CARRIED NEW BUSINESS Dan Charest / Sparwood Ridge Trail MOVED by Director Sosnowski SECONDED by Director Halko THAT Dan Charest be invited to present at an upcoming Elk Valley Community Directed Funds Committee meeting to present on the proposed Sparwood Ridge Trial, including information regarding crown land approvals, a sponsoring organization for future responsibility and maintenance, and a detailed budget for project planning and construction. Subject Special Initiatives File: Sho 065 001 To: Lee-Ann Crane, CAO From: Andrew McLeod, Special Initiatives Date: September 16, 2014 Subject: Project Information Form – Fernie Trails Alliance pc: Background and Discussion The Fernie Trails Alliance is asking for $200,000 to fund the development of the “Community Trail” in the City of Fernie. The project is not directly linked with either of the trail related priorities identified in the Elk Valley Community Priorities Plan as the proposed trail is entirely contained with the City of Fernie and does not connect with other Elk Valley communities. Other funding sources are available for this project. Options Option 1: THAT a letter be sent to Fernie Trails Alliance stating that the Elk Valley Community Directed Funds Committee does not support funding the Community Trail in the City of Fernie at this time. Option 2: THAT the Fernie Trails Alliance be granted $ for the Community Trail in the City of Fernie. Subject Special Initiatives File: Sho 065 001 To: Lee-Ann Crane, CAO From: Andrew McLeod, Special Initiatives Date: September 16, 2014 Subject: Project Information Form – EV Regional Economic Development Task Force pc: Background and Discussion The Elk Valley Regional Economic Development Task Force is requesting $50,000 per year for three years to fund the development of a valley-wide economic development marketing strategy. The project meets Priority #9 of the Elk Valley Community Priorities Plan: develop an Elk Valley branding and economic development marketing strategy. The project does not appear to be in any direct conflict with the mission, vision and values of the Committee or with the plan’s Project Selection Criteria. Because this project is not eligible for other direct CBT financial support, the Community Directed Funds is an appropriate funding source. Options Option 1: THAT a letter be sent to Elk Valley Regional Economic Development Task Force stating that the Elk Valley Community Directed Funds Committee does not support funding the valley-wide economic development marketing strategy request at this time. Option 2: THAT the Elk Valley Regional Economic Development Task Force be granted $ for the valley-wide economic development marketing strategy. Subject Special Initiatives File: Sho 065 001 To: Lee-Ann Crane, CAO From: Andrew McLeod, Special Initiatives Date: September 16, 2014 Subject: Project Information Form – Sparwood Ridge Trail pc: Background and Discussion Dan Charest is requesting $277,027.80 to fund a non-motorized, backcountry trail project connecting Sparwood with the Hosmer area. The project meets Priority #2 of the Elk Valley Community Priorities Plan: create a multi- use backcountry trail connecting communities. The project does not appear to be in any direct conflict with the mission, vision and values of the Committee or with the plan’s Project Selection Criteria. However, it is unclear if this project has a local community organization willing to sponsor and maintain it, or if the trail would be approved by the province. The immediate benefits of the project will be somewhat restricted to the communities of Sparwood and Hosmer. Options Option 1: THAT a letter be sent to Dan Charest stating that the Elk Valley Community Directed Funds Committee does not support funding the Sparwood Ridge Trail project request at this time. Option 2: THAT Dan Charest be granted $ for the Sparwood Ridge Trail. .
