7. Service Specification Route: 15H Contract Reference: QX49901 This Service Specification forms section 7 of the ITT and should be read in conjunction with the ITT document, Version 1 dated 29 September 2011. You are formally invited to tender for the provision of the bus service detailed below and in accordance with this Service Specification. Tenderers must ensure that a Compliant Tender is submitted and this will only be considered for evaluation if all parts of the Tender documents, as set out in section 11, have been received by the Corporation by the Date of Tender. The Tender must be fully completed in the required format, in accordance with the Instructions to Tenderers. A Compliant Tender must comply fully with the requirements of the Framework Agreement; adhere to the requirements of the Service Specification; and reflect the price of operating the Service with the vehicles specified. SERVICE SPECIFICATION 1) SERVICE SPEC - ROUTE SPECIFICATION INFORMATION 2) NOTES 3) SCHEDULE REQUIREMENTS & PINCHPOINTS 4) OPERATIONAL CONSIDERATIONS 5) ROUTE RECORD, CURRENT PERFORMANCE, QSI BY TIME OF DAY, IBUS MILEAGE & QSI POINTS 2) NOTES Proposed Changes: At this time, no changes are proposed to the existing service for introduction prior to the commencement of the new Route Agreement for Route No. 15H. HERITAGE ROUTEMASTER Tenderers should note that the following (subject to consultation) are proposed as part of this Service Specification: . Route No. 15H will operate as a Heritage Routemaster route between Tower Gateway, Goodmans Yard and Trafalgar Square, Northumberland Avenue via existing Route No. 15. There are no proposed changes to Route No. 15 resulting from this tender. Crew operated double-deck open platform Routemasters are specified. These vehicles will be leased to the successful tenderer by LBSL. A draft Lease Agreement is included with this ITT. The conductor will be situated on the platform of the vehicle at all times whilst passengers are boarding and alighting, and in view of the special nature of this route will be expected to have received additional training in customer care. The designation Route No. 15H is used for contractual purposes only. This service will be marketed as Route No. 15. This includes all publicity, including destination blind displays. Tenderers are encouraged to submit timetable options which offer lower cost alternatives to the compliant specification for this route. The contract is specified for five years duration, however LBSL retains the right to terminate the contract giving 26 weeks notice. In such circumstances no recompense will be payable to the successful Tenderer. Please note that no more than one bus on route 15H should be scheduled to stand at both Tower Hill, Goodmans Yard and Trafalgar Square, Northumberland Avenue at any one time. 3) SCHEDULE REQUIREMENTS & PINCHPOINTS 3.1) DAILY (EXCEPT CHRISTMAS DAY) SCHEDULE REQUIREMENTS & PINCHPOINTS Tower Gateway, Goodmans Yard to Trafalgar Square, Northumberland Avenue Trafalgar Square, Northumberland to Tower Gateway, Goodmans Yard Avenue First departure no later than 0935. Tenderers should ensure that buses are scheduled to depart no more than 15 minutes apart at all times. Tenderers must identify the cost of the Boxing Day element of this service separately. 4) OPERATIONAL CONSIDERATIONS 4.1) Route No. 15H can suffer from unpredictable traffic delays in the Trafalgar Square and Cannon Street areas. 4.2) Route No. 15H will operate as a Heritage Routemaster route and will be marketed as such. All advertising rights will be retained by the Corporation. 4.3) The Public Service Vehicles Accessibility Regulations 2000, preclude the operation of step-entry double deck buses operating on normal service from 1 January 2017, however an exemption has been granted for Route No. 15H by the Department for Transport. 4.4) Two continuous largely segregated cycle routes through central London are proposed. The East-West Cycle Superhighway between Tower Hill and Acton and the North-South Cycle Superhighway between Elephant & Castle and Farringdon station. This would provide cyclists with a route through central London on low-traffic streets.
