    61 Chapter 4 Vietnam and the South China Sea in the post-arbitral award period Do Thanh Hai & Nguyen Vu Tung Introduction The momentum created by the arbitration award of 12 July 2016 seems to be wane. Though winning the case, the Philippines under President Rodrigo Duterte deliberately shun away from making full use of the judges’ decisions to court China for improving bilateral relations. At the same time, ASEAN as a group became less active and cohesive on the consolidation of its position with regard to the South China Sea issue. These new developments seem to have left Vietnam to the forefront, facing increased pressure from China in the South China Sea. Despite the unfavourable ruling of the arbitral tribunal, China continues to cement its strategic footing through large-scale land reclamation and construction of dual-use facilities in the Paracels and Spratlys. Beijing changed its approach. While strengthening its foothold in the South China Sea, it gets more active in negotiating a code of conduct (COC) and promoting the Belt and Road Initiative. Amidst China’s new wave of charm offensive, the smaller South China Sea claimants, including Vietnam, have faced a dilemma of whether to acquiesce to China’s posture or stand up against it and suffer indefinable consequences. The paper focuses on the case of Vietnam as a South China Sea claimant in the post-arbitral award phrase. The paper is structured into three major parts. Studies on the Agreement have gen­ erally focused on the American retreat from Vietnam and the military and political consequences leading to the fall of Saigon in April 1975. This study will seek to explore a number of questions which remain controversial. Neither the NFL or AFL addressed the long-standing problem of how better to determine the home team in their respective Championship Games, however. In fact, almost another decade would go by until necessary changes were made. Instead, both leagues continued with the rotation system that had ruled pro football's postseason since 1933. And as happened so many times previously, the teams that finished with the best regular season record in both leagues in 1966, the Packers and the Chiefs, had to go on the road in the title games. Bucking the odds clearly established over the previous 33 years, both won. Even when the NFL realigned in 1967 and enlarged the playoffs, the same system was left intact. Again, evidence that something was amiss was immediately apparent. That year, the Rams finished 11-1-2 and won the Coastal Division of the Western Conference on the basis of a head to head tie-breaker over the Colts, who also finished 11-1-2. In the West's Central Division, meanwhile, the Packers finished first at 9-4-1. Despite their superior record and even though they had beaten Green Bay in their regular season meeting, the Rams had to travel to Wisconsin to play the Western Conference Championship Game. After beating the Packers two weeks earlier in Los Angeles, the Rams lost and went home while the Packers went on to win the Super Bowl.

Compared to the Asian and African scenario it is found that, world has already experiencing a widespread diffusion of such activities for sustainable development. Whether science journalism is one of the numerous casualties in the media meltdown in the world is the most pertinent question of the last decade of 21st century. This study involved a survey of 14 most circulated English newspapers from 14 selected Asian countries with 14 different news agency from each country and their dependency were analyzed. Similarly, for African countries, 14 another circulated English newspaper from 14 selected African countries with 14 another news agency were listed and the dependency of those newspapers for science news and all other news were critically analyzed and lastly compared with Asian countries.
