Following Jean Mohr and John Berger‘s model in Another Way of Telling, I create a narrative for the pictures with a discussion of historical information, current data from interviews, Tribal members‘ stories, and my own personal story as it is tethered to the tribe. The research addresses the following questions: Can photography offer a technological means to communicate culture in a vital, organic way? Can photos communicate culture as identity and not something merely to identify with? Can this cultural identification include me, an outsider, and is it possible that a colonialist viewpoint is actually beneficial to the tribe? John Berger, Roland Barthes, and Gregory Ulmer‘s theories allow opportunity for new perspectives, and even would-be answers at times. Admittedly, there is no frame large enough to hold all of the truth, but these theorists‘ works push the frame‘s boundaries to look at the pictures from other perspectives, other as both different and from the outside. These critics offer light and air, posing questions such as, what assumptions help a viewer transcend the normally limited perspective of a superficial observer? What possible contributions might an outsider bring to the interpretation? iii This dissertation is dedicated to my mother, Claudean Cone, whose sweet hands led me from the kindergarten bus to the university. iv ACKNOWLEDGMENTS My family is wonderful, and I am grateful to all of them. Spaniards led by Coronado traversed what is now the State of Oklahoma 67 years before the first English settlement in Virginia and 79 years before the Pilgrims landed at Plymouth Rock. All of the land now in Oklahoma except a little strip known as the panhandle was acquired by the United States from France in the Louisiana Purchase. Early in the nineteenth century the United States moved the five civilized tribes, the Cherokees, Creeks, Choctaws, Chickasaws, and Seminoles, from southeastern states to lands west of the Mississippi River, the title to which was transferred to the tribes in exchange for part of their lands in the East.

Muscogee Constitutional Jurisprudence: Vhakv Em Pvtakv (The aC rpet Under The Law) Abstract In 1974, a group of Mvskoke citizens from Oklahoma sued the federal government in federal court. Hanging in the balance was the future of Mvskoke self-determination. The lp aintiffs insisted that their 1867 Constitution remained in full effect, and that they still governed themselves pursuant to it. The nitU ed States argued that the constitution had been nullified by federal law passed in the early 1900s. To find in favor of the plaintiffs, the court would have to rule that the United States had been ignoring the most basic civil rights of Mvskoke citizens and flouting the law for over seventy years. It would also have to find that a tribal government had been operating legitimately in the shadows—that the Mvskoke people had continued to operate under their constitution for most of the twentieth century despite official federal antagonism.

Although the women's suffrage movement in the United States predates the Civil War, from 1869 until 1893 only the women of Wyoming Territory had the right to vote. After Colorado, Utah, and Idaho enfranchised women in the nineties, women's suffrage advocates believed that their greatest hopes of success lay in the West. Early in the settlement of Oklahoma Territory, suffragists started their drive to win the franchise often coming close but never achieving victory. Following the abolition of the Indian tribal governments, suffragists made great efforts to secure equal rights for women in an Indian state. Con- gress's refusal to accept the idea of#two states led to the combination of the Twin Territories into the State of Oklahoma in 1907. This study considers the nature of life and society in the Indian and Oklahoma Territories and the factors contributing to the narrow defeat of the women's suffrage proposal in the Constitutional Convention. Sources include memoirs of participants, reminiscenses of a cross-section of the society, biographies, newspapers, government documents and secondary works. Chapter I summarizes the political histories of both territories from settlement to the opening of the Constitutional Convention. Chapter II discusses the life of the average person during the period 1890 to 1906.

    The "Friends of the Florida Seminoles" Society: 1899-1926 By HARRY A. KERSEY, JR.* In the decades immediately following the Third Seminole War (1855-58) those Indians who remained in Florida were able to develop their culture in relative isolation from encroaching white settlement. Although from time to time there was agitation for their removal from the state, federal authorities displayed limited interest in the Seminole until the late 1870's.i The report of Lt. Richard H. Pratt, an Army officer who visited among the Seminole in 1879, convinced the national govern- ment that the Indians could be removed only at the risk of intervening with troops and rekindling the old bitterness of the Seminole Wars; the probable costs in lives and adverse publicity were deemed too high a price to pay for moving a handful of Indians, so the Seminole were left in peace-for a time. The decision of the government not to tamper with the Seminole allayed the threat of removal to the Indian Territory, but left them vulnerable to the vicissitudes of local justice as an increasing number of settlers poured into south Florida. Throughout the 1870's and 80's various incidents involving apparent mistreatment of Indians came to light, and there were calls for protection of the native population. Much of the conflict between the Seminole and settlers grew out of disputes over livestock on the open range. The Pratt Report of 1879 men- tioned the complaints of cattlemen that the Seminole annually killed beef worth $1,500.00 to $2,000.00, but he also noted that "like offenses are committed against Indians.

    Oklahoma Women's Almanac 109 OKlAHOMA HAIL OF FAME he Oklahoma Hall of Fame recognizes current and former residents, T living or deceased, who have performed outstanding service to humanity, to the State of Oklahoma, and to the United States or an individual who is not a resident of Oklahoma but whose work has brought honor or distinction to the heritage of the state. The Oklahoma Hall of Fame was established in 1927 and the first class of inductees was honored in 1928. As ofNovember 2005, 138 women have been inducted into the Oklahoma Hall of Fame representing nearly 23 per­ cent of the 604 total inductees. The largest number of women were inducted during the 1930s when 43 of the 148 (or 29 percent) of the inductees were women. With the exception of the 1970s when 23 percent of the inductees were women, the percentage of women by decade has been between 18-19 percent since the 1960s. Women have become a higher percentage of the work force and their professional contributions have increased, but their representation in the Oklahoma Hall of Fame does not reflect their growing influence in all aspects oflife. Records (1930–1931) of the Oklahoma Bar Association’s board of governors; speeches (1927–1936) by Cutlip; manuscripts (n.d.) regarding the history of Seminole County, Oklahoma, Wewoka, Oklahoma, and the Seminole Indian Nation; Seminole Indian land allotment certificates (1901–1902); Cutlip’s travel diaries and personal diaries (1920– 1936); records (1905–1910) of the Wewoka Masonic Lodge; and a financial ledger (1867– 1872) of the Wewoka Trading Company. This collection is available online at the University of Oklahoma Libraries website. Provenance of Records C. Guy Cutlip was born near Medicine Lodge, Kansas, on April 6, 1881. In 1889 his family made the run into Oklahoma, settling at Kingfisher. In 1895 they moved to Tecumseh. After a public school education, Cutlip worked as a clerk and stenographer for Judge J. D. F. Jennings until 1901 when he became a stenographer for a lawyer in Wewoka. In 1902 he and his father tried the banking business for short time. Cutlip then became a clerk for the Atlas Abstract Company of Holdenville, which gave him useful training in oil leases. Through private study he became an attorney at Wewoka. From 1908 to 1911, he served as assistant county attorney for Seminole county. In 1919, he bought the Wewoka Trading Company and the Wewoka Realty and Trust Company, which were destroyed by fire in 1925. He was a law partner to Thomas J. Horsley. In 1930, Cutlip became a member of the Board of Governors of the Oklahoma Bar Association.
