundred and fifty (6 150 950) presidential ballot papers; (ii) six million one hundred and fifty thousand, nine hundred and fifty (6 150 950) National Assembly ballot papers; and NATIONAL ASSEMBLY BALLOT PAPERS (iii) six million and thirty-six thousand, two hundred and fifty (6 036 250) local authority ballot papers have been printed for the conduct of elections. (d) the number of ballot papers allocated to each province for distribution to polling stations in that Province are as specified in Total Voters Total Ballots Printed Total % contingency the schedule below. 5 695 706 6 150 950 8 (e) the Commission calculated a minimum average of 3 % contingency for each polling station as specified in the sixth column. However, the ballot papers were printed in books of fifty leaves each hence the total of actual ballot papers printed specified in the seventh column. (f) The Commission has printed a total of 455 244 ballot papers more than the total number of registered voters for the Pres- LOCAL AUTHORITY BALLOT PAPERS diential and National Assembly elections respectively and 446 206 more ballot papers for the Local Authority elections. This represents a total contingency of 8%. Total Voters Total Ballots Printed Total % contingency (g) The number of ballot papers printed for the Local Authority election is less than that for the Presidential election and the 5 590 044 6 036 250 8 National Assembly election because in 46 wards, candidates were returned unopposed and no elections will be held in those wards while a candidate for ward 13 in Chimanimani RDC passed away and the ward election will be conducted on a later date. Note: (h) The total ballot papers printed for the Presidential, National Assembly Election and Local Authority respectively is as sum- 1. Where the name of the polling station is repeated, this signifies compound polling stations where sub polling stations were estab- marised below: lished for the reason that the voter population for those polling stations had exceeded the set threshold of 1000 voters. 2. Minister of Finance and Economic Development 1 1 2 FOREWORD In presenting the 2017 National Budget on 8 December 2016, I indicated the need to strengthen the outline of the Budget Statement presentation as an instrument of Budget accountability and fiscal transparency, in the process improving policy engagement and accessibility for a wider range of public and targeted audiences. Accordingly, I presented a streamlined Budget Statement, and advised that extensive economic review material, which historically was presented as part of the National Budget Statement, would now be provided through a new publication called the Annual Budget Review. I am, therefore, pleased to unveil and Table the first Annual Budget Review, beginning with Fiscal Year 2016. This reports on revenue and expenditure outturn for the full fiscal year, 2016. Furthermore, the Annual Budget Review also allows opportunity for reporting on other recent macro-economic developments and the outlook for 2017. As I indicated to Parliament in December 2016, the issuance of the Annual Budget Review, therefore, makes the issuance of the Mid-Term Fiscal Policy Review no longer necessary, save for exceptional circumstances requiring Supplementary Budget proposals. 3 Treasury will, however, continue to provide Quarterly Treasury Bulletins, capturing quarterly macro-economic and fiscal developments, in addition to the Consolidated Monthly Financial Statements published monthly in line with the Public Finance Management Act. Halfway into the so-called rainy season there is noth­ ing else. Here in Masvingo those white rainless clouds, barren omens of death, shroud from a distance the mud puddle of Lake Kyle, all that remains of the jewel of our province. Have even the symbols switched in the lament of a dying land? Does the whiteness of cloud now evoke thoughts of death, not purity, and the blackness of rain cloud signify life? Or do black and white, the colours of African spirit mediums, still symbolise ancestral protection - a protection apparently lost as grass and leaves shrivel in the heat? For ten years we in Masvingo Province have been waiting for a really good season to break the chronic drought. Hot just scattered showers, as we have had, to fill a few farm dams and nurture only some of the maize crops in outlying districts. Ho! Torrential rains as we have last seen in the mid-seventies; rains that swell the rivers countrywide, fill the lakes, blot out the sun for two weeks on end, until the damp pro­ duces a green sheen on the shoes under your bed. Rains as we saw reg­ ularly as youngsters, when it was impossible to travel the red quagmire of the mountain road leading to Morgenster mission. When, coming from Fort Victoria, we had to walk for miles across the granite rocks of Mount Mugabe - vehicles left far behind at Wayside Farm - to reach home.
