For Office Use only GOVERNMENT OF HIMACHAL PRADESH DIRECTORY OF VILLAGES HAVING CONCENTRATION OF SCHEDULED TRIBE POPULATION EXCLUDING SCHEDULED AREAS IN HIMACHAL PRADESH (2011-Census) Issued by TRIBAL DEVELOPMENT DEPARTMENT, GOVERNMENT OF HIMACHAL PRADESH, SHIMLA-2. i PREFACE According to the Census 2011 the population of Himachal Pradesh is 6864602 of which 392126 (5.71%) belongs to Scheduled Tribes. The following communities have been listed in the State Scheduled Tribes list. Una 790 521173 8601 Total: 17882 6864602 392126 i In brief the tribal population of H.P. as per 2011 Census can be divided into three categories as under: I. Scheduled Tribes in Scheduled Areas: District of Kinnaur, Lahaul-Spiti, the two Sub-Division of District Chamba viz. Pangi and Bharmour have been declared as Scheduled Area because majority population comprise of communities declared as Scheduled Tribe under the Fifth Schedule of the Constitution. These tribal areas are very remote and inaccessible having tough mountainous terrain and inhospitable climatic conditions thus involving high cost of infrastructural development and harsh living conditions. Out of total 55673 square kilometer geographical area of H.P. 23655 square kilometer area falls in Scheduled Area which constitutes 42.49% of the total area. Total population living in Scheduled Area is 173661 of which 123585 constitute tribal which are 71.16% of the total and density in these areas is 7 per square Kilometer. II. Modified Area Development Approach (MADA): The ambit of Tribal Sub-Plan was expanded in the SIXTH FIVE YEAR PLAN and Modified Area Development Approach was adopted to cover smaller areas of tribal concentration having 10000 population in contiguous areas of which 50% or more were tribal. In Himachal Pradesh two such pockets namely Chamba and Bhatiyat- Blocks of the District Chamba were identified in 1981-82. These two pockets cover an area of 881.47 square Kilometer and population of 29455 (7.51%) Scheduled Tribes as per 2011 Census. III. Dispersed Tribes Population: Till February, 1987 SCA to TSP Strategy was applicable to the Scheduled Areas and Modified Area Development Approach only. During the Seventh Five Year Plan the strategy of Special Central Assistance to Tribal Sub-Plan was further extended to cover all tribal living outside the Scheduled Area and Modified Area Development Approach for beneficiary originated programme out of funds released by the Union Ministry of Tribal Affairs under Special Central Assistance. Besides Scheduled Area and MADA Pockets ii 239086 (60.97%) population belonging to Scheduled Tribes are residing in Non- Tribal areas of the State. As stated above, out of total ST population in the State 68.51% resides outside Scheduled Areas of the State. For the socio-economic development of Scheduled Tribes residing outside Scheduled Areas of the State, besides General Plan allocations, funds are being provided under SCA to TSP. The Tribal Development Department has prepared this booklet to facilitate the implementing departments for planning and preparing the schemes for the welfare of Scheduled Tribes residing outside the Scheduled Areas of the State. For infrastructural development the villages having tribal population will be taken up in the following priority. (i) First priority will be assigned to villages having substantial tribal population in that village i.e. more than 40% population or more of the village comprises of Scheduled Tribes. (ii) Next priority will be given to the villages where tribal population is less than 40% of the total population but having more than 100 tribal person in such villages. My colleagues in the Tribal Development Department Himachal Pradesh have worked very hard in bringing out this Directory. I hope this handbook will be useful for the members and representatives of the tribal communities and implementing departments for preparing/planning the schemes for the welfare of the scheduled tribes. Geological Wing” Directorate of Industries Udyog Bhawan, Bemloe, Shimla. “ STUDY ON THE DRAINAGE SYSTEM, MINERAL POTENTIAL AND FEASIBILITY OF MINING IN RIVER/ STREAM BEDS OF DISTRICT KANGRA, HIMACHAL PRADESH. 1) INTRODUCTION: In pursuance of point 9.2 (Strategy 2) of “River/Stream Bed Mining Policy Guidelines for the State of Himachal Pradesh, 2004” was framed and notiofied vide notification No.- Ind-II (E)2-1/2001 dated 28.2.2004 and subsequently new mineral policy 2013 has been framed. Now the Minstry of Environemnt, Forest and Climate Change, Govt. of India vide notifications dated 15.1.2016, caluse 7(iii) pertains to preparation of Distt Survey report for sand mining or riverbed mining and mining of other minor minerals for regulation and control of mining operation, a survey document of existing River/Stream bed mining in each district is to be undertaken. In the said policy guidelines, it was provided that District level river/stream bed mining action plan shall be based on a survey document of the existing river/stream bed mining in each district and also to assess its direct and indirect benefits and identification of the potential threats to the individual rivers/streams in the State. This survey shall contain:- a) District wise detail of Rivers/Streams/Khallas; and b) District wise details of existing mining leases/ contracts in river/stream/khalla beds Based on this survey, the action plan shall divide the rivers/stream of the State into the following two categories;- a) Rivers/ Streams or the River/Stream sections selected for extraction of minor minerals b) Rivers/ Streams or the River/Stream sections prohibited for extraction of minor minerals.

The monitoring commenced in the year 1969 with the establishment of 3 observation wells and since, then the number of monitoring station are being increased regularly so as to get the overall picture of ground water scenario in different hydrogeological set up of the state. Most of the area in Himachal Pradesh is hilly enclosing few small intermontane valleys. The traditional ground water structures under observation at present are dugwells and are mostly located in the valley areas only. Therefore, the ground water regime monitoring programme is concentrated mainly in valley areas of the state and some places in hard rock areas. All the 128 National Hydrograph Stations are located only in 7 districts out of the 12 districts in Himachal Pradesh. The reason being hilly terrain, hard approachability and insignificant number of structures available for monitoring. The average annual rainfall in the state varies from 600 mm to more than 2400 mm. The rainfall increases from south to north.

Only one way entry shall be allowed between Main Chowk opposite Dogra Bazar to Post Office for people to avail the services of facilities thereby. 2. Both the ends of the roads between Chowgan No. 2 and 3, as well as between Chowgan No. 3 and 4 will be opened one/two way as per enforcement demand for facilitating transition between Kashmiri Mohalla and Main Bazar. 3. The vehicular traffic shall be managed as per the existing mechanism till further orders. These orders are strictly conditional and shall be subject to maintenance of social distancing in the core market areas. The Police department shall ensure the same and report if anything adverse is witnessed on the ground. Fortmann, Chair This dissertation investigates the transformation of the district of Kinnaur in the state of Himachal Pradesh in the Indian Himalaya. I examine Kinnauri adaptation to political, economic, environmental, and social events of the last seven decades, including state intervention, market integration, and climate change. Broadly, I examine drivers of change in Kinnaur, and the implications of these changes on social, cultural, political, and environmental dynamics of the district. Based on findings from 11 months of ethnographic field work, I argue that Kinnaur’s transformation and current economic prosperity have been chiefly induced by outside forces, creating a temporary landscape of opportunity. State-led interventions including land reform and a push to supplement subsistence agriculture with commercial horticulture initiated a significant agrarian transition beginning with India’s Independence. I provide detailed examination of the Nautor Land Rules of 1968 and the 1972 Himachel Pradesh Ceiling of Land Holding Act, and their repercussion on land allocation to landless Kinnauris.
