Title: Street Renaming Date: May 4, 2018 STAFF REPORT Earlier this year, the City of Greater Sudbury received a request from Walden Seniors and Pensioners Inc. to rename Turner Drive in Lively to Meagan Duhamel Drive, given Ms. Duhamel’s exceptional figure skating career, contribution to the sport and the City of Greater Sudbury (see Attachment A). This proposal is supported by the Ward Councillor. Ms. Duhamel is a Canadian Figure Skater who has successfully competed on the national and international stages. Ms. Duhamel won two medals with partner Mr. Eric Radford at PyeongChang 2018, helping Canada win gold in the team event followed by a bronze medal in the pairs event. In 2017 the pair captured their sixth consecutive Canadian title, breaking the all-time record and becoming one of the most decorated Canadian pair teams in history. Ms. Duhamel and Mr. Radford won back-to-back world titles in 2015 and 2016, making them the first Canadian pair to successfully defend their world gold medal since Barbara Wagner and Robert Paul won four straight from 1957 to 1960. Their first world title capped an undefeated season that included wins at both of their Grand Prix events, the Grand Prix Final and the Four Continents Championships. This request represents a good opportunity for the City and community to recognize Ms. Duhamel for her accomplishments and positive recognition she has brought to her community and City. The proposal meets many of the criteria established for commemorative street naming in the City’s Street Naming and Numbering Policy, which is intended to ensure a clear and easy to understand street name and numbering system. There already exists a Duhamel Drive in the Community of Lively. There is a risk that Duhamel Drive could be confused with Meagan Duhamel Drive. To address this concern, it is recommended that Turner Drive be renamed to Meagan Duhamel Street. The street numbering convention along Turner Drive differs from Duhamel Drive. The numbering on Turner Drive currently begins at 455 and ends at 471. The street numbering along Duhamel Drive currently begins at 10 and ends at 92. If the street name change is approved, the existing numbering conventions would be maintained, which would further distinguish Duhamel Drive from Meagan Duhamel Street. Conclusion The proposal to rename Turner Drive to Ms. Meagan Duhamel represents an important opportunity to commemorate an important sports figure in Greater Sudbury. It is recommended that Turner Drive be renamed to Meagan Duhamel Street. If Planning Committee agrees, it should approve the recommendation in the resolution section of this report. .

Laura Cudworth/The Beacon Herald It was an unforgettable moment for the whole country. Elizabeth Manley skating off the ice wearing a white cowboy hat thrown from the crowd after nailing the long program at the 1988 Olympics in Calgary. An effervescent blonde without an ounce of pretension, she beat out American Debi Thomas for the silver medal in figure skating and nearly knocked East German skater Katarina Witt off the top of the podium. Overall the Calgary Olympics were not the games the country had been hoping for. The games were nearing the end when Manley won the long program. She became Canada's Sweetheart in an instant. “I was an underdog. I wasn’t expected to win a medal. I feel the country was just kind of starting to fade off a little bit and I came out of nowhere and had this amazing skate. It doesn’t matter who I run into today they know exactly where they were sitting at that moment. I even had a lady in labour that held back just so she could see me skate. Some of the stories I’ve heard are just incredible.” But the road to get there was harder than anyone knew. Like all elite athletes she devoted herself to her sport but there were hurdles to overcome that made reaching the top even harder.

Artistry or athleticism? The one has been the doppelganger of the other throughout the history of figure skating. Can a sport that judges athletic performance as a creative expression be a sport at all? Aims To increase student consciousness of the history of Canadian success in figure skating; to increase student appreciation for the pioneers of figure skating in Canada; to examine their accomplishments in their historical context; to explore how Canadian figure skaters have defined themselves on the international stage; and, to critically investigate the subjectivity of a sport partially based on artistic markers. Background CBC sports commentator Brian Wilson explains how the controversy surrounding figure skating and the sport’s intrinsic subjectivity is what makes it popular: "Figure skating has captured people’s imaginations. It’s a sport I believe that is almost made for television. You can capture the artistry and athleticism of it up close. In a football game, you don’t see their faces. Figure skating is big-league." Hockey may be king in Canada, but at the 1948 Olympics in St. Moritz, the nation crowned its queen - of figure skating at least. Dafoe's life in skating crossed decades and touched nearly every corner of the sport. For her contributions, she was inducted into the Skate Canada Hall of Fame, Canadian Olympic Hall of Fame, Canada's Sports Hall of Fame and the World Figure Skating Hall of Fame. "True pioneers in their sport, Dafoe and [Norris] Bowden (Dafoe's pairs partner) brought figure skating to a new level of sophistication with their imaginative lifts and jumps," said Mario Siciliano, president and CEO of Canada's Sports Hall of Fame. Olympic pairs gold medalists Barbara Wagner and Bob Paul referred to Dafoe and Bowden as their mentors. Both teams trained with coach Sheldon Galbraith at the old Toronto Skating Club, and watching Dafoe and Bowden helped the younger pair mature. "Their presence and always verbally encouraging us made an impact," Paul said. "Frannie did all her own costumes and probably inspired my partner, who started designing costumes also. She and Norrie were our inspiration because they were the leaders." "We emulated them," Wagner said.

What an exciting month for skating! First, it is almost time for our annual Ice Carnival! Costumes have been handed out, pictures are about to be taken, and practices are well under way. This means more dates and times for everyone to remember, and many special instructions, so please mark your calendars, and continue to check the bulletin board and especially the trophy display case for up-to-date information. But it’s also an exciting time for skating in Canada, with the Vancouver Olympics just around the corner. We know our athletes will do well, but just how well have our figure skaters done over the years at the Olympics? How many medals do you think Canada has won in figure skating? For the answer, see the back page of this newsletter. And don’t forget to tune in to cheer on our skaters, or check the Skate Canada website for up-to-date information!
