Giulio Fossi was born in Florence and graduated with a degree in Economic Geography from the University of Florence and subsequently won a scholarship in regional planning in Sicily from the Associazione per lo sviluppo dell'industria nel Mezzogiorno (SVIMEZ). He was appointed assistant to Professor Pasquale Saraceno in Greece to liaise with the Greek authorities who were cooperating with Saraceno in the elaboration of the first 5-year development plan for Greece. In 1959 Fossi was recruited by the Organisation for European Economic Cooperation (OEEC) in Paris to work on their European Productivity Agency (EPA) programme for the southern European countries (Italy, Greece, Turkey, Spain and Portugal). In 1961 with the transformation of the OEEC into the Organisation for Economic Cooperation and Development (OECD) with the active participation of Canada and the United States, Fossi joined the Development Assistance Committee. Almost immediately the OECD offered Fossi the possibility to complete a Master’s Degree in Public Administration at Harvard University. On his return to Paris in 1963, Fossi was transferred to the Development Centre, which was created by the OECD with the assistance of Japan, to serve as a 'bridge' between developing countries in Africa, Asia and Latin America. He remained in the Development Centre until his retirement in 1998, with the exception of two years, 1969-1971 which he spent in Washington attached to the World Bank, offering technical assistance in the economic planning of African, Caribbean and Pacific Countries (ACP). Fossi’s time spent in the US provided him with expertise and knowledge in the development field which he was able to utilise when he returned to the Development Centre in Paris where he took up the position of Director for External Relations. In this post, he forged relationships with research agencies in the ACP countries and in parallel with the OECD member countries, the so called 'Civil Society'. Giulio Fossi currently resides in Florence.
Giulio Fossi Documents from 1964 to 1998 The private papers of Giulio Fossi concern his relations with external institutions in his role as expert in external cooperation in the OECD Development Centre, There is material on the work of the “Fondation de France” with the Less Developed Countries (LDC’s) through the “Comité de Tiers Monde”. Fossi could be considered the link between the OECD and the NGO’s active in the Third World. The finances were given by the Foundation, and Fossi and the Committee’s expert, Michèle Barrière discussed the various projects that were proposed to decide which would receive financial aid. Furthermore in his capacity as expert for external cooperation, Fossi was invited to conferences, workshops, seminars and meetings of the various NGO’s involved in development aid to the ACP countries. Fossi or other OECD Development Centre representatives would report back on what was going in the the field of North/South and South/South relations. The Development Centre tried very hard to counteract the idea of the OECD as a “Rich-Man’s Club”. Giulio Fossi, in his functions defended the intellectual independence of the Centre’s researchers; their freedom to express their convictions on the subjects they were investigating and researching, above and beyond any type of bureaucratic censorship. In this manner, the Centre did its utmost to cultivate ties with research institutes in the ACP countries alongside OECD Member countries. Fondation de France Documents from 1987 to 1994 The “Fondation de France” was created by the French government in 1969 as an independent administrative agency to stimulate and foster the growth of private philanthropy and private foundations in France. Its focus is on the elderly, the disabled, children, health, medical and scientific research, culture and the environment. It is a member of the Network of European Foundations (NEF) for Innovative Cooperation. The Foundation doesn’t receive public funding instead it relies on the generosity of private donations.. It was the brainchild of Michel Pomey, advisor in the Cabinet of André Malraux, with the aim of “valorising “ France”, which in the 1960’s was still economically weak. General de Gaulle, signed the decree officialising the creation of the Fondation du France on the 9 January 1969 with Pierre Massé as President and Pomey as Director with its headquarters in Paris. Another notable president of the foundation was Maurice Schumann (1973-74). The foundation collaborated with the OECD Development Centre in many of the Centre’s projects. OECD Development Centre - External Cooperation Documents from 1973 to 1998 With the transformation of the OEEC to to the OECD its terms of reference with respect to development in Member as well as non- Member countries, changed and a task force was created to reflect on the nature and aims of a new, specialised organ to be known as the OECD Development Centre. Based on the findings of a group of experts “The Four Wise Men”, the OECD Council ratified the objectives and the mandate and established the Development Centre in October 1962, less than two years after the creation of the OECD itself. In 1971, the Council reformulated the role of the Centre as follows: “the Centre became an integral part of the Organisation, at the same time the Centre should work on projects which the developing countries consider relevant. The Centre as the focal point within the OECD for research on problems of development, should serve as a source of knowledge on development problems for all parts of the Organisation. Furthermore, the Centre through its contacts with developing countries, can serve as a forum for an informal dialogue with developing countries on matters of common interest, and the Centre should pursue this function wherever appropriate and keep the OECD abreast of thinking in developing countries. The Centre, whose work is objective and of high quality, should continue to be free to publish its findings.” The Development Centre served essentially as a bridge between the OECD and non-member countries of Africa, Asia and Latin- America. The Centre provides a focal point on (1) research and study of economic and social issues concerning developing countries, (2) External cooperation through relations with development research and training institutes, (3) Relations with Non-Governmental Organisations (NGO’s) active in development cooperation. (4) relations with economic actors, (5) visiting fellows and trainees, (6) outreach activities through development policy dialogue and thematic and regional conferences, information and publications. Meetings, Conferences and Workshops Documents from 1973 to 1998 The role the OECD Development Centre played in the economic and social development of the African, Caribbean and Pacific (ACP) countries was fundamental in the progress made in these regions. The work of the Center consisted in North/South and South/South collaboration with researchers to fight against “academic neo-colonialism” - a problem that emerged following the “independence” that came with the end of colonialism. The Centre was active in the field of information on the research being carried out by numerous institutes dedicated to the problems of North/South relations and economic and social development. For Fossi the “cultural” dimension was a key to understanding the problems of integral development “of every man and each race” and the limits of pure economic/econometric analyses. The role played by the so-called “Civil Society” - NGO’s, as actors of micro-projects or as educators, in those countries which had programmes for “public aid for development” to the real and complex realities of the under-developed countries, to fight against the recurring stereotypes which were fed to the public opinion so as to sabotage development aid programmes, was imperative. The Development Centre could also take a lot of the credit for the ideas and actions which brought the international community in the 1970’s and 1980’s to consider the creation of a New International Economic Order, greater solidarity and justice between the developed and less developed countries, and new South/South solidarity (Group of 77 of the United Nations). Society for International Development (SID) Documents from 1964 to 1994 The Society for International Development is an international, non profit educational and scientific organisation founded on 19 October 1957 and incorporated in the District of Columbia, USA. Its purposed: to provide means for and stimulate exchange of ideas, facts and experience in the pioneering field of international development. The membership of the society consists in the main of persons engaged in or associated with programmes of international development - administrators, economists, engineers, educators, health officers, lawyers etc. They included many nationalities and professions and work in many kinds of organisations, public and private, national and international The Council of the SID is the governing body of SID. It is composed of representatives of five regions (Africa, Asia, Europe, Latin America and North America). European regional conferences are held every two years. The SID was organised to provide a forum for the exchange of ideas, facts and experience among all persons professionally concerned with the vital problems of economic and social development in modernising societies. A principal means of providing such a forum is the annual World Conference of the Society. The Society was also known in French as the Association pour le développement International (ADI).
