    Capital Statement 2020-21 1 Approach and highlights Features • The Queensland Government’s ongoing commitment to delivering and facilitating productivity-enhancing and catalytic infrastructure will continue to support economic recovery, resilience and future prosperity, as well as more broadly drive sustainable economic growth, increased employment opportunities and higher living standards. • The substantial capital program outlined in this Budget supports the Palaszczuk Government’s infrastructure commitment to invest $56.031 billion over four years throughout Queensland. This investment is critical to enhance business productivity, connectivity and overall long-term competitiveness, while ensuring that essential services, such as health care and education, are accessible to all Queensland communities and regions. • In 2020-21, the government will invest $14.835 billion on capital across the state. The capital program is important in directly supporting construction-related jobs in the short to medium term, with the capital program in 2020-21 estimated to support around 46,000 jobs, including 28,700 jobs outside of Greater Brisbane. • In 2020-21, the government will deliver a $6.267 billion investment in transformative transport infrastructure. Highlights of the 2020-21 transport capital program include $1.514 billion to continue construction work on Cross River Rail and substantial ongoing investment to fund major upgrades to the M1 Pacific Motorway and the Bruce Highway. • Capital expenditure to support the delivery of health services is $1.625 billion in 2020-21. The government is providing $265 million to build seven satellite hospitals to enable our acute hospitals to continue safely managing patients via alternative models of care across South East Queensland.

    Australian flexible Pavement Association media release AfPA welcomes Queensland Government Budget while calling for a longer-term plan 22nd June 2021 The Australian Flexible Pavement Association (AfPA) last week welcomed the Queensland Government’s 2021-22 Budget, which saw continued investment into infrastructure that underpins the state’s economic growth. AfPA also called on the government to make longer-term funding commitments and expedite project pipelines to keep the infrastructure program moving. The Budget has a capital program of $14.7 billion for infrastructure in 2021–22. Continuing investment into the local and State road networks particularly critical in regional areas, where the arterial roads pump lifeblood into regional communities transporting goods, produce and providing access to services, medical treatment and connections to family and friends. AfPA Executive Director for Queensland Mark Piorkowski said: "The Queensland Government’s Budget has the potential to put the state and our industry on the road to success. We are delighted to see billions invested into much-needed road infrastructure, but it is also critical the government takes a longer-term view to secure the best return on investment. AfPA and its members have long advocated for the need to not just build new infrastructure but to establish a longer-term maintenance funding pipeline, targeting investment over 2-3 years. We also need to see governments at all levels work collaboratively to expedite project pipelines and address any backlogs. An effective longer-term maintenance funding pipeline not only protects the governments biggest asset by value, which is our roads, but also channels funding into shovel-ready projects that immediately generates local jobs and results in local benefits.

The Coalition’s Policy to Fix the Bruce Highway 2 Key Points The Coalition is determined to fix the Bruce Highway. We will provide an investment of $6.7 billion to partner with the Queensland Government in an $8.5 billion package of works. Including the Gateway Motorway North upgrade, total capital expenditure will be nearly $10 billion. Our commitment will provide $2.6 billion more toward the Bruce Highway upgrade than the Rudd-Gillard Government has committed. We will put an end to the unproductive and politically-driven disputes between the various levels of government when it comes to funding the Bruce Highway. The Coalition will enter an 80:20 funding agreement with the Queensland Government for the Bruce Highway upgrade. This is the Commonwealth’s fair share and anything less than an 80:20 split makes fixing the Bruce Highway vulnerable to delay or a failure to fix it at all. The Coalition is committed to the ten-year upgrade plan for the Bruce Highway as first proposed by the Queensland Government and we will get this upgrade finished. It is vital that the Bruce Highway is made safe, reliable and capable of handling future traffic volumes. 3 Introduction Infrastructure is key to Australia’s competitiveness. But often project concepts, as they are refined, change, particularly in design. So we are constantly working on costings right up to the point final contracts are issued. Senator GALLACHER: To get a bit of clarity on it, can we ask, perhaps on notice, where Infrastructure Australia have made a decision on a recommendation to government and where the government has taken further advice and made a different decision? Are there a number of projects that stand out there? Would that be a difficult thing to do? Mr Mrdak: We can certainly provide you with advice. Essentially, we provide advice on all projects going to government in relation to that and the level of advice will vary depending on the project. But we can certainly give you an indication of areas, and they do publish a priority list. You can see that on their website, vis-a-vis the areas where the government has announced in its funding program. Senator GALLACHER: Perhaps we could get an example of that and the value of those decisions. Mr Mrdak: Certainly. Answer: Infrastructure Australia does not make decisions or recommend funding be provided by the Australian Government to particular projects. Infrastructure Australia’s assessments of projects are provided to Government without a recommendation about funding, and those assessments are one piece of information considered in the decision making processes of governments.

As a regular user of the Bruce Highway I look forward to them all. But I really would like to know what amount of money has been allocated to each of those particular road projects that were adverted to in the announcement of 24 April. For example, the Yeppen South floodplain upgrade—how much money is allocated to that? Mr Mrdak: At this stage, while we have some indicative estimates, the minister has yet to finalise the program. Senator IAN MACDONALD: Can you give us the indicative estimate then? Mr Mrdak: I would have to take that on notice, Senator. I think in the absence of the minister settling the program I am not in a position to provide those numbers, I am sorry. Answer: The Australian Government has committed up to $236.0 million, or 80% of the project cost, for the Yeppen Floodplain Upgrade subject to the Queensland Government providing the remaining 20%. The funding cash profiles for remaining projects identified in the Australian Government’s $4.1 billion Bruce Highway announcement of 24 April 2013, are still to be negotiated with the Queensland Government.
