He was appointed assistant to Professor Pasquale Saraceno in Greece to liaise with the Greek authorities who were cooperating with Saraceno in the elaboration of the first 5-year development plan for Greece. In 1959 Fossi was recruited by the Organisation for European Economic Cooperation (OEEC) in Paris to work on their European Productivity Agency (EPA) programme for the southern European countries (Italy, Greece, Turkey, Spain and Portugal). In 1961 with the transformation of the OEEC into the Organisation for Economic Cooperation and Development (OECD) with the active participation of Canada and the United States, Fossi joined the Development Assistance Committee. Almost immediately the OECD offered Fossi the possibility to complete a Master’s Degree in Public Administration at Harvard University. On his return to Paris in 1963, Fossi was transferred to the Development Centre, which was created by the OECD with the assistance of Japan, to serve as a 'bridge' between developing countries in Africa, Asia and Latin America. He remained in the Development Centre until his retirement in 1998, with the exception of two years, 1969-1971 which he spent in Washington attached to the World Bank, offering technical assistance in the economic planning of African, Caribbean and Pacific Countries (ACP). Fossi’s time spent in the US provided him with expertise and knowledge in the development field which he was able to utilise when he returned to the Development Centre in Paris where he took up the position of Director for External Relations. In this post, he forged relationships with research agencies in the ACP countries and in parallel with the OECD member countries, the so called 'Civil Society'. Giulio Fossi currently resides in Florence. Giulio Fossi Documents from 1964 to 1998 The private papers of Giulio Fossi concern his relations with external institutions in his role as expert in external cooperation in the OECD Development Centre, There is material on the work of the “Fondation de France” with the Less Developed Countries (LDC’s) through the “Comité de Tiers Monde”. Fossi could be considered the link between the OECD and the NGO’s active in the Third World. The finances were given by the Foundation, and Fossi and the Committee’s expert, Michèle Barrière discussed the various projects that were proposed to decide which would receive financial aid. Furthermore in his capacity as expert for external cooperation, Fossi was invited to conferences, workshops, seminars and meetings of the various NGO’s involved in development aid to the ACP countries. Fossi or other OECD Development Centre representatives would report back on what was going in the the field of North/South and South/South relations. The Development Centre tried very hard to counteract the idea of the OECD as a “Rich-Man’s Club”. Giulio Fossi, in his functions defended the intellectual independence of the Centre’s researchers; their freedom to express their convictions on the subjects they were investigating and researching, above and beyond any type of bureaucratic censorship. In this manner, the Centre did its utmost to cultivate ties with research institutes in the ACP countries alongside OECD Member countries. Access level: Open Document, Open Description Historical Archives of the European Union 4 Giulio Fossi Fondation de France Documents from 1987 to 1994 The “Fondation de France” was created by the French government in 1969 as an independent administrative agency to stimulate and foster the growth of private philanthropy and private foundations in France. Its focus is on the elderly, the disabled, children, health, medical and scientific research, culture and the environment. It is a member of the Network of European Foundations (NEF) for Innovative Cooperation. The Foundation doesn’t receive public funding instead it relies on the generosity of private donations.. It was the brainchild of Michel Pomey, advisor in the Cabinet of André Malraux, with the aim of “valorising “ France”, which in the 1960’s was still economically weak. General de Gaulle, signed the decree officialising the creation of the Fondation du France on the 9 January 1969 with Pierre Massé as President and Pomey as Director with its headquarters in Paris. Another notable president of the foundation was Maurice Schumann (1973-74). The foundation collaborated with the OECD Development Centre in many of the Centre’s projects.
